COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY (CALNO)
REGULAR MEETING
DECEMBER 3, 2003
1. CALL TO ORDER
The Regular Meeting of the Council of Local Governments in Seminole County
(CALNO) of Wednesday, December 3, 2003 was called to order 7:30 p.m. by
Commissioner Gary Brender in the Commission Chambers of the City of Winter Springs
Municipal Building (City Hall, 1126 East State Road 434, Winter Springs, Florida
32708).
After a moment of silence, the Pledge of Allegiance was recited.

2. Minutes For October 15, And November 5, 2003 Meetings.

3. Treasurers Report.
Commissioner Brender reported that Linda Hart from the City of Casselberry called and
would be at the meeting shortly. The Treasurers Report will be tabled until later.

4. Program A: City Of Winter Spring's Town Center - Ronald W.
McLemore, City Manager.
Commissioner Brender introduced Mr. Ron McLemore from the City of Winter Springs.
Mr. McLemore gave a brief update/presentation on the Town Center.
Commissioner Linda C. Hart, City o/Casselberry arrived at 7:40p.m.
Commissioner Brender welcomed Commissioner Hart and asked to return to the
Treasurer's Report on the agenda. Commissioner Brender also welcomed Chris Patton in
the audience from the Seminole Herald.
3. Treasurer's Report
Commissioner Hart proceeded to give her Treasurer's Report indicating that there was no
activity; everybody has paid up; and there is $1,457.03 in the black.
Commissioner Brender thanked Commissioner Hart for her report.

5. Program B. Election Of Officers.
Discussion.
"NOMINATE LINDA BART AS TREASURER AND GARY BRENDER TO BE
CHAIRMAN FOR NEXT YEAR." MOTION BY DONALD PAYTON.
SECONDED. DISCUSSION. WITH THE CONSENSUS OF THE COUNCIL.

5. Program C: Program Planning for the Year 2004.
Commissioner Brender indicated that the discussion will start with the City of Altamonte
Springs for specific ideas for a program next year beginning with the month of January.
January will be in the City of Altamonte Springs, February will be in City of Casselberry,
March is scheduled for City of Lake Mary, and the City of Longwood will hold the April
meeting.
PROGRAM PLANNING FOR THE YEAR 2004.
City of AltIlmonte Springs
Discussion.
Commissioner Wolfram indicated there is a project that involves City of Altamonte
Springs and the City of Casselberry on State Road 436. The City of Altamonte Springs
has been given a grant to determine future usage of State Road 436 involving City of
Casselberry.
Commissioner Brender stated that he would tentatively put the City of Altamonte Springs
down with State Road 436. Commissioner Brender also stated. that he would like to see
the City of Casselberry hold a discussion on the overpass plans as they exist for State
Road 436.
PROGRAM PLANNING FOR THE YEAR 2004.
City of Lake Mary
Commissioner Brender suggested a couple of possibilities such as the expressway and
development issues. Commissioner Brender requested the program for the City of Lake
Mary be left blank, but a possible suggestion would be an expressway update.

City of Longwood
Mayor Anderson indicated that he will get back with the Council on his topic.

City of Oviedo
Councilman Da1lari indicated that he would like to get back with the Council, but a
possible suggestion would be the development code review process.

PROGRAM PLANNING FOR THE YEAR 2004.
City of Sanford
Commissioner Hipes asked to defer to Commissioner Art Woodruff for the meeting in
June. Commissioner Brender suggested having information regarding town home
development and the waterfront from the City of Sanford.
PROGRAM PLANNING FOR THE YEAR 2004.
Seminole Community College (SCC)
Mr. Payton stated that Seminole Community College (SCC) suggested a discussion on the
fine arts program. Seminole Community College (SCC) will be well under way in terms
of the planning for the two campuses and may be able to do a formal presentation on that.
Commissioner Brender requested a discussion on the Police officers from the police
academy of Seminole Community College (SCC) and the Fire Academy. How does the
fire and police academy work and the various acquisitions with cities/counties for the
September meeting. Commissioner Brender also suggested an update on the Emergency
operation centers on the 3m floor of the sheriff's building which is recognized as one of
the best in the State.

Commissioner Brender indicated this should be coordinated with Commissioner Malloy.
PROGRAM PLANNING FOR THE YEAR 2004.
Seminole County School Board
Commissioner Brender indicated that the Seminole County School Board was not present
and their program will be noted as "to be announced".
Commissioner Brender summarized the 2004 schedule:
· City of Altamonte Springs: State Road 436 for January.
· The month of February will be a continuation of that with State Road
436/Highway 17 ~92 in the City of Casselberry and a discussion on the overpass.
· Then move into March with City of Lake Mary.
· There will not be a meeting in July or August.
6. New Business.
Item A: Formal Discussion Of Traffic Enforcement Interlocal Agreement.
Commissioner Brender briefly discussed the Traffic Enforcement Interlocal Agreement.
Commissioner Brender has had several meetings with the County Attorney and Sheriff

Eslinger and asked for this item to be postponed until the January Council Of Local
Governments in Seminole County (CALNO) meeting.
7. Reports From Members.
REPORTS FROM MEMBERS.
City of Winter Springs
· Commissioner McGinnis began her report acknowledging the new school in
Winter Springs which is on the comer of County Road 419 and State Road 434.
· Commissioner McGinnis complimented Ron McLemore on his presentation.
· The City of Winter Springs purchased the Wincey property which is next to the
Central Winds Park and will be a temporary dog park. The City is working on a
permanent site in coordination with the County.
· Commissioner McGinnis asked the members to contact Ron McLemore for a tour
of the Town Center should they be interested.
REPORTS FROM MEMBERS.
City of Altamonte Springs
· Commissioner Wolfram indicated that the Light up the Holiday starts this
Saturday evening at 5:00 p.m. and lights will be switched on at approximately
6:00 p.m.. In the past, there were snow machines to make snow. Last year, there
were 10,000 people in attendance. It will be at Cranes Roost Lake. The
amphitheater in front of the main festivity will have entertainment, such as Santa
Claus. The amphitheater will be reconstructed in January and will be completed
sometime in May. Commissioner Wolfram indicated that he has not seen a
rendering yet.
· There was an update on the Majesty Center in the newspaper and there is some
activity on the site.
REPORTS FROM MEMBERS.
City of CtlSselberry
· Commissioner Hart discussed the ground breaking for the fire station on Seminole
Boulevard. The City of Casselberry is relocating the fire station - connected to the
City Hall and will use it for additional space.
· The City has also placed a bid to purchase a vacant lot that is between City Hall
and the Church for the dog pound.
· The City is going to have a tree lighting ceremony this Friday at the Senior Center
at 6:00 p.m.. There will be coffee, cookies, and entertainment.

· There are some unhappy businesses and residents regarding the overpass. The
Florida Department of Transportation (FDOT) met with the City of Casselberry at
City Hall two (2) weeks ago and gave a presentation to approximately 100
unhappy citizens. The Florida Department of Transportation (FDOT) has
indicated that this overpass was approved by the City Commission.
Construction is expected to be complete by approximately 2007. There will be
another public meeting with Florida Department of Transportation (FDOT).
REPORTS FOR MEMBERS.
City 01 Lake Mary
· On December 11,2003, there will be a Christmas party at the Frank Evans Center
as City Hall is under construction.
· Rinehart Road Trail Improvements are well used and cover a 2.3 mile stretch. The
City of Lake Mary is in the process of installing six (6) rest stations that involve
benches, water fountains, lighting, and low overhanging trees to provide shade.
There is also a building for an exercise course on the southern portion of the trail.
The Trail Blazers Club has been raising funds, as well as, the State and City
money coming in for Rinehart Road. All of these improvements are underway
and some are complete.
· There is a new building that was approved at the last City Commission meeting. It
is the Timacuan Medical Center which will have a 46,000 square foot outpatient
surgery center which will be placed in front of the Timacuan community right
along Rinehart Road. The Center agreed to a $10,000.00 contribution for the trail
to ensure that the trail looks as good as the hospital.
· Tomorrow evening there will be the first presentation and reading for the
"Paulucci PUD (planned Unit Development)". Jeno Paulucci found a buyer to
purchase 150 acres that surrounds the fire station on Rinehart Road. The plan is
for 509 town homes, 40 single family homes, and to the frontage, 150,000-
175,000 square feet of commercial being presented as a PUD (Planned Unit
Development). This is the last piece of land available for large scale residential
housing and will be virtually built out after this. Then it will be 5 and 10 acre
locations available for houses. There is still about 4 million square feet of office
space yet to be filled.
· There is a new fire station and Commissioner Brender is on the team for space
planning. The space plan is to add a 38,000 square foot building housing the fire
station, light safety, and building departments to house the inspectors, engineers,
and light safety personnel all within the confines of a City Hall complex which
will include the main fire station. This will be off Rinehart Road approximately 1
mile north of where the current fire station is.

At the last meeting, the seniors of Lake Mary requested the existing fire station to be a
Senior Center, but the City is looking at making it a full Public Works facility. There
is discussion about adding a Senior Center into the City Hall complex.
REPORTS FROM MEMBERS.
City of Longwood
. The City of Longwood had their 1 25th birthday celebration.
· The City's tree lighting will be this Saturday from 2:00 to 6:00 p.m..
· The Lyman High School Band was selected as one of two Florida bands to go to
the Sugar Bowl this year. The City of Longwood was able to give a donation to
help send them there out of the Police Confiscation Fund. Many thanks from
parents and band members.
· The new parking lot in the historic district was completed. This was part of the
plan with the new Community Building. It allows for everybody to park in a
single location and walk to local merchants.
· Mayor Anderson mentioned that a feature presentation on Seminole County was
on the MSNBC travel section. It featured Seminole County as a destination, if
you do not have 4-5 hours to travel to south Florida, and also stated how beautiful
the County is. It also pointed out the river and other areas of interest.
REPORTS FROM MEMBERS.
City of Oviedo
· Councilman Robert Pallari introduced Marylou Andrews from the audience as
one of Oviedo's previous Mayors.
. The Oviedo Tree Lighting will be downtown across from the Baptist Church this
Thursday.
REPORTS FROM MEMBERS.
City of Sanford
· There will be an annual Christmas parade Saturday at 11 :00 a.m. on First Street.
· The fire station was finished a few months ago with dedication to former City
Commissioner MacCu1len.
. The new Fanners Market on Highway 17-92 was recently completed. The
Community Redevelopment Agency (CRA) participated on this project, as well as
the Department of Agriculture.
· Various buildings on State Road 46 and First Street are being renovated and will
be done in the next few weeks.
. The Riverwalk project will be completed by February of 2004.

· Another project downtown is the Greenway Plaza redevelopment at the old K-
Mart Center. The Community Redevelopment Agency (CRA) assisted in the
redevelopment.
· In front of the Riverwalk, there will be town homes and condos with same
developer.
. There will be a brand new Target, near the 417 and Rinehart Exchange.
· A second Walmart Super Center will probably be open in the next two to three
weeks.
· Starting in April or May, or after the Riverwalk project, the City is spending $1.8
million upgrading First Street in the Streetscape project. This will widen the
sidewalk and add landscaping, which will help enhance the pedestrian traffic.
. The Sanford airport is the 24th busiest airport. Councilman Dallari commented
that A.A. "Mac" MacCullen was very instrumental in the development of Oviedo
and there is a memorial at Round Lake Park dedicated to him. Commissioner
Hart asked will there be a grand opening when Riverwalk is open. Commissioner
Hipes indicated that the City has engaged a Public Relations firm to provide a plan
for everything downtown.
PROGRAM PLANNING
Seminole Community College (SCC)
· Students were recognized for the Honors Program and one of those students is the
Number One (1) Honor Student in the State of Florida.
. The Student Leadership Program made the cover of the Florida Leader Magazine.
· There were approximately 700 people in the auditorium last evening for the
annual Winter concert. One of the highlights was that one of the graduates, who is
now a professional opera singer, was brought back to sing for the group.
· Mr. Payton is meeting with all the members of the Seminole County Legislative
Delegation and speaking to them about the Seminole Community College (SCC)
agenda for the next year related to funding and passed out material.
· The Seminole Community College contracted with Glatting, Jackson to do some
demographic work and program planning. The demographic information returned
was that Seminole County is projected to grow by 400.10 by the year 2020.
The largest demographic group in our population are kids under 15 years old. The
penetration rate has gone from lout of every 5 to lout of every 3 are coming to
Seminole Community College (SCC). If that continues, Seminole Community
College (SCC) is looking at an approximate increase of students of 27,000 by the
year 2020, bringing our enrollment to 61,500 students. There were 1,000 students
that Seminole Community College (SCC) could not register because there were no
courses.

Seminole Community College (SCC) is appearing at the County Commissioner's
annual meeting on the 15th to present these facts to them and also present what
Seminole Community College (SCC) has done to help themselves. Seminole
Community College (SCC) is also talking to the Lake Mary Chamber of
Commerce, which has adopted Seminole Community College (SCC) as one of the
legislative priorities for the year.
Mr. Payton added that representatives from Seminole Community College (SCC)
will also be meeting with the Oviedo Chamber of Commerce next Tuesday
evening and then speaking with City Commissions to get their support too. The
County Commission will probably adopt them next week.
. Architects have been contracted for two new campuses. Hunton Brady has been
selected for the Altamonte project and Spillis Candela has been selected for the
Heathrow project. CT Hsu and Associates has been hired to do the Master Plan
for the Sanford/Lake Mary campus. It is approaching approximately 40 years and
is need of renovation. Seminole Community College (SCC) has about 75% in the
bank for the two new construction projects and is hoping to have the rest by May.

Discussion.
Commissioner Brender gave a brief summary regarding the Expressway Authority. The
Expressway Authority met at its regular meeting on November 18, 2003 to approve the
budget for next year and a few other items.
Commissioner Hart wished everybody a Merry Christmas and a Happy New Year and
handed out a gift to everybody.
Commissioner Brender also wished everybody a Happy Holiday and Happy New Year.
The n~xt meeting will be January 7, 2003 at the City of Altamonte Springs.
Commissioner Wolfram indicated the meeting will be held in the Chambers.
Commissioner Brender asked if there is a Motion for adjournment.
