"NATIONAL BLOOIl DONOR MONTH"
WHEREAS, every few seconds, an American needs a blood transfusion,
and in our Central Florida area there is a need for more than 50,000 units
of blood a year for the protection of our patients, and
WHEREAS, only a small percentage of those eligible to give actually
donate, and
WHEREAS, the need for blood increases at the rate of approximately
15% per year to meet the health needs of our nation, and
WHEREAS, there is a great need for more voluntary blood donors to
provide blood for our citizens, and
WHEREAS the President of the United States has declared January to be
National Volunteer Blood Donor Month,
NOW, THEREFORE, I, TROY J. PILAND, MAYOR OF THE CITY OF WINTER
SPRINGS, FLORIDA, DO:
1. Hereby proclaim the month of January as National Volunteer
Blood Donor Month for the City of Winter Springs, Florida
and urge all citizens to pay tribute to those among us who
donate for others in need.
II. Urge citizens of all ages in good health to donate during
January as we pay tribute to blood donors.
III.Urge all civic and service organizations, if they have not
already done so, to form blood donor groups to provide
blood for others and to establish predeposit blood credits for
members of their organizations.

National Volunteer Blood Donor Month
January 1981
Our nation's blood donors make possible a unique
form of medical care. The millions of Americans
who donate this life-giving natural resource
demonstrate unparalleled compassion for the sick
and injured. And they respond to a continuous
and vital need for an adequate supply of blood
in every community throughout the country.
During this month, we traditionally honor those
individuals whose gift of blood makes it possible
for others to live. We also recognize on this
occasion the urgent and ongoing need for blood,
and we invite the generous participation of other
eligible donors throughout our country.
Their response will bring them the untold satis-
faction that derives from all such unselfish
public service. I encourage every qualified
American to join in this wonderful expression
of concern for the well-being of all our society.

Dear Mayor Piland:
The month of January is upon us once again, and as you
may recall. it has a special meaning for those of us in
blood banking.
For the past eleven years, the President of the United
States has proclaimed January as "National Blood Donor
Month." The Central Florida Blood Bank is again requesting
your assistance in pUblicizing this event. A proclamation
signed by you will bring more attention to our cause.
In 1974, the Federal Government made a commitment to an all
volunteer blood supply system in this country. However,
even today less that five percent of the American public
can be counted among volunteer blood donors.
The Central Florida Blood Bank serves two dozen hospitals
in six central Florida counties which include: Orange,
Osceola, Lake, Seminole, Brevard and St. Lucie. All of our
blood donors are volunteers, and in the central Florida area
there is a need for more than 50,000 units of blood a year
for the protection of our patients. Every year the demand
for this most precious resource increases. Only through
education and publicity are we able to inform the public of
our continuing needs.
We have drafted a sample proclamation which is attached to
this letter. May we count on you to proclaim Volunteer
Blood Donor Month in your community. The Central Florida
Blood Bank is grateful to you for your continuing support of
our community blood program.
