REQUEST: Public Works Department Requesting Approval to enter into a contract with
Juanita Blumberg to purchase 0.036 acres more or less for the Intersection
Improvements for Doran Drive
PURPOSE: The purpose of this Board item is to request authorization to enter into a
contractual agreement with Juanita Blumberg to purchase 0.036 acres for the
Intersection Improvements at Doran Drive for $11,360.00.
CONSIDERA TIONS:
This land purchase is needed for the improvements at the intersection of Doran
Drive and State Road 434 that includes the installation of a right turn lane sidewalk and
traffic signal mast arm. The property has been appraised at $7.25 per foot by Integra
Realty Resources. The bids for road construction portion of the project were received on
October 27,2004 and are being evaluated. The traffic signal is being piggybacked ofthe
Seminole County Contract. Before any of the intersection improvements can begin, the
additional land must be acquired.

FUNDING:
The funding for this project is budgeted in the current fiscal year under the
Transportation Impact Fee Fund capital improvements line code 140-65000-30022.
The amount budgeted for this project is $225,000.00.
RECOMMENDATION:
It is recommended that authorization be given to enter into a
contractual agreement with Juanita Blumberg to purchase 0.036 acres for the
Intersection Improvements for Doran Drive for $11,360.00 payable from
Transportation Impact Fee Fund line code 140-65000-30022.
IMPLEMENTATION SCHEDULE:
The City Attorney will prepare a warranty deed for the purchase will be completed
within 60 days of approval.

Reference: City acquisition of small parcel adjacent to Doran Drive.
Dear Mr. Lockuff:

J understand that the City of Winter Springs wishes to acquire a small parcel
(described in Attachment UA") adjarent to Doran Drive in the Winter Springs Town
Center. The property was appraised by Integra Realty Resources in January 2003 at
$7.25 per square foot. Using that calwlation, the price for the .036 acre parcel would be
$11,360.00.
If the price meets with your approva~ please prepare an Offer to Buy, and send it
to me. Be advised that the James Doran Company currently has a Right of First RefusaL
and will have up to fifteen days to exercise that right.
Copies of the relevant appraisal pages are attached. I will submit a complete
appraisal, if necessary.
