MINUTES
COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY (CALNO)
January 5, 2000
1. Call to Order
Chairperson Cindy Gennnell called the meeting to order at 7:08 p.m. on Wednesday, January 5, 2000, in the
Community Training Room of the Seminole County Sheriffs Office/Public Safety Complex (150 Bush Boulevard,
Sanford, FL 32773). A moment of silence followed.

2. Approval of December 1, 1999 Minutes
Commissioner Gary Brender, City of Lake Mary, asked that a correction be made to the end of his report on page 6
of the minutes. The word "Greeneway" should be changed to "1-4" in the statement" . . . the State Road 46
entrance/exit ramp at the Greeneway . . ."
Chairperson Gennell asked for a motion to approve the minutes as corrected.
MOTION BY COMMISSIONER ROSE, SECONDED BY SCHOOL BOARD MEMBER BAUER TO
APPROVE THE MINUTES AS CORRECTED. MOTION PASSED UNANIMOUSLY.
3. Treasurer's Report
Commissioner Brender, City of Lake Mary advised the Council that the account balance was $741.35, the change
from last month was from interest accrued at year-end. He informed the group that there were no deductions or
deposits. Commissioner Gennell asked if the bills had gone out. Commissioner Brender stated that these would go
out shortly.
MOTION BY SCHOOL BOARD MEMBER BAUER, SECONDED BY COMMISSIONER ANDERSON
TO APPROVE THE TREASURER'S REPORT. MOTION PASSED UNANIMOUSLY.
4. Election of Chairperson
Chairperson Gennell asked if anyone would like to be Chairperson of the Committee.
MOTION BY COMMISSIONER ROSE TO RE-APPOINT COMMISSIONER GENNELL, SECONDED
BY SCHOOL BOARD MEMBER BAUER. THERE WERE NO FURTHER NOMINATIONS. MOTION
PASSED UNANIMOUSLY.
5. Election of Treasurer
MOTION BY SCHOOL BOARD MEMBER BAUER TO RE-APPOINT COMMISSIONER BRENDER,
SECONDED BY COMMISSIONER GENNELL. THERE WERE NO FURTHER NOMINATIONS.
MOTION PASSED UNANIMOUSLY.
Commissioner Gennell stated that all the records and notebooks for CALNO kept with the Chairperson. She stated
that these records went back approximately 40 years, and would like to see them on optical disk. She also gave a
brief history of CALNO prior to the establishment of the East Central Florida Regional Planning Council.
Discussion took place regarding the cost of copying this information onto optical disk, and donating the books to
the Historical Museum. Commissioner Brender will look into the cost of this reproduction and report his findings
at next months meeting.
6. Program Planning for the Year 2000
February
Altamonte Springs - To be determined.
March
City of Casselberry will host the March meeting, and the Sheriff will bring his program about
construction.
April
The meeting will be held at the jail with an update and jail tour scheduled.
May
City of Longwood - City update.
June
City of Oviedo - Presentation of the UCF Research Park! Alafaya Trail/high tech corridor.
Seminole Community College will also give a brief overview of their Oviedo campus.
September
City of Sanford - suggestion to hold meting at the airport along with a tour. The Sheriffs Office
will present its SEPTD program.
October
City of Lake Mary - Lake Mary/HeathrowlI-4 Corridor.
November
Seminole County School Board - to be determined
December
City of Winter Springs
Discussion took place over having additional programs in the summer months. Commissioner Gennell stated that
both the airport and the sheriff would be willing to host a summer month. School board member Bauer suggested a
joint program between the School Board and SCC as a possibility.
Meeting was temporarily adjourned at 7:40 in order for the presentation and tour.
Presentation: Seminole County Emergency Operations Center - gIven by John Blackwood, Emergency
Management Manager, Seminole County.
Meeting reconvened at 8:15 p.m. by Chairperson Gennell.
Commissioner Gennell asked if anyone had gotten a letter from the Center for Independent Living for Seniors and
was interested in serving on their committee. It is not an appointment from CALNO, they are looking for members
for their advisory committee for providing services to seniors, and is part of the Area Agency on Aging.
7. Reports
Sanford - no report
Dr. Stephen Caldwell Wright, Ph.D., Seminole Community College, stated that he had just received enrollment
information from the first semester, and it appeared to be up approximately 2%
Seminole County - no report
Diane Bauer, Seminole County School Board, stated that the consent decree received a favorable response and
more good news is anticipated.
Deputy Mayor Cindy Gennell, City of Winter Springs, stated that the City is moving forward with the overlay of a
their corridor.
Commissioner Eddie Rose, City of Altamonte Springs, stated that SR 436 was under construction, and the City Hall
is being renovated. He is looking forward to showing it off next month.
Casselberry - no report
Commissioner Gary L. Brender, City of Lake Mary, told the Committee that progress is being made on the police
station. The original trusses used were substandard, causing the roof to collapse. The City has been given a letter
by the general contractor excusing the City from any blame and has taken full responsibility for the damage and
injuries that were sustained by workers. The old roof has been removed and new trusses are being manufactured.
This has caused a delay in construction of about 6 weeks. The City has new 80,000 sq. ft. office building going in
on Anderson Lane off Rinehart, south of Primera. The Lake Mary/Heathrow Chamber of Commerce is hosting a
power series luncheon. Reports from Pizutti, Colonial Properties and all the developers along the Lake Mary
corridor will be given including future plans for the area and an update on hotel construction. If interested, please
