MINUTES
NOVEMBER 7,2001
t. Call To Order
Chairperson Cindy Gennnell called the Meeting to order at 7:08 p.m. on Wednesday,
November 7, 2001, at the City of Winter Springs, in the Commission Chambers of the
Municipal Building (City Hall, 1126 East State Road 434 Winter Springs, Florida
32708). A moment of silence and Pledge of Allegiance foIlowed.

2. Approval Of The October 3, 2001 Regular Meeting Minutes
Chairperson Gennell asked for a Motion to approve the Minutes.
"SO MOVED." MOTION BY COUCILMAN DALLARI. SECONDED BY BOARD
MEMBER BAUER. DISCUSSION. WITH CONSENSUS OF THE COUNCIL,
THE MOTION WAS APPROVED.

3. TreasUI'er's Report
Commissioner Gary Brender, City of Lake Mary advised the Council that the current
account balance was $1,227.01.
Chairperson Gennell asked if there was a Motion to approve the Treasurer's Report.
"SO MOVED." MOTION BY BOARD MEMBER BAUER. SECONDED BY
COMMISSIONER WOLFRAM. DISCUSSION. WITH CONSENSUS OF THE
COUNCIL, THE MOTION WAS APPROVED.
MOTION CARRIED.
4. Program A:
Local Emergency Management Planning Committee.
Presented By: Ms. Eve Rainey,
Ms. Eve Rainey, Chief Bureau of Compliance Planning and Support thanked Chairperson
Gennell for the invitation to speak at tonight's Meeting. Ms. Rainey explained when the
Emergency Planning and Community Right to Know Act (EPCRA) and Superfeind
Amendments and Reauthorization Act (SARA) were established. Ms. Rainey further
reported that because of legislation the facilities that use and store hazard materials to
report their quantities, inventories their chemical characteristics to regional, local and
state governments and work with the governments in preparing the communities for any
incidents that may occur at any of those facilities. Also discussed were the Local
Emergency Planning Communities (LEPC) responsibilities; activities; structure; funding;
and the structure of District 6. In conclusion, Ms. Rainey stated that Florida has an active
program which meets and exceeds the intent of the Federal Law and this success is tied to
active members, professional staff and the industries doing their part.
Chairperson Gennell thanked Ms. Rainey and distributed an email requesting names of
elected officials in support of the Regional Emergency Response Planning.
Commissioner Dallan encouraged each City to endorse a Proclamation or Resolution in
support of the Regional Emergency Response Planning organization. Board Member
Bauer inquired as to requirements for contacting schools regarding travel routes of hazard
waste materials. Ms. Rainey replied that there were none.
5. Program B: Making Our Community A Safer Place To Live.
Presented by: Mr. Christopher Parent, APEX
Mr. Malcolm Trigg, Seminole County Firefighter
Mr. Christopher Parent, Apex spoke of the number of hazard materials facilities m
District 6.

Further comments by Mr. Parent included the various Outreach Programs offered by the
District; working with and training industries; and the need for a increasing membership.
Mr. Malcolm Trigg, Seminole Firefighter, spoke of being involved with the LEPC since
1989 and serves presently as Training Subcommittee Chairman. Topics then covered by
Mr. Trigg were training: subcommittee goals; supplemental training; annual training
objectives; training stakeholders; and promoting "Hazmat" training.
Ms. Rainey, Mr. Parent, and Mr. Trigg addressed questions from the audience and
Council Members. Chairperson Gennell thanked the speakers for their valuable
information and time.
Chairperson Gennell recessed the Meeting at 8:38 p.m.
Chairperson Gennell called the Meeting back to order at 8:40 p.m.
6. Reports From Members:
City oj Winter Springs
Chairperson Gennell distributed flag lapel pins and spoke of sending a copy of an article
from her newsletter to each Council Member.

Further announced by Chairperson Gennell was that the next Meeting would be held at
Seminole Community College; the SGTV Council Meeting is scheduled for January 23,
2001 at 2:00 p.m. at the Winter Springs City Hall; and Kevin Falls, Seminole County
needs a citizen to serve on the Casselberry CRA.
City oj Altamonte Springs
Commissioner Steve Wolfram explained that the contract has been signed for the City's
development of a ""Downtown" in the vicinity of Crane's Roost; and the results of
yesterday's City elections.
City oj Casselberry
Commissioner Linda Hart updated the Council on the City's search for a new Police
Chief; the redevelopment of Lake Drive, Winter Park Drive, the intersection of Red Bug
Lake Road and State Road 436 and the Greyhound Park; the opening of an Emergency
Veterinarian Clinic; and the Jazz Festival held last weekend.

Commissioner Brender spoke of recent dedications that included Cingular, Florida
Power; Financial Services and Credit Card Company; and the Heathrow Trail.
Commissioner Brender further spoke of the Festival of the Arts; that the Seminole
County Expressway Authority will be having a Meeting November 13, 2001; and the
City Council recently passed the downtown redevelopment master plan.
City of Longwood
Commissioner Dan Anderson reported that the City's Community Building is now two
stories. Further comments by Commissioner Anderson dealt with the City's budget and
the Arts Festival to begin November 1 ih.
City of Oviedo
Councilman Robert Dallari announced that this coming weekend's "Great Day In The
Country" would be held; that their City Council passed a Resolution in reference to the
cable providers and that the City will now have a Seminole County School channel. Also
Councilman Dallari commented that his Council will be writing a letter to the County
Commissioners asking them to negotiate at an earlier date in order for an School Channel
to be added; and encouraged all Cities to negotiate a school channel with their cable
providers.
MOTION BY COMMISSIONER DALLARI. "IF THIS BOARD WOULD LIKE
TO WRITE A LETTER TO THE COUNTY COMMISSIONERS TRYING TO
ASK THEM TO PROCEED WITH WHATEVER CABLE PROVIDERS THAT
THE COUNTY HAS LE. TIME WARNER TO SEE IF THEY WOULD BE
WILLING TO NEGOTIATE A SEPARATE CHANNEL JUST FOR THE
SCHOOLS. I WOULD LIKE TO MAKE THAT MOTION." SECONDED BY
BOARD MEMBER BAUER. DISCUSSION. WITH CONSENSUS OF THE
COUNCIL, THE MOTION WAS APPROVED.
MOTION CARRIED.
Commissioner Dallari reported that this may be his last meeting and thanked everyone
for their support.
City of Sanford
Commissioner Art Woodruff reported that the Stadium was dedicated last month; the
Don Carter Fishing Toumament will be next weekend; the Home's Tour will begin
November 30th; something new this year will be a drive-through light park; and the
upcoming boat parade.

Seminole County Public Schools
Board Member Diane Bauer asked Commissioner Woodruff when the cable contract will
be coming up for renegotiations; thanked Commissioner Dallari for his assistance; that
November 13th will be "Teach Day"; and commented about the State's budget cuts.
Mr. Stan Stevens, (Citizen) briefly spoke in reference to the Veterans of Foreign Wars
Fireworks Show this coming Saturday and that the County withdrew their support of the
DAB.

Chairperson Gennell adjourned the Meeting at 9: 10 p.m.
