Edgemon Avenue Winter Springs, Florida 32708 RE: MUNICIPAL FACILITIES COMPLEX, CITY OF WINTER SPRINGS Dear Mr. Rozansky: We are pleased to submit our proposal for interior design services for the new municipal facilities complex for the City of Winter Springs. Our proposal in- cludes: I. VERIFICATION OF EXISTING PROGRAM AND CONDITIONS ll. SCOPE OF SERVICES ill. SCHEDULE IV. COMPENSATION/CONDITIONS I. VERIFICATION OF EXISTING PROGRAM AND CONDITIONS 1. The City of Winter Springs will be occupying approximately 22,000 square feet of space consisting of offices for City Hall and the Police Department, including the commission chambers and the jail. 2. The basic program for space utilization has been determined by the architect and is documented at this time. 3. Donna Kirby & Associates has been asked to submit a proposal for interior design services to supplement the architectural construction documents package. II. SCOPE OF SERVICES Phase I: Schematic Design/Design Development A. Schematic Design This consists of the development of a "total interior space concept" which establishes the overall appearance and image of the interior space. During this phase, final decisions shall be made regarding space utilization and design concept, based on a thorough understanding of the city's operational requirements, equipment and furnishings requirements, and budgetary re- quirements. Areas for consideration during this phase can include, but are not limited to the following: a. Development of finishes and surface treatments for all interior spaces, including floors, walls, windows and ceilings. 1133 LOUISIANA AVENUE, SUITE 110, WINTER PARK. Layouts of furnishings, equipment, and accessories, integrating existing property to be reused with any new acquisitions. Inventory of reused items may be required. c. Development of storage and materials handling strategies, and identi- fication of equipment required to perform necessary tasks. d. Integration of interior plantings into the facility. e. Administration of art budget, and to provide consulting services for selection and purchase of artwork for the facility. Any other accessory items will also be included. f. Development of strategies for the city's future use of space in the project, based on anticipated growth patterns. At the end of this phase, the proposed design and planning solutions will be presented informally by means of drawings and may include display of . materials and equipment to enable the client to perceive the proposed environment. Design approaches to color, texture, pattern, shapes and forms for architectural finishes and furnishings may also be presented. At this time an estima.te for total interior project cost will be presented. B. Design Development This involves the further development of the design solutions approved at the end of Schematic Design. It includes the detail planning and design of all interior architectural finishes and elements within the space. Also, during this time, recom- mendations for any furniture or equipment, finishes and accessories will be finalized. Phase II: Documentation and Observation A. Interior Design Drawings and Specifications 1. Donna Kirby & Associates will prepare complete interior documentation for all finishes and special items not included in the architect's docu- ments. These documents will permit competitive proposals or nego- tiated fixed price proposals from the general contractor. Generic specifications by the architect will also be finalized. 2. Interior construction documents will be complementary to detailing developed as part of the general architectural package. 3. Donna Kirby & Associates will coordinate our work with the architects and other consultant disciplines as necessary for the timely and efficient completion of the project. <. Mr. Richard Rozansky, City Manager October 2, 1984 Page 3 B. Furniture and Equipment Drawings and Specification Simultaneously with preparation of Construction Documents, we will: 1. Prepare a complete layout for all furnishings, both new and re-used, and any equipment as directed by the client. 2. Prepare detailed specifications for all furnishings and equipment to be purchased. 3. Drawings and specifications will be cross-referenced to assure identification of all items shown. 4. The resulting contract documents can be used for obtaining competitive or negotiated prices for new equipment delivered and installed by in- vited bidders. C. Contract Administration Work during this phase relates to all items designed, selected, or specified by Donna Kirby &. Associates; construction and loose equipment. The work in this phase includes: 1. Distribution of Bidding Documents. 2. Evaluation of all proposals. 3. Recommendations for agreements between the owner and contractors or suppliers. 4. Checking shop drawings and samples. 5. Periodic site visits during construction, fabrication, and installation, to insure conformance with design intent as described in our Construction Documents. D. Project Conclusion/Punch List At the conclusion of construction and after installation of furnishings, Donna Kirby &. Associates will inspect the project with regard to our areas of concern, and prepare a final punch list for the owner and the general contractor. Transmission of this punch list will conclude Donna Kirby &. Associates' responsibilities under the terms of this agreement. Any further coordination for resolution of the punch list items by Donna Kirby and Associates will be considered an additional service. , Mr. Richard Rozansky, City Manager October 2, 1984 Page 4 ill. SCHEDULE We understand the City of Winter Springs wishes to occupy this new facility on/about August, 1985. The architect has informed us that all construction documentation will be needed prior to the end of January, ]985. We foresee no problem in meeting this deadline if design services commence immediately. IV. COMPENSA TION/CONDmONS A. COMPENSATION 1. Based on the sources outlined above, our fee will be $15,200.00. The fee will be billed at the completion of each phase as Qutlined below. Phase I: Schematic Design/Design Development A. Retainer/7% B. Schematic Design/27% C. Contract Administration/24% 3,600.00 (early January)* (end of January)* (end of March, end of May, approximately Aug.)* Note: Contract administration will be billed in three $1200.00 installments with the final installment due with the completion of the building punch list. *If phases are completed ahead of schedule they will be billed as completed. Delay of project will result in a revised schedule. 2. You will be billed for any reimbursable expenses incurred in connection with this project, such as reproduction and printing costs, presentation materials, long-distance telephone calls and clerical expenses. (Clerical time is billed at $16.00 per hour.) Expenses are estimated at $275.00. No additional expenses shall be incurred without the prior approval of the City Manager. 3. Any additional work required beyond the scope of this proposal will be billed at our hourly rate of $50.00 per hour. -' . Mr. Richard Rozansky, City Manager October 2, 1984 Page 5 B. CONDITIONS 1. Material and changes in design, that have been requested by the City of Winter Springs, which occur after the bid package has been completed and approved by the City of Winter Springs, will be billed on an hourly basis. 2. Color boards are the property of Donna Kirby & Associates and must be returned at the end of the project. 3. Custom millwork details have not been included in this proposal as they are already included in the architectural documents. 4. The City of Winter Springs and Donna Kirby and Associates reserves the right to cancel this contract upon written notice of same with no obligation/penalty other than for those services rendered to date.
