The purpose of our services was to identify recognized environmental conditions related to the Site. The City of Winter Springs (City) authorized our services on August 20, 2003, and work was performed in accordance with E Sciences written Proposal 1-329- P dated July 29, 2003. This report presents project information, which includes assessment procedures and limitations, along with our findings, conclusions and recommendations. This report is intended for the use of the City only. E Sciences' services have been performed under mutually agreed-upon terms and conditions. Wincey Property, 900 S.R. 434 Phase I Environmental Site Assessment E Sciences Project No. 1-329-01-601 September 3, 2003 EXECUTIVE SUMMARY Wincey Property State Road 434 and Tuscawilla Road Winter Springs, Florida The City of Winter Springs (City) has engaged E Sciences, Incorporated (E Sciences) to perform a Phase I Environmental Site Assessment (ESA) of undeveloped pasture land located at 900 S. R. 434 in Seminole County, Florida. The Site consists of approximately 8.8 acres of mowed pasture land that is located within Section 26, Township 20 South, and Range 30 East, which is part ofthe 1980, Casselberry quadrangle map, Seminole County, Florida as illustrated on Figure 1. E Sciences understands this assessment was required prior to a proposed real estate transaction involving the purchase of the subject property. The purpose of the Phase I ESA was to identify possible sources of environmental contamination that constitute recognized environmental conditions by reviewing regulatory information and historical data, and by visual observations of the Site and surrounding area. Based upon the information made available to E Sciences or obtained during the assessment of the subject property, our fmdings are summarized below. . Review of historical information did not indicate possible recognized environmental conditions related to the subject property from former activities on the subject property or activities on the adjoining properties. . E Sciences' site reconnaissance did not identify current on-site conditions that would indicate obvious recognized environmental conditions related to the subject property. . Review of regulatory information did not indicate possible recognized environmental conditions related to the subject property or adjoining properties. E Sciences has performed this Phase I ESA in conformance with the scope and limitations of ASTM Practice E 1527-00 of the Site. Any exceptions to, or deletions from, this practice are described in Section 7.0 ofthis report. Based upon the information obtained to date, this assessment has not revealed evidence of possible environmental impacts. Wincey Property, 900 S.R. 434 Phase I Environmental Site Assessment E Sciences Project No. 1-329-01-601 September 3, 2003 1.0 INTRODUCTION E Sciences was engaged by the City to provide environmental consulting services at the subject property. E Sciences has completed a Phase I ESA for an undeveloped parcel at 900 S. R. 434, which is just west of the Central Winds Park in Winter Springs, Florida as illustrated on (Figures 1 and 2). The purpose ofE Sciences' services was to perform a characterization of environmental conditions based on readily available information and site observations, and to identify recognized environmental conditions, if present. This assessment was performed under terms and conditions mutually agreed upon by the City and E Sciences. Mr. Kipton Lockcuff authorized our services on August 20, 2003 and work was performed in accordance with E Sciences Proposal No. 1-329-P, dated July 29,2003. The Site consists of approximately +/- 8.8 acres of undeveloped and mowed pasture land with the exception of trailer and a circular gazebo that is positioned on the south shore of Lake Jessup. The property slopes from the south to north and is located within Section 26, Township 20 South, and Range 30 East, which is part of the 1980, Casselberry USGS quadrangle map, Seminole County, Florida as illustrated on Figure 1. With the exception of the small trailer, gazebo, and maintenance sheds the Site is currently and has been undeveloped since 1940. Review of aerial photographs suggests that the following changes have occurred in the immediate area of the Site: ~ Single family homes were constructed west of the Site off Wagner Street and the Parkstone development which is approximately 1000 feet further west of the Site, is currently being constructed and is about 80 percent complete; ~ Central Winds Park was constructed to the east of the Site and construction continues just east of the Site for expansion of the park. The Winter Springs High School was.constructed further east of the park. ~ A new development is currently being constructed on the south side of S. R. 434. ~ State Road 434 has been realigned and widened. The Phase I ESA was performed using procedures generally conforming to and as specified in the American Society for Testing and Materials (ASTM) Standard Practice for Environmental Site Assessments (Phase I Environmental Site Assessment Process, Designation E 1527-00). The services provided for the assessment are as follows: . A qualitative hydrogeologic evaluation of the Site and vicinity was performed using both published topographic and geologic maps and area observations to characterize the area drainage. . Selected available documents, maps, and historical aerial photographs were reviewed and interviews with available site contacts or local personnel were performed to evaluate past and present land uses. . Selected environmental lists published by state and federal agencies were reviewed to determine if the subject property or nearby properties are listed as having a present or past environmental concern, are under investigation, or are regulated by state or federal environmental regulatory agencies. . E Sciences completed a site reconnaissance for obvious indications of present or past activities that have or could have impacted the subject property soils and/or ground water. . E Sciences performed an on-site limited polycWorinated biphenyl (PCB) survey. The limited PCB survey consisted of a visual reconnaissance for fluid-containing major electrical devices (transformers, capacitor banks, etc.). The PCB status of these devices was determined by the presence or absence of labeling. The general condition of these devices was noted, especially evidence of leakage. The limited PCB survey did not include sampling or testing of dielectric fluids. . A neighboring site reconnaissance was completed, which included observation of immediately adjoining property uses and significant property uses within approximately one- half mile of the Site. . Wincey Property, 900 S.R. 434 Phase I Environmental Site Assessment E Sciences Project No. 1-329-01-601 September 3, 2003 2.0 GEOLOGYIHYDROLOGY A consideration of surface and subsurface drainage and geology are of interest since they provide an indication of the direction that contamination, if present, could be transported on the subject property or on surrounding properties. It was not the purpose of this study to evaluate the geotechnical conditions of the subject property or to assess engineering and/or geological concerns such as foundation conditions, faulting, or subsidence. E Sciences reviewed the following information with regard to the development of the presumed local and regional geology and hydrogeology of the subject property and surrounding area: . Groundwater Resources of Seminole County, Florida, by Barraclough, Jack T. Florida Bureau of Geology. Report of Investigations No. 27, dated 1962 2.1 GEOLOGIC SETTING Seminole County lies within the Atlantic Coastal Plain division (Barraclough). Broad, nearly level marine terraces, relict shorelines, and karst ridges are characteristic of the area. The surface deposits within the upland area in the western portion of the County are Pleistocene age, while the deposits within the low-lying areas are recent in age. These deposits consist primarily of sands, silts, clays, and shell banks. They vary in thickness throughout the region, but average approximately 70 to 80 feet in this area (Barraclough). The upper portion of the underlying bedrock is comprised mainly of carbonates. The deepest formation in this section is the Lake City Limestone, a hard, generally porous, limestone and dolomite that range from 500 to 700 feet thick. Wincey Property, 900 S.R. 434 Phase I Environmental Site Assessment E Sciences Project No. 1-329-01-601 September 3, 2003 Avon Park is very similar to the Lake City, with abundant shell fragments. The top of the Avon Park dips slightly from west to the east across Seminole County and is approximately 250 to 280 feet thick. The Ocala Group overlies the Avon Park. It is comprised of three formations called, in ascending order, the Crystal River, Williston, and Inglis Formations. The thickness of the Ocala Group in the Seminole County varies from 100 to 125 feet across the area. The Hawthorn Formation unconformably overlies the Ocala Group. This unit is composed of interbedded clays, silts, sand, shell, and limestone, with the percentage of limestone increases significantly in the lower portions of the unit. The Hawthorn is approximately 80 to 100 feet thick in this area (Barraclough). Because the underlying bedrock has been greatly altered through karstic processes, surface sinkholes are common. Regional surface water drainage patterns are generally to the east into the St. Johns River. The Soil Survey for Seminole County lists the predominant soil type on the Site as Eau Gallie and Immokalee Fine Sands. The Bau Gallie soils, consists of nearly level to slightly sloping, poorly drained soils over loamy subsoil. These soils are in broad, nearly level areas of flatwoods. Slopes range from 0 to 2 percent, with the water table being less than 10 inches below the land surface for 1 to 4 months per year. During dry periods, it recedes to a depth of more than 40 inches below ground surface. The Immokalee soils consist of nearly level, poorly drained soils. These soils are usually found in low areas between ridges with the water table being less than 10 inches below land surface for 1 to 2 months per year and between 10 inches and 40 inches during dry periods. 2.2 SURFACE DRAINAGE The property slopes from the south to north. Precipitation infiltrates the soil or evaporates, or in the event of heavy rainfall, would runoff to a narrow drainage ditch east of the Site or directly into Lake Jessup which forms the northern boundary of the Site. 2.3 GROUNDWATER The United States Geological Survey (USGS) topographic maps, 7.5-minute series, 1980 Casselberry quadrangle, were reviewed to help assess possible current use of the Site vicinity and to help evaluate 4-2 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . A consideration of topographic conditions is of interest since it provides an indication of the direction that contamination, if present, could be transported. Groundwater typically flows in directions 900 to contour lines identified on the topographic map and under the influence of gravity towards points of discharge such as creeks, swamps, drainage swales, or pumped groundwater wells. The above-referenced topographic map (Figure I) and a boundary survey provided by the City indicates that the elevation of the Site ranges from 25 feet on the south side to 3 feet along the shoreline of Lake Jessup. Based on site topography, it is suspected that groundwater flow would be towards the north, eventually discharging into Lake Jessup. It should be noted, however, that the direction of groundwater flow could be altered locally by changes in surface topography and man-made modifications. If determining actual ground water flow were necessary, then piezometric measurements would be required. Wincey Property, 900 S.R. 434 Phase I Environmental Site Assessment E Sciences Project No. 1-329-01-601 September 3, 2003 3.0 SITE AND SURROUNDING AREA RECONNAISSANCE E Sciences performed a site and vicinity reconnaissance in order to obtain information indicating the likelihood of RECs in connection with the Site. Mr. Stephen T Cook, Senior Geologist with E Sciences, who is experienced in environmental site assessments, conducted the site visit and area reconnaissance on August 28, 2003. The site reconnaissance was performed both on foot and by a driving tour. The area reconnaissance was accomplished by a driving tour within approximately one-quarter mile of the Site. Photographs were taken of the Site and the surrounding property during the site visit, some of which are included in Appendix B. 3.1 CURRENT SITE USE The Wincey Property is a +/- 8.8 -acre parcel located on the southern shoreline of Lake Jessup in Seminole County, Florida. The Site is within Section 26, Township 20 South, and Range 30 East, which is part of the 1980, Casselberry quadrangle map, Seminole County, Florida as illustrated on Figure 1. The property is rectangular in shape, with a width of approximately 250 feet and a length of 1,440 feet. The property is bounded on the south by a former CSX railroad line and Old S. R. 434 and on the north by Lake Jessup. A vacated easement extends from east to west through the center portion of the Site. The property is comprised of undeveloped mowed pastureland. A trailer, gazebo, metal shed and a pole bam structure and some wooden stages were observed on the Site during the site reconnaissance. Lawn maintenance supplies and recreational equipment were present in a small metal maintenance shed located near the residential trailer and in the pole bam. In addition to these materials, small quantities herbicides, pesticides and gas for the equipment were present in the maintenance supply shed. During site reconnaissance activities effort was taken to identify on site conditions that may pose an environmental concern. Wincey Property, 900 S.R. 434 Phase I Environmental Site Assessment E Sciences Project No. 1-329-01-601 September 3, 2003 3.2 CURRENT SURROUNDING LAND USE Nearby property usage could potentially impact the surface and subsurface conditions of a property. Therefore, a review of surrounding land uses is conducted to evaluate potential impacts to the Site. Provided in Table 3-2 is a summary of the land use for four cardinal directions surrounding the site. NORTH The Site is bounded on the north Lake Jessup. A wooden dock extending out onto the lake was present north of the trailer. EAST The Site is bounded on the east by Central Winds Park and recent expansion of the park. Further east is Winter Springs High School. SOUTH The Site is bounded to the south by an inactive railroad formerly maintained by CSX, and further to the south by Old S. R. 434 and realigned S. R. 434. WEST The Site is bounded to the west by frame houses and trailers. Wincey Property, 900 S.R. 434 Phase / Environmental Site Assessment E Sciences Project No. /-329-01-601 September 3, 2003 4.0 mSTORICAL REVIEW E Sciences reviewed the following reasonably ascertainable historical sources to develop a history of the previous uses of the property and the area within approximately one-half mile of the Site, in order to help identify the likelihood of past uses having led to RECs in connection with the Site: . Aerial photographs reviewed from the Seminole County Engineering office for 2002, 1999, 1995, 1993, 1991, 1988, 1986, 1983, 1974, 1972, 1968, 1962, 1957 and 1940. A copy of a high resolution aerial taken in 1999 is provided as Figure 2. . United States Geological Survey (USGS) topographic map, 7.5-minute series, Casselberry quadrangle, 1980. A copy of this map is provided as Figure 1. . Soil Survey of Seminole County, Florida, United States Department of Agriculture Soil Conservation Service, 1990. . Greater Seminole County, Florida Polk City Directories for the years 1999 and 1998. . Sanborn Fire Insurance Maps were not available for this area of Seminole County, Florida, according to Environmental Data Resources (EDR). 4.1 PAST SITE USES Obvious uses of the subject property from the present back to 1940 were assessed using at least one reasonably ascertainable standard historical source, aerial photographs. No other sources were readily available for this area prior to 1940. 4.1.1 Aerial Photographs Aerial photographs from 1940 through 2002 were examined of the Site and the surrounding area. Review of these documents suggests that the Site has remained undeveloped since 1940, with the exception to placement of trailer along the southern shoreline of Lake Jessup, construction of a wooden gazebo and a pole barn structure and erection of a small metal shed and addition of a wooden dock leading out onto Lake Jessup. An inactive railroad bed, Old S. R. 434 and New S. R. 434 and its associated right-of-way, forms the southern boundary of the Site. The Site is bounded to the west by a group of frame houses and trailers and further west by the Parkstone development. A more detailed summary of the aerial photograph review can be found in Table 1. 4.1.2 City Directories Due to the undeveloped nature of the Site, there were no city directory listings identified for the Site. 4.1.3 Historical Sanborn Fire Insurance Maps Sanborn Fire Insurance Maps were not available for the Site. 4.1.4 Interviews Mr. Pat Wincey was contacted to provide information concerning previous activities undertaken on the property. Mr. Wincey indicated that the property was used for weekend retreats and company parties. At one time, cattle were maintained on site for tax purposes. The Site is currently vacant, and as evidenced during the site visit, has been recently mowed. It should be understood that a chain-of-title record was not provided by the owner or the City for E Sciences' review and acquiring a current chain-of-title for the Site was not included in E Sciences' scope of services. 4.1.5 Prior Reports The City provided E Sciences with a Phase I ESA that was prepared for the former Parker property. This site is located immediately east of the Site and was purchased for expanding Central Winds Park. The Phase I was prepared by Environmental Services, Inc. in Merritt Island, Florida, dated November 28, 2001. 4-2 . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . Review of historical information did not indicate possible recognized environmental conditions related to the subject property from former activities on the subject property or activities on the adjoining properties. . E Sciences' site reconnaissance did not identify current on-site conditions that would indicate obvious recognized environmental conditions related to the subject property. . Review of the regulatory databases did not identify recognized environmental conditions that could impact the subject property. E Sciences has performed a Phase I ESA in general conformance with the scope and limitations of ASTM Practice E 1527-00 of an undeveloped +/- 8.8 acre parcel located at 900 State Road 434 in Winter Springs, Seminole County, Florida. Any exceptions to, or deletions from, this practice are described in Section 7.0 of this report. Based upon the information obtained to date, this assessment has not revealed evidence of possible recognized environmental conditions in connection with the subject property. Although this assessment has attempted to identify the potential for environmental impacts to the Site, potential sources of contamination may have escaped detection due to: 4) the limited scope of this assessment, 5) the inaccuracy of public records, 6) the presence of undetected or unreported environmental incidents, 7) inaccessible areas, and/or 8) deliberate concealment of detrimental information. It was not the purpose of this study to determine the actual presence, degree or extent of contamination, if any, at the Site. This could require additional exploratory work, including sampling and laboratory analysis. ASTM E 1527-00 defmes a "recognized environmental condition" as: ''the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water of the property.
