HomeMy WebLinkAboutSolid Waste Collection Rules and Regulations -2006 01 01 City of Winter Springs www.winterspringsfl.org WEST SIDE SOLID WASTE COLLECTION RULES AND REGULATIONS Florida Recycling Services will provide you Solid Waste Collection service according to the following conditions: 1. Garbage - Curbside Service, Two Times Per Week on Monday and Thursday A. Each container must be a curbside by 7:00 a.m. on your schedule collection day and be within three feet of the curb. B. Each container not to exceed 50 pounds in weight: including containers when full. C. Standard containers consist of either cans with tight fitting lids or sealed plastic bags. Containers must not exceed 32 gallons and be in safe and sanitary condition. We are not liable for items stored on, in, or near garbage. D. If an item is not acceptable as GARBAGE we will place it back in your container so as to help educate everyone what is yard waste. You can no longer combine yard trash waste with your garbage. 2. Yard Trash - Curbside Service. One Time Per Week on Wednesday. Yard trash waste generated by the specific residential premise. A. Only containers, bags, or bundles with YARD TRASH WASTE will be collected on your yard trash waste pickup day. B. Each container, bag, or bundle must be at curbside by 7: a.m. on your scheduled YARD TRASH WASTE collection day. Containers not to exceed 50 pounds in weight and 32 gallons in size. Bundles (tied) and not to exceed 4 feet in length. C. If an item it not acceptable as YARD TRASH. we will place it back in your container so as to help educate everyone about what is garbage. 3. Recvclin9 - Curbside Service on Monday or Thursday. A. All Recycling will be collected curbside and shall be in the approved recycling bin and shall be placed within 3 feet of the curb, paved surface of roadway by 7:00 a.m. for collection. B. RECYCLABLE ITEMS - We will collect ALL Glass-bottles and jars. All Aluminum cans, All Metal and Tin Can. Plastic soda bottles. Plastic Milk and Water Jugs and Newspapers. We recommend all containers to be washed and rinsed for sanitary reasons. Place all these materials in your recycling bin. If you have more recycling materials than the bin will hold, then put your newsDapers in a DaDer bag and place the bag on top of the recycling bin. If you do not have enough recycling materials to fill the bin, you may hold them until the next week' collection day. C. If an item is not acceptable as recyclable material, we will place it back in your bin so as to help educate everyone about the recycling program. 4. SDecial Service - Shall mean bulk materials or other special trash not subject to containerization and cannot be picked up as part of normal pickup. Trash such as tree limbs over four (4) inches in diameter, and an unusually large amount of refuse will be picked up as Special Service of the hauler and billed separately to the customer on the basis of labor and transportation cost and dumping charges. The customer must call the hauler's office and request this Special Service. 5. White Goods and Furniture - Generated from residential customers shall be collected on Wednesdays after notification by customer. White goods and furniture must be placed at the usual accessible pickup location for residential collection service. No additional charge shall be made for the collection of white goods and furniture. 6. Hazardous Waste Material - Hauler shall not be responsible for the collection of hazardous waste. List of hazardous material is as follows: . Gasoline . Paints . Motor oil . Tires For information as to how to dispose of these materials, call 407-665-2260. Pesticides Solvents Batteries 7. Holidays Observed - New Years Day, Thanksgiving, and Christmas Day. If the holidays fall on your pickup day, we will collect on your NEXT REGULAR SCHEDULED PICKUP DAY. 8. Routing - Often only ONE SIDE OF A STREET will be picked up at a time. This means that when you see our truck on the opposite side of the street, do not assume you have been missed; you will be picked up later on in the day. 9. Complaints - Complaints may be made in writing or telephone 407-831-1539 to this office and when given must include complainant's name, address and telephone number. PICKUP DA YS A. The Utilities Department hopes the information provided here is helpful. Office Hours and Location Our Customer Service and Billing Office is located in City Hall at 1126 East State Road 434. Our office hours are Monday through Friday, 8:00 AM until 5:00 PM. Field Service hours are Monday through Friday from 8:00 AM until 4:30 PM. After hours emergency call number is 407-327-2669. Initiation and Termination of Service The City requires deposits for residential accounts. Deposits are held for 24 months or until service is terminated. After 24 months with no delinquencies, deposits will be refunded. Service initiation or termination requires 24 hours notification. Same day service is our goal but is not guaranteed. Appointments or scheduled times for service are not made. On the requested date of service initiation, it is strongly advised that someone be present at the service address. All water lines, taps, faucets or other plumbing fixtures must be off or disconnected. The City is not liable for any water damae:e or expenses caused bv open water lines. taps. faucets. or defective pipes or other plumbine: fixtures. Rates and Fees All residential water and sewer customers are charged a monthly Minimum Service Charge based on the water meter size. This is in addition to any usage charges. A rate sheet is attached for your convenience. Bills and Payment City Ordinance #702 governs billing, collection and termination of service for nonpayment of utility bills. Your Utility Bill is due upon receipt. Payments can be made at the Customer Service window located at City Hall during business hours. After-hours drop boxes are located on the West side of the City Hall parking lot, Walgreens on State Road 434, and the 7-11 Convenience Store at North Lane and Winter Springs Boulevard. If your account is current and has no balance due from a prior bill, your account is considered late after 20 days from the date the bill is mailed. A late fee of $5.00 or 5% per month, whichever is greater, will be assessed on any amount past due. If your bill indicates a previous balance due, your account is considered late 10 days from the date the bill is mailed. Payments should be made at City Hall. If your payment is not posted by 5:00 P.M. on the final day, your service is subject to disconnection without further notice on the following business day. Full payment of the previous and current amount due and associated fees is required to restore service. The City reserves the right to demand certified funds. Customers have the right to appeal their current monthly bill by making written application to Customer Service requesting a review within ten (10) days after the date of rendering the bill by the City. Billing, payment, delinquency Users of the water and/or wastewater system, or garbage collection shall be billed monthly and payment shall be due when rendered. If payment is not received by the city in full within twenty (20) days from the date of mailing, the unpaid amount is to be considered to be in arrears and shall be considered delinquent and a delinquent notice will be issued. If there is an arrearage amount due when the delinquent bill is printed, a late fee will be assessed at the rate of five (5) percent per month on the arrearage amount or five dollars ($5.00), whichever amount is greater. The customer shall be notified of the delinquent amount along with the late fee charges by reference in the mailing of a delinquent notice as considered necessary by the city manager or his designee. If the entire bill if not paid in full within ten (10) days from the date of mailing of the delinquent notice, service shall be discontinued. A fee of thirty dollars ($30.00) shall be assessed to reinstate service, and a fee of thirty-five dollars ($35.00) shall be assessed for reinstallment of a meter if removed for nonpayment or unable to lock-off. A fee of twenty dollars ($20.00) or five (5) percent of the face amount of the check, whichever is greater, shall be assessed for each check returned for insufficient funds or closed account. Any customer who has two (2) returned checks within a six-month period will be required to make payment in cash or money order.
