WINTER SPRINGS, FLORIDA
WHEREAS, the Orlando Metropolitan Area has one of the highest pedestrian fatality and
injury rates in the nation; and
WHEREAS, pedestrian safety is the responsibility of motorists as well as the pedestrians
themselves; and
WHEREAS, pedestrian safety is a component of both good design and enforcement of
traffic laws; and
WHEREAS, pedestrians must feel confident that motorists will yield to them if
crosswalks are to be useful as a safety tool; and
WHEREAS, based on a survey of Orlando Metropolitan Area residents, over 93% of
adults support law enforcement professionals giving tickets to motorists who fail to stop or yield
for pedestrians in crosswalks; and
WHEREAS, Florida Statutes state that "When traffic control signals are not in place or in
operation, the driver of a vehicle shall yield the right-of-way, slowing down or stopping if need be
to so yield, to a pedestrian crossing the roadway within a crosswalk when the pedestrian is upon
the half of the roadway upon which the vehicle is traveling or when the pedestrian is approaching
so closely from the opposite half of the roadway as to be in danger; "
NOW THEREFORE, I, JOHN F. BUSH, MAYOR OF THE CITY OF WINTER
SPRINGS do hereby proclaim that the City of Winter Springs expresses its support for the
enforcement of Florida Statute 316.130, paragraph 7 -

SUBJECT:
RESOLUTION SUPPORTING THE ENFORCEMENT OF
FLORI DA'S CROSSWALK LAWS

Passed and duly adopted at a regular meeting of the METROPLAN ORLANDO Board
on the 9th day of March 2005.
