CONTRACT AUTHORIZATION FOR UPDATE OF
CITY OF WINTER SPRINGS
LAND USE MAPS
September 23, 1999

Using the City's existing CADD base map files, and a copy of the Future Land Use - 2010, dated September 1999, marked
up at a meeting with Mr. Tom Grimms, Mr. Don LeBlanc, and Mr. Kip Lockcuff, Engineering & Land Systems Inc. (ELS)
will update the City's Future Land Use Map and produce revised files and a map containing the requested changes outlined
below.
RESPONSIBILITIES OF ELS
ELS will modify the City's Future Land Use Map to reflect the following changes requested:
1. Highlands Elementary School, change from Moderate Density Residential to Public Buildings & Conservation.
2. The Parcels West of the Florida Power Easement between Florida Ave. and Shepard Rd., change from
Commercial to Industrial.
3. Police Station Parcel, change from Moderate Density Residential to Public Buildings.
4. The Parcel at the SE corner of S.R. 419 and N. Moss Rd., Change from Commercial to Moderate Density
Residential.
5. The Parcels at Belle Ave. and S.R. 434, change from Mixed Use to Industrial.
6. The Seminole County School Board Parcel at S. R. 419, change from Industrial to Public Buildings.
7. S.R. 434; Parcel West of Stone Gable Cir., and Parcel West of Winding Hollow Blvd., change from Mixed Use
to Commercial.
8. S. R. 434; Parce14.0 Sec. 36-20-30, change from Lower Density Residential to Commercial.
9. Parcel 14.0 East of Central Winds Park, change from Mixed Use to Recreation.
10.0 Parcel NW of City Hall, change from Mixed Use to Commercial.
11.0 Parcel at the NW corner of S.R. 434 and Tuscawilla Rd., change from Mixed Use to Commercial.
12.0 "The Reserve", change from Urban Density Residential to Lower Density Residential.
13.0 "Creeks Run", change from Urban Density Residential to Moderate Density Residential.
14.0 "Arrowhead Unit 2", change from Urban Density Residential to Lower Density Residential.
15.0 "Arrowhead Unit 1 ", change from Recreation to Lower Density Residential.
16.0 "Grand Reserve", change from Lower Density Residential to Rustic Residential.
17.0 Parcel adjacent to Effluent Disposal Sites, change from Rustic Residential. to Public Buildings.
18.0 Four Parcels on the South side of Arnold Ln., West of Sunrise Ave., change from Rustic Residential to Lower
Density Residential.
DELIVERABLES
ELS will produce the following deliverables as part of this Mapping Project
a. Three 36" x 48" Color Future Land Use Maps on paper, scaled to fit. (for display)
b. One 11" x 17" Color Future Land Use Map on paper, scaled to fit. (for reproduction)
c. One Adobe PDF file of the Color Future Land Use map. (to display and print on the City's computers)

PROFESSIONAL FEE
The fees for the Future Land Use revisions have been determined and are summarized below
1. Revise the City's Color (Parcel Level) Future Land Use map to include the changes requested. $ 120.00
2. Plot revised maps 150.00
TOTAL PROJECT FEE $ 270.00
The City will be invoiced for Services at the time of delivery of the Maps and CADD files.
SCHEDULE:
The fmal maps will be delivered within 10 working days after a Purchase Order and a Notice to Proceed has been received
from the City.
