PARKS AND RECREATION DEPARTMENT
SPECIFICATIONS FOR LIMEROCK AND ASPHALT BASE CONSTRUCTION OF
BASKETBALL COURTS.
SUBGRADE:The contractor shall strip the earth to 3" and fill to + or -1" of final subgrade
which should slope 1" in 10'. The subgrade shall be compacted to 95% of maximum
density by the lines so as to assure a uniform thickness of the base course required under
paved areas. Fill to achieve final base course to original ground level must be approved in
advance by Owner.
SLOPE REQUIREMENTS: All excavating, filling, compacting and leveling work required
hereunder shall be performed so that the finished grade slopes 1" in 10' on a true plane.
BASE CONSTRUCTION: 5" limerock base shall be constructed on the prepared
subgrade. The base material-shall be compacted to 95% of the maximum density by rolling
with a powered steel or rubber wheel roller weighing not less than 2 nor more than 8 tons,
or by other equipment producing equivalent density. Surface of the base course shall not
vary from the specified grade more than 1/4" in 10' when measured in any direction.
Limerock shall be sterilized prior to paving.
ASPHALT: Hot mix leveling course shall consist of 1" compacted thickness of type III
asphaltic concrete. The mix as thus spread shall be thoroughly compacted by rolling with a
powered steel wheel roller weighing not less than 2 nor more than 6 tons. The finished
surface of the leveling course shalt not vary from the specified grade more than 1/4" in 10'
when measured in any direction. Asphalt shall be sawed as necessary to produce straight
lines on all sides.
SURFACE PREPARATION: The surface to be coated shall be sound, smooth and free
from loose dirt or oily materials, the entire surface shall be checked for minor depressions
or irregularities. If it is determined that minor corrections are necessary, the following
mixtures shall be used: Resurfacer shall be mixed with sand and water according to
manufacturer's specifications to make a patching mix. After patching is completed, the
patched area shall not vary more that 1/16" in 10' when measured in any direction. Bidder
to provide City with full description of resurfacer and acrylic color system as comparable
to Pleai-Pave system. Submit specifications, guarantees and color descriptions of alternate
surface color treatments as equivalent to Plexi-Pave.
FINISH COURSE ACRYLIC SYSTEM: In order to provide a smooth dense underlayment
for the sand-filled finish course, one application of resurfacer shall be applied to the
underlying surface. No application shall be covered by a succeeding application until
thoroughly cured.
FINISH COATINGS: Shall be diluted with filler according to manufacturer's
specifications to obtain proper application consistency. The diluted material shall be
homogenous and shall not segregate before or during the application. Dilution rate should
not exceed 1 part acrylic to one part filler. Material shall be applied with arubber-edged
squeegee. A minimum of 2 coats is necessary. The total quantity of material for each 1000
square feet shall be a minimum of 15 gallons of undiluted material.
PLAYING LINES: After completion of the surfacing, 2" wide playing lines shall be
delineated by tape and hand painted. Lines shall be accurately located and marked in
accordance with the plans and specifications. The painting shall be done in a workmanlike
manner in accordance with standard specifications for application of compatible Line
Paint. Color of lines to be selected by Owner.
COLOR: Surface color shall be (dark) in general court areas and (light) in 3 point area.
Sample colors must be approved in advance by City.
Note #1- Bidder will specify in bid the length of time from notice to proceed to
guarantee of completion. (Not to be considered in selection process)
Note #2- Bidder will provide a list of previous projects with phone numbers and
names of owner for work done in last two years.
Note #3- Bidder will provide surface sealer manufacturers guarantees and provide
written guarantee for all work for one year after project completion
approval.
CONCRETE: Concrete shall be 3000psi and a minimum of 4" thick. It may be formed or
saw cut to 20' spaces or less according to overall design. Concrete will be evenly broom
finished with screeted edges at all form locations. As final asphalt will be saw cut, concrete
will be placed so as to create a smooth and continuous surface interrupted only by the
concrete edge being screeted properly. Base for concrete will be same material as for sub
base of asphalt and compacted to same specifications.
Note #4- The entire surface shall conform as nearly as possible to the general slope of
the current turf. Finish surface will be 6" above existing turf and be edged
by fill to 3' from edges to four inches high from turf. (Leaving 1" for sod to
be provided by owner)
LIGHTING: A Musco Lighting System will be installed by separate contract and will be
done so only after goals and courts are complete so as to not affect courts construction in
but one way. It is probable the lighting contractor will need to install four (4) pole bases
during court construction. Cooperation between contractors will be required. Exact pole
locations may vary slightly from plan included.
GOALS: Five goals are required. All are to be Wausau Tile 6'6" overhang concrete
standards with either fan shaped or rectangular shaped backboards.
CITY W ..PRONTO . GOA .S~OARDS AND STANDARD4 to the Contractor for
installation.
Note #5- Due to presence of sub standard soils in some areas, the CONTRACTOR
will:
1. Add 3 each 3"w a 10'1 schedule 40 hot-dipped galvanized steel pipes to each goal
standard pad according to field instructions by City Engineer. These posts may be
driven or water jetted into the earth prior to construction of the standard bases.
r ~
2. Where the pipes enter the bare concrete, a cone of 1" diameter to 1" deep will be
added to the base specifications.
3. Contractor will use steel mesh to be specified by owner and contractor agreement as
a field drawing for this unusual solution. Contractor may specify mesh size
proposal in bid proposal.
Note #6- Three goals will be regularly installed using rectangular boards at normal
10' height of rim/goat. Two goals will be installed at 9' height using fan
shaped boards. Installation of standard base for 9' goal height standards is
the same only 1' deeper in earth than normal.
Note #7- The boards shown are aluminum. The boards the City will provide will be
pleaiglass. No changes in installation should be required as to this
arrangement. If unknowns arise, City and Contractor will negotiate change
orders to compensate. (while concrete standards are "sole source",
backboards are not, therefore exact attachment detail could change)
