MINUTES OF THE COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY
MEETING held Wednesday, November 2, 1994, 7:00 P.M., Lake Mary City

1. Prayer
Call to Order
Pledge of Allegiance
The meeting was called to order by Pat Warren at 7:25 P.M.
2. Approval of Minutes
Motion was made by Commissioner Gary Brender to
approve the minutes, seconded by Commissioner Cindy
Gennel and motion carried unanimously.
Commissioner Brender asked the Board at this time to introduce
themselves for the record.
3. Treasurer's Report
Commissioner Brender said there was no acti vi ty for the
Treasurer's Report and the balance is $531.66.
Motion was made by Sandy Robinson to approve the
Treasurer's Report, seconded by Commissioner
Fernandez and motion carried unanimously.
4. Old Business
A. Sign Coordination Effort
Commissioner Warren distributed copies of the last minutes she
had from Herb Hardin, Current Planning Manager with Seminole
County, as far as his efforts to pull together a review

committee. Commissioner Warren said if there is something
this group should be aware of, the person appointed by each
entity should be encouraged to attend that technical
committee meeting.
Commissioner Brender said the City of Lake Mary planned to
begin enforcement of their sign codes on February 1, 1995 and
would love to see something put together they could all agree
on.
Commissioner Brender said another item of was the Steak N'
Shake on Lake Mary Boulevard that has the rear of the building
facing Lake Mary Boulevard. Commissioner Warren said there
were no codes to control which way the building sits.
Mr. Semanisin explained that this particular establishment's
goal was to attract a lot of classic car people, and they
needed to face the Target parking lot so their overflow
parking would go to Target instead of their other neighbors.
He noted the landscape plan was in compliance Lake Mary codes.
The issue of colors of buildings was brought up and no entity
had any architectural regulations governing aesthetics or
materials used on buildings.

New Business
A. Stormwater Update
Mr. Sellers said Seminole County was beginning the process of
taking a proactive position on stormwater management in 1986-
87. A study was done to determine the locations of stormwater
problems and were defined as: (1) periodic short-term
standing water in roadways; (2) water flowing from roadways
and flooding yards, not getting into structures; (3) longer-
term standing water in and around structures; and (4)
structures being inundated and uninhabitable. These
definitions are based on a 10-year storm event which is a
storm that is specific to the area of study that is likely to
occur one time in ten years bringing a specific amount of
rainfall in a certain period of time.
In response to a question by Commissioner Benson, Mr. Sellers
said there were other design year storms used for different
kinds of stormwater analysis such as 25-year for retention
ponds, and 100-year design for major facilities that cannot
tolerate flooding at all such as the interstate system.

Of these they expected about 30% to be in the third level of
flooding.
Mr. Sellers said the intent of the study is to take the first
step in trying to get a handle on where the problems are going
to be and to identify what the County can do to cause the
flood elevations to be reduced. In order to spend money in
the most efficient way, they needed to isolate the drainage
basins in the County individually and then do engineering
design and specific identification of mitigation processes so
a program of work in a priority order can be developed. They
are currently about half way through the process. They are
using the findings of the studies to put together a work
program for five years that identifies where they are going to
spend money in order to get the most relief for the most
people. Concurrent with this process is the recognition that
the County and cities needed to attack this together to help
prevent duplication of effort and ensure each entity is not
causing problems to each other.
Mr. Sellers said they needed to identify how they were going
to pay for this. In 1991, the County had a study done to
analyze the different alternatives that may be available to
develop funding. As part of the study, it was determined they
needed a very strong public informational package so citizens
would have a general understanding of the problems and why an
additional tax is being imposed. During this next year the
County will be putting together a public involvement plan and
will be asking the cities to participate in the program.
Mr. Sellers said currently in effect is NPDES (National
Pollution Discharge Elimination System) which is federal
legislation which says you can't put dirty water in waters
ultimately outfalling. We are obligated as local governments
to have stormwater systems that we maintain and operate and
concern ourselves with water quality. The County has entered
into interlocal agreements with the cities to submit the NPDES
Phase I which notifies the feds and EPA that there is a
stormwater system in Seminole County. Ultimately the product
of the public involvement plan will be a clear understanding
on all our parts about where they are headed, why they want to
get there, how much it will cost, who pays, and those who do
pay have a reasonable expectation they are getting something
for their money.
Ms. Warren said the County's basins are drainage low points
for Orlando, Winter Park, Orange County and reaches out to
other areas so it's not as simple as saying Seminole County
must do such and such but is an equity issue of reaching out
and trying coordinate regionally.

Ms. Warren said this year has got to be the year of educating
the citizens on this charge and probably would be inviting
members of this Board to interface.
Commissioner Gennel asked if there were requirements the
County felt were unnecessarily excessive to the point where
some of the regulations may be adjusted or repealed. Mr.
Sellers said there was reasonable expectation that the NPDES
legislation will be modified and at a minimum would be a delay
of the requirements to meet these very rigorous thresholds for
the quality of water that you discharge, and perhaps some
relaxation on some of the standards depending on the quality
of the body of water you are discharging into.

Commissioner Gennel asked about the fencing of ponds because
FDOT was requiring some in Winter Springs to be fenced, and
Mr. Semanisin stated the County encourages developers to build
unfenced ponds. There was a period when people felt they
represented a liability but what happens is they become an
eyesore, people mow to the pond and then throw their clippings
over the fence. When there is no fence, people who live
around the lake will take it on as part of their property.
They have found it best to encourage people to put in a 6:1
slope. The standards typically used by FDOT is to make the
slope as steep as they can (2:1) because it reduces the amount
of land area they have to buy and the same applies to
developers.
Mr. Semanisin stated the County monitors the lakes on a
monthly basis as well as rainfall records if anyone needed any
information.
Commissioner Warren noted that the Water Resources Conference
would be held November 14th. The price is $25 and encouraged
each entity to have a representative attend. She noted that
high school students would be attending this year.
Commissioner Gennel noted that St. Johns River Water
Management District has a video and teacher's packet available
free of charge.
Mr. Semanisin said FEMA looks to the County to manage flood-
prone information. Mr. Sellers said the County has now hired
a new Stormwater Engineer, Jim Show, who will be contacting
the respective staffs. Mr. Semanisin showed a video of the
Wekiva River and The Springs Subdivision. Due to flooding,
the springs had to be closed in June and has not reopened, and
the water is muddy and silty.

Commissioner Eckstein said under the current interpretation of
ex parte communications, he could not respond to his
constituents when he is not even allowed to talk to his staff.
He was approached by a resident regarding a development going
in near Mayfair and had to tell him he couldn't talk to him
because of ex parte communications. His staff and P&Z knows
but he has no idea of what's going on. He recommended at the
next legislative session and League of Cities that this be
brought up and addressed.
Commissioner Warren agreed that it is frustrating but the
County Attorney was a little more liberal in that if a member
says during a board meeting he has talked to both sides, that
would be allowable. People should be allowed to talk to the
elected officials but somehow merge with the law as we answer
to the law.
Mr. Litton noted that it was also frustrating for staff and
they would like to feel free to talk to their Commissioners.
Commissioner Eckstein said "Light Up Sanford" would be held
December 10th which will be a Christmas Parade with Disney
characters.
Commissioner Benson said Longwood had a meeting on the
Rangeline Road Redevelopment with over 100 people attending.
It was decided to two-lane Rangeline Road, redevelop it and
put a median divider of 16-feet. One of the Commissioners
felt the City was being deceived and only 12 feet was required
and was asking for a recall on the votes. The speed ramps
that were installed have slowed down the traffic.
Commissioner Benson said she attended two meetings of the
Seminole County Juvenile Justice Council.
Commissioner Gennel said Winter Springs would be torn up for
the next couple of years. Seminole County is widening
Tuscawilla Road which is the main north/side route, the State
is working on the east/west, and two new schools are planned.
Commissioner Gennel said the Winter Springs Arts Festival
would be held December 3rd and 4th at Central Winds Park and
encouraged everyone to go out and take a look.

Commissioner Gennel said she was thinking of recommending to
her Commission that Winter Springs have a City flag.
Commissioner Fernandez said two nights ago Altamonte Springs
had some events for Halloween at Crane's Roost and 8,000 to
10,000 people attended. This was a first-year event and was
a tremendous success. People have already started making

Commissioner Fernandez said she would bring a schedule of
events to the December meeting for the City of Al tamonte
Springs 75th Anniversary Celebration in January.
Commissioner Fernandez said Altamonte Springs had severed
their relations with Little League and was trying to implement
a Babe Ruth program.
Commissioner Brender said Olympia Homes and Lennar Homes
planned developments on Rinehart Road, Sun Bank now owns
Timacuan and are in the process of trying to get it going
again, the rear of the Fairway Hills area is now completely
redone, Builder's Square is closing and there are rumors of
Costco going in.
Commissioner Brender said Timacuan (Sun Bank) had offered the
school board 12-1/2 acres of property for an elementary school
and he understood the school board was turning the offer down.
According to school board staff in the Planning Department, if
they multi-tracked every elementary and middle school student,
another school would not be needed, and they are aware of the
new developments on Rinehart Road.
Ms. Robinson spoke in defense of school board staff that there
is also Wilson, Idyllwilde and Lake Mary all very close but
with the development coming in on Rinehart, they may need to
take another look at it.
Ms. Robinson said there is a Convention Feasibility Committee
in Seminole County and four sites have been designated
acceptable for convention facilities. It is now on hold until
they can see what type of impact they will have. The sites
are Altamonte Springs, Lake Mary, Sanford and Oviedo.
Ms. Robinson said tomorrow night they would have a work
session on housing opportunities for South Seminole Middle
School and Lake Howell High School and how they would handle
the housing of students during major renovations.
Ms. Robinson said on December 14th, they were having a work
session with the County regarding the Sidewalk Feasibility
Study.
Ms. Robinson stated there was a task force working to come up
with parameters for rezoning on November 29th.
Ms. Robinson said the new "License for Learning" license
plates are available and they must be purchased in Seminole
County in order for Seminole County to receive any benefits.

Commissioner Fernandez said she referred a parent with a child
who had severe neurological problems and was having problems
with the school bus to Ms. Robinson and commended her for all
the help and assistance she gave.
Commissioner Warren said she would be unable to attend the
December 7th meeting, and Commissioner Benson volunteered to
chair that meeting.
Commissioner Gennel said she would like to have the Seminole
Mall people give a talk to this Board, and due to elections,
it was the feeling of the Board to deal with this in January.
Motion was made by Commissioner Brender to adjourn,
seconded by Commissioner Benson and motion carried
unanimously.
There being no further business, the meeting adjourned at 9:45
P.M.
