The meeting of the Council of Local Governments in Seminole County (CALNO)
was held at 7:00 p.m. on Wednesday, September 5, 2001 in room 3024 at the
Seminole County Government Services Building, 1101 East 1st Street, Sanford,
Florida.
1. Call to Order
The meeting was called to order by Chairperson Gennell who recommended
that since there is not a quorum an informal meeting continue with the Trails
presentation and Reports from the Board Members.

2. Program Overview of Seminole County Trails Program
Ginger Hoke, Principal Coordinator for Seminole County, presented an overview
of the Trails Program. She distributed the Greenways and Trails Master Plan,
along with the Trail Project Report. She stressed the importance that the trails
staff work closely with cities, counties, school board members and Lynx to
ensure their projects are incorporated into the trails programs. She also stated
that trails are particularly designed to bring communities together, for example
connecting the trails to Schools, with bike paths and sidewalks, and to the City
Halls or community centers. Additionally, to ensure the safety of trail users
Seminole County is also working on a Trails Protection Policy. Ms. Hoke went on
to inform the members specifically of the existing and future trail sites.
3. Reports from Members:
Commissioner Cindy Gennetl:
~ reported that the charter revision referendum passed, one item that changed
is that of term limits which will now be tied to the gubernatorial race.
~ advised that the park referendum passed to purchase property for Central
Winds Park. The State however can no longer fund the project due to the
diminished budget. Other options considered include the city contributing
money and asking the property owner to relinquish some of the asking price.
The City of Winter Springs will also approach the county to request funding.
Commissioner Gary Bender:
~ reported that Lake Mary is in the process of a $2 to $2.5 million dollar
upgrade to the Lake Mary Water Plant. Additionally, aeration equipment will
be installed to clean up the chemical found in the water while putting in a well
on Seimens property.
~ stated that growth continues moderately.
~ reported that the Marriott Hotel is at 7 stories with 3 more to go.
~ Downtown development continues, the City has entertained a couple of
developers who have expressed an interest in the project.
~ updated the Members on a proposal for a ramp structure to get traffic directly
from the Heathrow International Parkway to the Greenway.
Commissioner Art Woodruff:
~ advised that Sanford's Riverwalk construction plans should be ready for bid in
January.
~ updated the Members on the Sanford Hotel Conference Center stating that
the management company is Benchmark Hospitality.
~ reported that Sanford is looking at Hydroplane races on the lake and a drive-
through walk-through Christmas Light Program.
Paul Hull
~ reported that Seminole Community College is growing rapidly, of 28
Community Colleges in Florida, SCC is the 6th fastest growing and 11 th in
size. Enrollment this fall is up 23%, as is the number of recent High School
Graduates that have made SCC their first choice, which is up 27%.
Grant Maloy
~ presented and discussed the proposed redistricting plan stating that due to
the population shift District 1, Commissioner Maloy's district, now has the
largest population at over 90,000. The plan shows District 1 and 5 shrinking
to distribute the population more evenly to all districts. When approved the
plan will be sent to the Supervisor of Elections to match up with precincts.
Commissioner Gennell asked if maps could be provided to the CALNO
members, Commissioner Maloy advised that copies will be distributed with
the minutes.
Chairperson Gennell asked that the Seminole County Department of Fiscal
Services letter be included with next month's agenda so that it can be discussed
at the October meeting.
4. Adjournment
The meeting was adjourned.
The next meeting is scheduled for October 3, 2001, hosted by the Seminole
County School 'Board.
