Re: Proposal for Greeneway Commercial District Design Guidelines
Dear Charles:
It is a pleasure to submit this proposal to assist the City of Winter Springs in preparing design
guidelines for the Greeneway Commercial District. The district is generally located in the
northwest quadrant of the intersection of the Greeneway and S.R. 434 and consists of
approximately 250 acres.
It is assumed that the Seminole County Highway Interchange District regulations will be used as a
model to develop the Greeneway Commercial District guidelines. The design guidelines shall
include standards for landscaping, signage, setbacks, allowed density/intensity of land uses,
fencing, building and screening details, parking and access, and other site development standards
as appropriate. The work shall be divided into the following tasks:
1, Prepare Draft Design Guidelines for review by City Staff and Property Owner. One hard
copy will be delivered to the City for reproduction and circulation.
2. Review of Draft Design Guidelines by City Staff and Property Owner. This includes one
meeting with the City Staff and the Property Owner (2 hours budgeted).
3. Prepare Second Draft of Design Guidelines. One hard copy will be delivered to the City
for reproduction and circulation.
4. Review of Second Draft by City Staff and Property Owner. This includes one meeting
with the City Staff and the Property Owner (2 hours budgeted).
5. Revise document as necessary and prepare Final Draft of Design Guidelines to be
transmitted to the Planning and Zoning Commission for review. One hard copy will be
delivered to the City for reproduction and circulation.
6. Attend one Planning and Zoning Commission meeting (2 hours budgeted). Prepare
revisions to the document as requested.
7. Attend one City Commission meeting (2 hours budgeted). Prepare revisions to the
document as requested. One hard copy and the document on disk in either Microsoft
Word or WordPerfect will be delivered to the City.

Tasks 1-7 will be completed for a lump sum fee of $900. Attendance at additional meetings, if
authorized, will be billed at an hourly rate of$95.00 per hour. Other work may be authorized;
however, no work may begin until there is an agreement on compensation and written
authorization to proceed is provided by the City.
