RE: Seminole County Expressway Authority/Municipal Appointment
Dear Commissioner Gennell:
The State Statute establishing the Seminole County Expressway Authority (SCEA) provides that the five (5)
County Commissioners and two (2) elected municipal officials within the County serve as Authority members.
The Statute also provides that the Board of County Commissioners selects the municipal members unless
two-thirds of the municipalities jointly recommend in writing to the County Commissioners their selection of a
member for appointment within thirty days of a vacancy occurring.
Historically, CALNO has served as a forum for recommending municipal representatives to serve on the
Expressway Authority. It will be most helpful if CALNO will continue to assist in the process and place this
matter on its October 7th meeting agenda. The term of one of the municipal positions, held by Commissioner
Whitey Eckstein of Sanford, will expire in November. Commissioner Eckstein has served one two-year term on
the Authority and has expressed his desire to be reappointed.
After CALNO's action, each of the seven cities will be asked to endorse CALNO's recommendation by placing
the matter before their respective City Commission for official action during October. The cities will also be
asked to advise Seminole County of the action taken prior to the County Commission meeting of November
10th, 1998.
