Solid Waste Tast force
Dear Members;
I would like to update you on the progress of all four of the sub- comm it tees.
Another meeting for your committee will be rescheduled as the planning process
continues on.
RfCYClING
^ case study that reviewed curbside recycling, mandatory participation and
franchised districts has been completed. The preliminary conclusions pOint out
that franchised districts appear to be more cost efficient, mandatory co) lection
merits consideration with exemptions on a case-by-case basis, start up costs
will be high w1th the purchase of containers at $5.00 or more each, ami a
county wide anti-scavenging ordinance would be required.
P Hot curbside recycling programs are in discussion for longwood and Oviedo.

Used oil, paint, and lead-acid/batteries are accepted at a special depository at
all three county locations free to the public. After July 1, 1989 tires will no
longer be accepted at the landfill co-mingled with household or commercial
garbage. A specific area is being set aside at the landfill for the collection and
storage of tires until they can be shredded or sold. This will comply with the
new state regulations.
PUBLIC [DU~TlON
To begin the education process in Seminole County, a newsletter will be sent tn
every single-family, and multi-family housing unit. ^ Speat.er"s Bureau is
being prepared. A radio and television campaign is in the planning stages. And
an education program for elementary schools is also under way. All will be
updated as Seminole County moves through Irs recycling program.

INTfRlOCAl AGREfMENT
This interlocol agreement between the county ond the cities hos been written ond
is now being reviewed by each city"s attorney. This agreement must be included
in the Education and Recycling Grant application to the state.
