February 17, 1999
The Honorable Dudley Bates
Mayor of the City of Altamonte Springs
225 Newburyport Avenue
Altamonte Springs, Florida 32701
Dear Mayor Bates:
As you may recall, I was scheduled to make a presentation to your board on behalf of
CALNO, last month, but delayed doing so in view of the establishment of a cable TV
channel by the Board of County Commissioners. At that time I anticipated the
development of an agreement of some kind from the County.
The Board of County Commissioners, at their last meeting, passed a draft resolution
recognizing the Seminole Television Council, as well as setting policies and operations,
which I have enclosed. It identifies the CALNO interlocal agreement as the vehicle
through which the County will agree to allocate viewing time to the cities and school
board.
Altamonte Springs and Longwood are the only cities which are not represented in this
agreement thus far. I would like the opportunity to present this issue to your board.
Since the upcoming meeting of CALNO is scheduled to be held in Altamonte Springs, I
was hoping that you would encourage your board to attend the CALNO meeting so that I
could make the information available to them at that time. It would be an excellent
opportunity to obtain answers to any questions they might have.
The Board of County Commissioners will be finalizing this document at their next
meeting and then the Seminole Television Council will begin holding meetings.
Since there will be no other avenue of access to the government television channel
currently operated by the county, it would seem to be to your advantage to participate in
the CALNO agreement (even though some of the elements have become irrelevant, such
as budget, staff and so forth). I will be making a presentation to Longwood in the near
future along the same lines.

I realize that you currently have a channel available, however, the cities of Lake Mary
and Oviedo who also currently have channels available have seen it to their advantage to
be involved in the development of the Seminole Television Council. They have done so
because this channel will broadcast more widely than theirs and will be advantageous
when they want to publicize upcoming events, etc. They also wish to preserve their
ability to use this channel, in addition to their current channel, in the future if they so
desire.
Please advise me if your board will be available for the CALNO meeting on March 3rd in
your city hall. .
Respectfully,
