Call To Order Chairperson Cindy Gennell called the Meeting to order at approximately 7:00 p.m. on Wednesday, December 5, 2001, at the Seminole Community College, in the Room A200 Weldon Administration Building, (l00 Weldon Boulevard, Sanford, Florida). A moment of silence and the Pledge of Allegiance followed. Roll Call: Deputy Mayor Cindy Gennell, City of Winter Springs, Chairperson, present Commissioner Dan Anderson, City of Longwood, present Board Member Diane Bauer, Seminole County School Board, present Commissioner Gary L. Brender, City of Lake Mary, present Councilman Robert Dallari, City of Oviedo, absent Commissioner Linda C. Hart, City of Casselberry, absent Government Relation Liaison Paul Hull, Seminole Community College, present Commissioner Grant Maloy, Seminole County Board of Commissioners, present Commissioner Steve Wolfram, City of Altamonte Springs, present Commissioner Art Woodruff, City of Sanford, present Also Present: Dr. David Harrison, Vice President, Seminole Community College Dr. Joan Vermillion, Department of Children and Families Mr. Michael Garlic, Seminole Community College, Director of Community Relations Dr. Hortense Evans, Seminole County Schools Mr. Richard Gennell, Citizen Mr. Stan Stevens, Citizen 2. Approval Of The October 3,2001 Regular Meeting Minutes Chairperson Gennell asked for a Motion to approve the Minutes. "SO MOVED." MOTION BY COMMISSIONER BRENDER. SECONDED. DISCUSSION. WITH CONSENSUS OF THE COUNCIL, THE MOTION WAS APPROVED. MOTION CARRIED. COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY (CALNO) MINUTES MEETING - DECEMBER 5, 2001 PAGE20F4 3. Treasurer's Report Commissioner Gary Brender, City of Lake Mary advised the Council that the current account balance was $990.70 following expenses for gift presentation pens and Secretary's Day flowers. Chairperson Gennell asked ifthere was a Motion to approve the Treasurer's Report. "SO MOVED." MOTION BY BOARD MEMBER BAUER. SECONDED. DISCUSSION. WITH CONSENSUS OF THE COUNCIL, THE MOTION WAS APPROVED. MOTION CARRIED. 4. Program A: Presented by Dr, David Harrison Vice President, Seminole Community College Dr. David Harrison spoke of Seminole Community College's mission which is driven by high quality, low cost and accessibility to education services with a real open door policy; and said that Florida Community Colleges now have higher attendance than State Universities. Dr. Harrison encouraged the members to view Seminole Community College as a member of the community and utilize it as such. Additionally Dr. Harrison distributed handouts highlighting achievements and statistics about Seminole Community College. Mr. Paul Hull, Government Liaison, Seminole Community College advised the Council that due to the severe budgetary concerns in Tallahassee at this time, the funding for Seminole Community College had been drastically cut while enrollments have increased. 4. Program B: Presented by Dr. Joan Vermilion Seminole County Community Alliance Presentation. Dr. Joan Vermillion gave a presentation outlining the new role of the Florida Department of Children and Families, which stresses the provision of community based care as opposed to the prior approach in which the state provided child welfare. Dr. Vermillion distributed information to the Council Members, which outlined the new approach to child welfare in Florida and how it is to be implemented. Dr. Hortense Evans, Chairperson of the Seminole County Community Alliance Committee, addressed the CALNO members; and requested direct participation by elected representatives from each city in Seminole County. Several CALNO Members expressed an interest in representing their cities on the Community Alliance Committee. The remaining Council Members agreed to bring the issue and the information to the attention of their respective bodies. Reports From Members: City of Altamonte Springs Commissioner Steve Wolfram announced the Tree Lighting Ceremony to be held at Cranes Roost Park and encouraged members to visit the park and enjoy the display. City of Lake Mary Commissioner Gary Brender announced that Lake Mary also had their Tree Lighting Ceremony and invited members to drive by and view it. City of Longwood Commissioner Dan Anderson announced that Longwood had also held a Tree Lighting Ceremony and that the new Recreation Building construction was moving along on schedule and that he planned to hold the Longwood CALNO meeting in the new structure in April. City of Sanford Commissioner Art Woodruff announced that the "Lightup Downtown Sanford" was a big success, attracting many people to the downtown area with new lights and scheduled entertainment at night. He said that the effort required significantly increased electric service to the downtown area. He also stated that their City Council was looking forward to beginning the Waterfront Improvements along Lake Monroe. Seminole County Board of County Commissioners Commissioner Grant Maloy reported that Commissioner Carlton Henley was making a good recovery following open-heart surgery, despite some earlier complications. Commission Maloy also introduced his young son, who attended the meeting with some interest. Seminole County School Board Board Member Diane Bauer cited the state cutbacks in funding and the resultant revisions in the Seminole County School Board budget for the coming year. In a related issue, she referenced the marked increase in health premiums and the Board's decision to permit some employees to opt out of the School Board's health plan. COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY (CALNO) MINUTES MEETING - DECEMBER 5, 2001 PAGE40F4 As there was considerable discussion among Members regarding similar increases in providing health care for employees, it was agreed to make the health care issue one of the Program Agenda Items for the upcoming year. Members were encouraged to consider possible future programs to propose at the January meeting. City of Winter Springs Chairperson Cindy Gennell reported that Winter Springs had contracted to purchase the property from Health Care Center for the Homeless, (HCCH), for $365,000.00, $125,000.00 more that they had paid to purchase the property last year. In exchange, HCCH agreed to drop their attempt to locate a homeless recovery care facility within the city. Commissioner Gennell also reported a pilot program being run by the Expressway Authority. The program involves a reduced toll on 417, between Red Bug Road and State Road 434, for a one-year period, to determine if it will relieve local traffic in Oviedo and Winter Springs. 7.
