LETTER OF AGREEMENT
This letter of agreement between the City of Winter Springs and the Florida Institute of Government at the
University of Central Florida (IOG) confirms that the IOG will provide a "Strategic Planning" process for the
city that will include athree-hour community visioning process and asix-hour strategic planning workshop
with the city commission and senior staff (see attached proposal). These sessions will be held on mutually
acceptable dates in January/February, 2009.
The IOG will provide the following:
a) Facilitator
b) Materials
c) Workshop report within three weeks of the final session
The fee for the workshop is $1,700. The Institute of Government will bill the City of Winter Springs upon
completion of the program. Payment will be remitted to:

Please direct any questions regarding this agreement to Marilyn Crotty at the Institute.
If these arrangements are satisfactory, please countersign this agreement as indicated below and return both of
the originals as soon as possible. I will return an original to you as soon as it is signed by the University
purchasing director.

PROPOSAL
CITY OF WINTER SPRINGS
COMMUNITY VISIONING & GOAL SETTING
The Florida Institute of Government at the University of Central Florida will conduct a
strategic planning program for the City of Winter Springs. The program will include a
half-day community visioning forum and aone-day goal setting workshop. The
visioning session will allow for citizen input prior to the City Commission goal-setting
workshop where key issues affecting the city will be identified; goals and objectives to
address these issues will be determined; and priorities for implementation will be
established.

COMMUNITY VISIONING FORUM
(3 hour workshop held in the evening or on a Saturday)
6:00 p.m. - 9:00 p.m. Welcome and introductions

9:00 a.m. - 12:00 noon Development of a vision for the future

The proposed agendas can be adjusted to meet the time frame the city would like to use.
The city will be responsible for providing an appropriate facility and any food service
desired for both sessions. The workshops will be scheduled on mutually agreed upon
dates with a minimum of two weeks between the visioning forum and the goal setting
workshop.

As facilitator, Marilyn Crotty will be responsible for leading the group through this
planning process. She will make sure that the time frame is adhered to and that all
participants have appropriate input during the workshops. A preliminary report from the
visioning workshop will be delivered prior to the goal setting workshop. Within three
weeks after that session, Ms. Crotty will prepare and deliver a final report on the findings
of both workshops.
The fee for this program is $1,700. This includes the facilitator, all materials, travel, and
a final report. The Institute of Government will invoice the City at the conclusion of the
project.
