JOINT MEETING
CALNO GOVERNMENT CABLE TELEVISION CHANNEL TASK FORCE
and
SEMINOLE COUNTY CHAIRMAN
September 4, 1997

COMMITTEE MEMBERS PRESENT:
Commissioner Randy Morris, Chairman, Seminole County Commission
Commissioner Cindy Gennell, Chairperson, City of Winter Springs
Larry Furlong, CALNO Member, Seminole County School Board Member
Diane Pickett, Time Warner Cable (TWC)
Gary Kaiser, Seminole County Manager
Mayor Bill Winston, CALNO Member, City of Longwood
Chris Grasso, Seminole County Information Technologies Manger
Roger Richardson, Seminole County Information Services
Stephen Steck, WMFE-TV/FM/Channel 24
Commissioner Morris called the meeting to order at 11:00 a.m.
R. Morris stated that the purpose of the meeting was to provide a basic platform to help
accomplish the CALNO effort;
That there exists a clearly identified public need
That Time Warner Cable has multiple contracts with differing time elements
and different provisions.
Due to recent purchase by TWC, all of the cities in Seminole County will now
be served by Time Warner Cable
The combined CALNO and PBS effort involves 8 users with a franchise
agreement and two users with need and expertise.
That Time Warner Cable also has a franchise agreement with the Seminole
County Government.
That the agreement with Seminole County provides for up to six (6)
channels for government and educational use as well as a studio located in
Seminole County.
R. Morris asked if TWC was prepared to make a commitment to help with facilities and
dollars.
D. Pickett stated that Lake Mary and Altamonte Springs will not become unified for
quite some time.
R. Morris said that he had been advised that TWC would like a comprehensive
arrangement on contracts.
D. Pickett stated that it would not be desirable to have multiple contracts with the same
expiration dates.
D. Pickett stated that there is a potential to have TWC furnish a studio at Seminole
Community College for PBS to run.

R. Morris said that this effort should be seen as the hardware or platform and that the
CALNO effort as the software or the operating system.
R. Morris stated that it should be possible to come up with a model agreement
encompassing the best of the Seminole County Ordinance.
C. Gennell said that it would be very desira oln to d that thlel advantages of hav ng e

access to the government channels are virtually unlimited.
C. Gennell advised that the CALNO meetings are scheduled on
the first Wednesday of each month.
R. Morris-- Discussion of number of channels, perhaps phasing in. Discussion
regarding channels, band widths, digital (not available at this time), could be addressed
in agreement.
D. Pickett said she would study this issue and provide a response.
