Subiect: Scooe oC Work in Develooment oC a Safety Plan Cor City oC Winter Sorines
This scope oCwork is concerned with the modification, revision and development of an
existing Safety Plan specificany for The City of Winter Springs. This plan will envision
definition and implementation of the latest regulatory policies and technology to assure
maximum personnel safety in the work place as well as the community. MDM Technologies
understands the importance of safety enhancements and the necessity of raising the level of
awareness to assure minimum risks. Safety Plans are only as good as the results they produce;
the personnel they train & the awareness Jevel maintained among those who use & trust the plan.
Note: The number shown in ( ) at the end of each of the numbered paragraphs is an estimate
of hours required to development.and implement these changes.
In the develooment of this Plan. MDM Technolo2ies will:
1. Study and analyze the latest regulatory policies that are generic to any weD defined
Safety Plan and the degree of implementation of the existing plan in its attempt to meet the
needs of City. (10)
2. Assess the specific needs of the City of Winter Springs as pertaining to implementation
Of safety requirements and the degree ofimplementation of the present policies. (20)
3. Review plans and procedures to assure that safety precedence has not been sacraficed
for operational expediency. (12)
4. Personnel interviews will be conducted with discussions centering on such items as
Improvements in safety operations for each specific department; Suggestions will be noted
and reviewed for any value added to overall operations. (25)
5. Review of JllI records pertaining to safety: Such.as: Accident Reports, Training
Operations; Frequency of accidents and or operations will be assessed and those policies
that direct correction and implementation. (24)
6. Review an actual operation (or job performance) with the field crew to observe the
safety practices and or Jack of in theJield. (6)

7. Research similar safety plans of other cities for policies and operations that were
successful in establi$hing and assuring the development of good practical and worl<able
safety principles. H applicable, implement these proven and workable descriptions and
responsibilities into The Winter Springs Plan. (21)
8. Meetings with The Safety Committee will be held for discussions on the implementation
Of special needs peculiar to specific departments. (3)

9. New technology will be investigated and analyzed to determine possible applications that
will enhance operations and assure the city's personnel are provided the latest and best
equipment to meet all safety requirements. Returns on Investment will be considered in the
application of these technologies. Also, equipment purchases verses consultant services will
be considered to assure that the most economical means are employed. Some of those
technologies will include but not be limited to: (24)
· Vibration Trend Analysis (for monitoring pumps~ motors and rotating machinery)
· Infrared image scanning (for electrical equipment to prevent hot spots and fires)
· Wear Particle Analysis (oil analysis for rotating equipment)
· Laser Alignment (for alignment of motors and pumps and systems)
· Ultrasound (for detecting leaks in pressurized systems and detecting corona
development in electrical equipment)
10. Assess the level of each department in safety training and proficiency. Then determine the
Extent of any changes required. (29)
11. Attend at least two or more of the scheduled meetings and events now scheduled October
13, and November 10,1999. Review the contents and actions relating to safety and
determine if applications need implementation into the safety plan. (4)
12. Preliminary review and first submission of the Safety Plan with the City Manager. Review
And submission to concerned departments for comments (7)
13. Discussion, review and Inclusion of remarks to the final plan. (5)
14. Completion of document for submission. ( 6 )
15. Final submission to City Manager and distribution for signatures. (2)
16. Manual printing and distribution. ( 2 )
