Dear Mayor Torcaso:
Enclosed you will find a copy of the 1985 Proclamation which
Governor Graham has issued in honor of the Water and Waste-
water Operators in the State of Florida. As you can see, it
designates the week of August 25th thru 31st, 1985 as "Water
and Pollution Control Operators Week."
Many of the Operators in the State of Florida are members of
the Florida Water and Pollution Control Operators Association.
The Association is divided into twelve regions throughout the
State. The counties of Orange, Osceola and Seminole comprise
what is known as "Region Eleven." There are approximately
2600-2700 members throughout the State; Region Eleven ranks
5th with close to 300 members. Many of these members work
and live in the tri-county area.
The week of August 25th, was picked primarily as this is the
week this year when the operators of the State gather in Gaines-
ville at the TREEO Center, (Training, Research, Education and
Environmental Occupations)for their Annual Short School at the
University.
Over the past three years we have invited the municipalities
which comprise the tri-county area to participate and honor
these operators who do much to maintain the high environmental
standards for which the State of Florida is known. Many muni-
cipalities have joined in with Governor Graham in paying tribute
to this field of endeavor which so often is taken for granted
by us all. This year we invite you once again to also issue a
Proclamation such as that issued by the Governor. The Operators
Association is proud of its name, its occupations and above all
its members.
If you wish to participate, please forward your Proclamation to
me, Joan E. Stokes, 3307 Sutton Drive, Orlando, FL 32810. I
would appreciate receiving your proclamation by Thursday, or
Friday, August 22nd~or 23rd, so that I can include your cities
name in my report to the State Officers at our State meeting in
Gainesville on Sunday, August the 25th, 1985.

I have enclosed a business card for your convenience, should
you desire to have your proclamtion picked up instead of mail-
ing it. I will be glad to arrange to have this done if you
will call me at one of the numbers listed.
We are endeavoring to have some of our operators on TV shows in
the local areas during Operators week. Items have also been
forwarded to the local newspapers in hopes that they will print
a tribute to the operators of Florida.
We express our sincere thanks and appreciation to each munici-
pality for their cooperation in recognizing and honoring the
"Operators of their Cities and the State of Florida."

ORGANIZED IN 1941
For over 40 years, the Florida Water & Pollution Control Operators Association has
grown from a very few to 2,886 members.
These men and women, dedicated - knowledgeable - highly trained personnel - work
Saturdays, Sundays and Holidays to protect our natural resource - your heritage and
your future water supply - often paid less than your garbage collector - in a vocation
mostly misunderstood by the citizens they protect. They thirst for ongoing education
to keep our water uncontaminated, salt-free, and safe.
It takes many hours of schooling, "on-hands" training, and much study to enable
a student to pass the State Certification Examination.
Each year the State Board of Directors of the Florida ',later & Pollution Control
Operators, Association sponsor a seminar at the Gainesville TREEO Center for advanced
training, as well as the "trainees", to facilitate the taking and passing of the State
Exam for the Water or Waste Water Plant in which they are employed.
Each plant is governed by its size as to the qualifications needed to man it. A
State Certified Operator is a must to be "lead" operator and supervise the trainee.
The Department of Environmental Regulations receives a report each month from
every Water & Waste Water Plant with,~b results, quantity of flow, and etc.
The FW & mOA works with DEn and. the State Legislature to enact Florida Statutes
17-16 17-19 17-22 for the safety and health of all citizens of Florida.
Governor Robert Graham has proclaimed August 25 to August 31st as "Florida t.iater
and Pollution Control Operators Association Week". It is a tribute to the many men
and women who have your health and welfare in mind - every working hour, day, and night.
These State Certified Water Plant Operators and State Certified Haste ~later Plant
Operators are pledged to keep WATBR, our natural resource, potable - salt free - and
uncontaminated.

WHEREAS, the health and welfare of our citizens are of
vital state and national concern; and
WHEREAS, the Florida Water and Pollution Control Operators
Association is a statewide organization dedicated to maintaining
water quality in Florida: and
WHEREAS, these trained, dedicated and knowledgeable
operating personnel maintain water and wastewater plants through-
out the State of Florida; and
WHEREAS, the Operators Association conducts operating
training throughout the State at the twelve regional levels and
acts as liaison between the Department of Environmental
Regulation and operators in the field; and
WHEREAS, the Association reviews and assists in super-
vising State certification examinations and coordinates the
statewide plant operations awards program with DER;
NOW, THEREFORE, I, Bob Graham, by virtue of the authority
vested in me as Governor of the State of Florida, do hereby pro-
claim the week of August 25 - 31, 1985 as
WATER AND POLLUTION CONTROL OPERATORS WEEK
in Florida and urge all citizens to join in saluting the contri-
butions of these persons to the improved water and sanitation
conditions of our State.
