COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY
The Council of Local Governments in Seminole County (CALNO) held a meeting Wednesday, April 7, 1999
at 7:00 p.m., Casselberry City Hall Commission Chambers, 95 Triplet Lake Drive, Casselberry, Florida.
1. CALL TO ORDER/INVOCATION/PLEDGE OF ALLEGIANCE
Chairperson Gennell called the meeting to order at 7:22 p.m. Commissioner Lessard led the invocation.
Commissioner McLain led the Pledge of Allegiance.
2. ROLL CALL

3. APPROVAL OF MARCH 3. 1999 MINUTES
Commissioner Rose requested the minutes of March 3, 1999 be corrected to reflect the following:

MOTION:
Commissioner Brender moved, Councilman Hagood
seconded, and motion carried unanimously to approve
the March 3, 1999 Council of Local Governments in
Seminole County minutes, as corrected.
4. TREASURER'S REPORT
Commissioner Brender, Treasurer, reported that all membership dues had been received and the current
balance was $928.87.
MOTION:
Commissioner McLain moved, Councilman Hagood
seconded, and motion carried unanimously to accept
the Treasurer's Report as presented.
5. PROGRAM A: LOOKING AT VIDEO GAMBLING THROUGH LOCAL EYES
Chairperson Gennell noted the agenda reflected that the host presentation would be The Preparatory Process
for an Insurance Service Office Fire Protection Review, however due to the urgency of the matter, the City
of Casselberry has requested to change their program to the Video Gambling issue.
Mr. Jack Schluckebier, City Manager ofthe City of Casselberry gave a presentation entitled, "Looking At
Video Gambling Through Local Eyes" regarding pending HB l453/SB2l76. An outline of the presentation
as well as other documents pertaining the proposed state legislation that was distributed to the Council by
Mr. Schluckebier is attached to and made a part of these minutes. Mr. Schluckebier stressed the potential
local impacts of video gambling and requested CALNO, as well as the other entities in Seminole County to
take action to oppose HB l453/SB2l76 and to convey that opposition to the Seminole County Legislative
Delegation.
Discussion ensued regarding local concerns and potential impacts from the video gambling. Casselberry
Mayor Bruce Pronovost announced that opposition to video gambling has become a legislative priority of
the Tri-County League of Cities. Commissioner McLain announced the Board of County Commissioners
would be considering a resolution voicing opposition to the proposed legislation at its next regular meeting
and most likely would be directing its lobbyist to pursue the matter in Tallahassee. Chairperson Gennell
suggested a resolution could be drafted in opposition to the video gambling, if the Council so desired.

MOTION:
Commissioner McLain moved, Commissioner Brender
seconded, and motion carried unanimously to draft
and approve a Resolution from CALNO opposing the
proposed video gambling state legislation
(HB 1453/SB217 6).
6. OTHER BUSINESS
Chairperson Gennell announced she would be distributing a model resolution regarding the proposed
Seminole Television Council, which was more appropriate since key elements of the cable channel
agreement were no longer applicable. Chairperson Gennell reiterated her request to have each City
appoint a representative and notify her office as soon as possible.
Chairperson Gennell distributed updated CALNO membership lists and requested that any
corrections be forwarded to her office. Commissioner Lovestrand noted that he still was the City
of Longwood's alternate CALNO representative and that their main representative would be
appointed after their upcoming election.
Chairperson Gennell suggested having a detailed presentation regarding light rail at the Oviedo
meeting. Commissioner Brender suggested having the 1-4 Transformation Van and/or its driver as
a presentation as well.
Councilman Hagood requested that the City of Oviedo be allowed to switch with the City of Sanford
and host CALNO in October rather than September due to the meeting's close proximity to the City
of Oviedo's scheduled election in September. Commissioner Lessard consented to the switch and
it was approved by Chairman Gennell.
Chairperson Gennell requested the ratification of an expenditure to assist in partial reimbursement
of her recent legislative trip to Tallahassee with the Orlando Chamber of Commerce. Chairperson
Gennell stated she promotes CALNO in addition to the City of Winter Springs, Seminole County,
and the Tourist Development Council on these trips. Chairperson Gennell further stated the cost of
the Orlando Chamber of Commerce trip was $660 and that she would be requesting $350
reimbursement from the City of Winter Springs. She also noted she is scheduled for another trip with
the Greater Seminole County Chamber of Commerce costing $350, of which she is going to request
full reimbursement from the City of Winter Springs. Discussion ensued regarding the
appropriateness of reimbursing Chairperson Gennell after the expenditure had been made, and the
costs associated with these legislative trips in association to the Council's treasury and annual dues.
Chairperson Gennell clarified that she did not have knowledge of the actual cost of the trip prior to
last meeting agenda, and requested that if the Council did not choose to provide reimbursement for
this recent trip, that future reimbursements be explored. Council consensus was to provide a partial
reimbursement to Chairperson Gennell for the recent Orlando Chamber of Commerce legislative trip
and to discuss reimbursement allocations for future legislative trips during budget discussions.

an expenditure in the amount of $155 to partially
reimburse Chairperson Gennell for a recent legislative
trip to Tallahassee with the Orlando Chamber of
Commerce; and to discuss reimbursement allocations
for future legislative trips during budget discussions.
Commissioner Brender noted that the Council's bank account was currently using his social security
number as its tax identification number. Discussion ensued regarding exploring the possibilities of
either establishing CALNO as a non-profit governmental agency or perhaps having the Treasurer's
entity use its identification number for the account. Commissioner Brender stated he would discuss
using Lake Mary's tax identification number with the City's Finance Director and report back to the
Council on the matter.
7. REPORTS FROM MEMBERS
Commissioner Brender of the City of Lake Mary:
Reported construction of the trail head park at the comer of Lake Mary Boulevard and Rinehart
Road continues and completion is anticipated by May/June, 1999.
Reported Lake Mary City Commission recently approved two (2) Charter Referendums; the first
changing the terms of City Commissioners from two years to three years; and another to modify a
previous bond referendum with specific language that would allow the City to take advantage of
financing for water, sewer and stormwater projects through the State Revolving Fund program,
without the necessity of a referendum.
Noted rapid development continues in Lake Mary, with additional development anticipated on the
west side of 1-4 in the near future.
Commissioner Lovestrand of the City of Longwood:
Reported Longwood recently completed renovations of their City Commission Chambers.
Reported City Commission recently approved hiring of an architect for a new community center.
Councilman Hagood of the City of Oviedo:
Reported City Council recently approved transmitting their current character generator input to the
County for use on the Time Warner Seminole County government access channel. Noted that
Oviedo does not have access to the channel and inquired if the County was utilizing the input yet.
Commissioner Lessard of the City of Sanford:
Reported Mack McClanahan was recently elected and sworn in to the City Commission on April 6,
1999. Noted Commissioner Eckstein was unopposed in the election and was also sworn in.
Noted the search for a new police chief for the City of Sanford was still in progress.
Noted the National Paralyzed Veterans of America will be conducting their World Series of Fishing
tournament on Lake Monroe April 9-11, 1999.

Dr. Wright of Seminole Community College:
No report.
Commissioner McLain of Seminole County:
Reported the search for a new County Manager was in progress, noting the applications will be
reviewed by a consultant and a three person committee, and their recommendations will be
forwarded to the County Commission within the 60 to 90 days.
Deputy Mayor Gennell of the City of Winter Springs:
Reported the Rotary Club will be holding a free musical presentation with fireworks on May 1, 1999
in lieu of the art festival.
Reported the Independence Day celebration will include fireworks and will also celebrate the City
of Winter Springs 40th Anniversary.
Noted as reported in the Orlando Sentinel on April 6, 1999, it was determined by the Appeals Court
that the City of Winter Springs' Mayor position is a weak mayor and that all the strength of the City
is vested in the Commission.
Commissioner Rose of the City of Altamonte Springs:
Reported the Symphony in the Park held at Cranes Roost Park on March 27, 1999 was a tremendous
success.
Noted the Jasper Awards, honoring young athletes throughout the state and induction of three
individuals (Sam Duval, Arnold Palmer and Mary Rose) to the Central Florida Sports Hall of Fame
will be held on April 15, 1999 at the Omni-Rosen Hotel.
Commissioner Hart of the City of Casselberry:
Noted the City of Casselberry was participating in International Building Safety Week and
encouraged everyone to visit the display in the lobby of City Hall.
Reported the Pet Rock Festival, a musical fund raiser for the Seminole County Humane Society, will
be held at Seminole Greyhound Park April 10-11, 1999.
Noted the City's annual employee picnic will be held at Wirz Park on April 25, 1999.

Chairperson Gennell adjourned the meeting at 8:50 p.m.
