III. Approval of Minutes - September 13, 1995
Commissioner Cindy Gennell asked for a correction on page 2 of
the minutes regarding the vote on Marty's issue -- said
everyone voted yes and winter springs not present for vote;
should read: winter springs voted yes, there was a unanimous
vote.
cindy Gennell made a motion to accept the minutes as amended;
Seconded by Earl McMullen; All agreed.
IV. Treasurer's Report - commissioner Gary Brender
No monies in or out -- Balance still $756.66
Whitey Eckstein brought a brochure from Seminole High School
Band regarding a check given by CALNO.
congratulations were given to Patricia Fernandez regarding her
re-election.
Mr. Steve Cook, Director of the orlando/Sanford Airport
Authority, gave a presentation to the Board:
He brought an aerial view of the airport and surrounding area.
The airport started in the 1940's, a training base for the

Airport is managed by the Sanford Airport Authority consisting
of nine members. The mission is to basically address the
needs of aviation in the region. A sub-mission is to promote
economic development.
Operations at the airport have increased approximately 25%:
Last year 205,000 operations; This year 256,402 operations.
Passenger traffic up about 273%: Last year
passengers; This year 48,426 passengers.

Gallons of fuel sold: Last year - 846,000 gallons; This year
- 1,000,000 gallons.
FAA is now building a tower in approximately the same location
as the existing tower -- a $3,000,000 project and funded by
FAA. Congressman John Mica helped with backing for funding.
will take approximately 15 months to complete and will be
about 80 feet in height.
Jet Air in process of building a 60,000 sq. ft. corporate
aviation center.
Seminole County Sheriffs Department has a hangar project for
two helicopters.
Bulldog Airlines - has Channel 2 helicopter -- moved here from
the Orlando Airport.
Hill Dermaceuticals (in business since 1979) - Manufacture
skin care and hair care products; will provide fifteen
additional jobs within two years. The Authority has built a
taxi way; Bulldog will have a manufacturing plant plus a
hangar.
There are plans for a terminal addition by June 1st for
charter facility for leisure travel: Air Tours from
Manchester, England -- will start April, 1996.
The Central Florida Greenway has been an incentive to bring
much of the new business to Sanford (provides access to
Orlando in about 25 minutes).
Seminole County has plans to build a connecting road to 415.
They have also purchased land around Lake Jessup for a
protected environmental area.
The extension of the Greenway is going towards Airport Blvd.,
cross 46A near skating rink, and will come out south of the
new mall.
The land values around the airport in the agricultural areas
have gone from $3000, $4,000 or $5,000 to $10 - $12,000jacre.

There are plans to extend the north/south runway. There will
be an entrance to the airport from 46 for businesses. There
was discussion on improving the signage surrounding the
airport.
commissioner Whitey Eckstein brought up the fact that many of
the Airport Authority members are not local and are making
decisions for the local area, particularly the schools. The
schools are in the flight pattern (Seminole High School,
Pinecrest, Hamilton, Lakeview, Idylwilde). The question was
asked are they trying to use flexibility of the runways? The
answer was yes, they try to alternate landing patterns. Dr.
Barbara Kuhn mentioned a presentation made to the school board
regarding safety concerns for the schools. Mr. Cook stated
that these concerns were incorporated into the plan for the
airport.
commissioner Brender commended the authority for Hill
Dermaceuticals coming into the area and using planes as an
integral part of the business. He also mentioned that stage
3 aircraft do have hush kits (essentially mufflers around the
engines). He asked if the aircraft planning to come from
Manchester, England will be stage 3? The answer was yes. He
also requested some kind of noise abatement program for flight
path from west to east. Recommendation: Re-route when
possible and bring in from east or south to split up the
traffic density.
The possibility of Kiwi Air Lines coming to the airport fell
through.
There was discussion on commercial traffic coming into the
airport. It was mentioned that in 1994 there was 12,980
passenger movements and in 1995 there were 48,000 thus far.

3/day in the next 4 years.
It was suggested that the new airport terminal have an entry
area before walking directly into the airport, which might not
make the building so warm.
V.
Unfinished Business:
Dr. Barbara Kuhn asked if she could bring an issue before the
Council. She said a rough draft of a brochure for Seminole
Hope had been distributed. She stated that this plan involves
each of the CALNO members. Dr. Kuhn has been designated the
liaison between Seminole Hope and CALNO. The Sheriff got
together a group of people from government, law enforcement,
HRS, drug rehab centers, counsellors, school systems, etc.
interested in safe and drug free neighborhoods. (Not designed
to duplicate services that already exist -- Planned to be a
network to put people in touch with the existing agencies that
can be of help to them).

1 Dr. Kuhn's task as a sub-committee chairman is to ask each of
2 the Council members to obtain information from each Board or
3 Community:

5 (1) What services are already being provided in your City or
6 County that will address the needs of drugs, violence, crime,
7 safety, etc.

9 (2) What unmet needs are there?
10
11 Seminole Hope is meant to be an information gathering
12 organization to provide information. will provide a brochure
13 listing services available in each community.

15 Commissioner Brender mentioned the D.A.R.E. program in Lake
16 Mary which is an existing service in order to exchange
17 information. commissioner Iris Benson mentioned a teen center
18 in Longwood. commissioner Pat Fernandez stated that the
19 Police, Parks & Recreation, and Community Development would be
20 good sources of information.

22 Commissioner cindy Gennell asked for an overview. Dr. Kuhn
23 stated that there is a steering committee representing
24 affordable housing, drug counseling, HRS, School Board,
25 governmental agencies, etc. HOPE: stands for Healthy,
26 options Promoting, E-?

28 It was mentioned that there is only one spouse abuse center
29 located in Sanford, and there may be need for more.

31 It was requested that the information be brought to the
32 November 1st meeting. Dr. Kuhn said she would send each
33 member a copy of the information on HOPE and the two questions
34 typed up.

36 The Council agreed that they would be willing to participate.
37 Commissioner Gennell asked if the Missing Childrens Center
38 would be included in this information? The answer was yes.
39 The psychiatric center at the hospital will also be included;
40 The Senior Center in Casselberry, etc.

42 VI. New Business:

44 Private Property Rights Act, Chapter 163, Florida statutes was
45 handed out to each member. Commissioner Brender provided this
46 information. He said the source of this information was Lake
47 Mary's City attorney. They received this information from a
48 sYmposium presented by the State.

50 Commissioner Brender stated that he felt this would affect
51 each of the members of CALNO in the way we do business or take
52 property for roads, etc.

Opens up entirely new area relative to private property rights
and property owners relative to government agencies. If you
need a retention pond next to a road which would require one
acre -- That one acre may be the entry point for that property
-- under this law, the City would have to purchase the entire
parcel of 12 acres (because taking the one acre, significantly
affects the usefulness and marketability of the property).
This will cost the City, County, and state government a great
deal more in land acquisition. will open a new area for the
courts to get involved in settling the issues.
On page 1136, second question from bottom: What happens if I
win and receive money from the government? The government
owns whatever rights were in dispute in exchange for the money
paid. If someone has a (15) uni t/ acre apartment zoning
density -- if the government takes (2) acres of the property
for a retention pond, it would go down from (15) units/acre to
(10) units/acre -- the government will have to pay that
citizen the difference. The government then maintains a 1/3
ownership of the apartment complex.
It was stated that this whole thing started when the
government in South Carolina took beach property and destroyed
the value of his property and he took it to the courts.
Commissioner whitey Eckstein had to leave the meeting at 8:40.
Commissioner Brender invited each member to read this over and
discuss with the city Attorney and City Manager. It was also
stated that this is written from the private land owners point
of view. The School Board would also be affected, as they are
an independent government body.
It was suggested to ask Don Eslinger to come to CALNO and
explain Seminole HOPE. The Council agreed they would like him
to be invited to the next meeting in November and bring the
brochures.
VII. Reports from Members:
Seminole County School Board:
The two newest schools are Caralon and Highland. There are
hearings scheduled next week on year round schools. The two
hot topics for the School Board are: (1) Safe Schools, (2)
Multi-Track Year Round Schools.
Multi-Track Schools are more economical ($1,000,000 versus
$17,000,000. The meetings are scheduled for next Tuesday,
Oct. 17th @ 3:00 pm, and Thursday, October 19th @ 7:00 pm.
There is a committee looking at a financial cost comparison
with a calendar that would be a compromise, not single track,
but with longer vacations simultaneously.

LonQWood - Commissioner Iris Benson:
By 4 to 1 vote, The City asked the Fire Chief to look into a
plan of providing ambulance service in lieu of a private
service. Iris is against the City going into the ambulance
business (feels it is a big expense and liability factor).
Commissioner Pat Fernandez stated the City of Altamonte is
considering this program. (example: $758 for private
ambulance bill (less than five miles) -- A base rate of
$258.00 plus I. V.) . Florida Hospital cannot transport a
patient from Florida Altamonte to the Florida Hospital in
Orlando, because there is a private ambulance service in the
city of Altamonte. The question was asked who handles the
billing and collection. The 40% non-paYment factor is plugged
into the budget factors -- Even with this factor, there would
be a maximum cost of $215.00 total (including mileage, med
setups, etc.) -- $75. 00 less than the ambulance company's base
rate (includes billing cost). Casselberry includes the cost
in the millage rate and there is no charge to city residents.
Non-residents pay for service. Altamonte may try the private
billing system first. The Fire Department has a computer
system and may do computer input. The Fire Departments have
to have a staff to be prepared for a disastrous fire, but
other times they may have free time to contribute to this
plan. Lake Mary responds to I-4 accidents and has to wait for
a private ambulance.
Lake Marv - Commissioner Gary Brender:
The City has been dealing with some flooding problems. There
was discussion on all cities having stormwater utility fees.
The City has done $25,000 repairs between Big Lake Mary and
Little Lake Mary trying to fix the problems. The Council
members would like to encourage Seminole County to also get
involved in stormwater utilities. New businesses coming into
Lake Mary: Dixon Ticonderoga (pencil mfg.) , HTE
(electronics), AT&T new 3 story building, primera (Pizzaria-
Uno, Orlando Sports). Builders Square is not occupied yet.
Houses are selling and businesses are coming into the area.
There was discussion on reclaimed water in Lake Mary.
Commissioner Brender explained that Lake Mary has reclaimed
water on the Boulevard, will be put in along Rinehart Road,
making a full loop to 46-A. It was recommended that when the
new car wash comes into Lake Mary, that they use reclaimed
water.

Commissioner Gennell of winter springs asked Commissioner
Brender having done Lake Mary Blvd. with a visioning process,
what was the experience? Regarding zoning, some areas should
have changed sooner -- changing from residence to offices.
Some special districts of zoning need to be created, sign
codes and ordinances, and beautification was a priority. The
city maintains the landscaping on Lake Mary Blvd. (Seminole
County does contribute some funds to the maintenance). State
requirements for cutting are only twice a year. Irrigation is
a very expensive part of beautification. Rinehart Road will
cost $435,000.
Casselberry - Commissioner Earl McMullen
Three Commissioners are up for re-election and are running
unopposed in the city of Casselberry.
The city is fighting with the County over CRA.
Altamonte - commissioner Patricia Fernandez
The ci ty has a potential ambulance plan -- The ci ty of
Altamonte has an Ordinance No. 237 on the books that permits
the Fire Dept. to transport family members and City Hall
personnel directly to the hospital. A document is being
drafted to broaden the existing ordinance to cover all
residents of the city. It will either stay as is or be
amended.
The citizens seem to want to try the new plan rather than
accept the way things are with the private ambulance carrier.
At the present there is no anticipated tax increase. It is
estimated that it can be done with personnel and equipment
already in house. It is projected to have one additional
person by the third year. The Altamonte Rescue Trucks are
better equipped than the average ambulance.
There will be a Halloween Festival October 31st at Crane's
Roost.
Al tamonte ' s ISO rating has gone down to 2, which is an
excellent rating for insurance purposes. (Ability to respond
to a fire and have it under control in a specified amount of
time. )

commissioner Gennell had three items to discuss:
1) Regarding the City waiving sidewalks - School Board
representative wants the City to quit waiving sidewalks
and give the money to the School Board because the

schools need sidewalks. Other CALNO members would also
like to hear about this proposal. (Cindy has this
persons name on file)
2) Legislative Delegation - When do they usually come to
talk to CALNO? (They come around January or February
prior to March) .
3) In regard to Treasury: Commissioner Gennell suggested
that CALNO purchase some inexpensive writing pens
imprinted with CALHO to give to guest speakers, etc. The
Council members asked for pricing information and then
can make a decision.
commissioner Fernandez had a question about reclaimed water in
Casselberry? Commissioner McMullen explained that there is
reclaimed water north of 436 -- There is no reclaimed water
south of 436.
