HomeMy WebLinkAbout1994 10 05 Minutes COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY The Council of Local Governments in Seminole County held a meeting on Wednesday, October 5, 1994 at 7:00 p.m., City of Casselberry Commission Chambers, 95 Triplet Lake Drive, Casselberry, Florida. MEMBERS PRESENT: Commissioner Whitey Eckstein, City of Sanford, Acting Chairperson Commissioner Cindy Gennell, City of Winter Springs Commissioner Iris Benson, City of Longwood Commissioner Gary Brender, City of Lake Mary Board Member Sandy Robinson, Seminole County School Board Councilman Thomas A. CALL TO ORDER The meeting was called to order by Commissioner Eckstein, Acting Chairman, at 7:04 p.m., followed by an invocation by Board Member Robinson, and the Pledge of Allegiance. APPROVAL OF MINUTES MOTION: Commissioner Brender moved, Commissioner Benson seconded, and motion carried unanimously to approve the minutes of the September 7, 1994 Council of Local Governments in Seminole County meeting as presented. 3. TREASURER'S REPORT Commissioner Brender reported there has been no activity over the past three (3) months, and the balance remained at $531.66. 4. OLD BUSINESS Commissioner Brender requested a status report regarding Countywide sign regulations. Commissioner Brender reported the City of Lake Mary would be strictly enforcing its existing sign regulations on the north side of Lake Mary Boulevard beginning January, 1995, and that he would like to see action by the Council to promote Countywide regulations. Commissioner Eckstein stated he was unable to give a status report because Commissioner Warren has been handling the matter, but he would request the matter be placed on the next meeting's agenda. 5. NEW BUSINESS A. INTERLOCAL AGREEMENT ON MEDIATION Attorneys McMillan and McIntosh presented the final version of the Interlocal Agreement on Mediation, and stated it had been reviewed and tentatively approved by all attorneys representing the various Members of the Council. Mrs. McIntosh noted that some of the Members' entities had passed incorrect versions of the agreement and it would be necessary for those parties to readopt the corrected agreement. Mr. McMillan stated there would only be one (1) original document which will be forwarded to each entity to be signed after adoption in order to avoid confusion. Certified copies of the fully executed agreement would then be distributed to each entity by Clerk of the Circuit Court. The Council accepted the Interlocal Agreement on Mediation as presented. Mr. McMillan requested that those entities that had not yet approved the correct version of the agreement, notify his office when the action is completed. SEMINOLE COUNTY EXPRESSWAY AUTHORITY BOARD APPOINTMENT RECOMMENDATION MOTION: Councilman Hagood moved, Commissioner Gennell seconded, and motion carried unanimously recommend City of Sanford Mayor Bettye Smith for reappointment to the Seminole County Expressway Authority Board. 6. REPORTS FROM MEMBERS Commissioner Eckstein welcomed Acting Mayor McMullen as the newly appointed Council Member representing the City of Casselberry. Acting Mayor McMullen noted that it was typically customary for the host City to give a presentation, and requested an opportunity to do so. Commissioner Eckstein granted the request and apologized for the presentation being omitted from the agenda. City of Casselberry . Dick Wells, City of Casselberry's Community Development Director, gave a brief presentation of the City's plan for a Community Redevelopment Agency (CRA) and upgrading of the 17-92 commercial corridor in Casselberry. . Jack Schluckebier, City of Casselberry's City Manager, presented some of Casselberry's concerns regarding the ballot proposal on casino gambling to the Council Members, and outlined the adverse affect the amendment would have on cities in Seminole County if passed. Council Members agreed that it would affect all the entities they represent and further discussed having the Council address the matter in the future. City of Lake Mary Commissioner Brender made the following report: . Commissioner Brender noted he and two of this fellow Commissioners were unopposed for re-election, making an election unnecessary in Lake Mary this year. . The City of Lake Mary is currently working in conjunction with the City of Sanford on the improvements to East Lake Mary Boulevard. . The City of Lake Mary has hired a consultant and is considering developing a Community Redevelopment Agency (CRA). Council of Local Governments in Seminole County October 5, 1994 Page 4 . The first public hearing on a new Target Industry District to be set up on the Rinehart Road and Interstate 4 corridor is scheduled for Thursday, October 6, 1994 at 5:30 p.m.. City of Longwood Commissioner Benson made the following report: . The City of Longwood adopted its Fiscal Year 1995 budget which include across- the-board pay increases to its employees in attempt to make salaries more competitive amongst like-sized cities. . A sewer development is projected for State Road 434 to enhance relocation of businesses to that area which is undeveloped. . The City of Longwood is also installing sewers for all the City buildings in the downtown area. . The City is conducting a sale of engraved bricks to pave the street between the Community Building and City Hall. . The Farmer's Market held each Saturday downtown, continues to be a success. City of Oviedo Councilman Hagood made the following report: . The City of Oviedo seated Mike Ragsdale on the Council Monday, October 3, 1994. Councilmen Hagood and Benson were re-elected for a second term and seated as well. . The City of Oviedo Council reduced their ad-valorem tax increase amount slightly. . The City of Oviedo will be holding discussions with Seminole County and the developer of the proposed mall regarding annexation agreements. Dates for those discussions have not been determined yet. . Councilman Hagood noted the next Council of Local Governments in Seminole County meeting is scheduled to be held at the City of Lake Mary, Wednesday, November 9, 1994 at 7:00 p.m.. Seminole County School Board Board Member Robinson made the following report: . Board Member Robinson noted she and another Board Member were unopposed for re-election this year. Council of Local Governments in Seminole County October 5, 1994 Page 5 . The School Board will be having numerous workshops. One will be for design of two new elementary schools. One school will be built in the Winter Springs area near Sheppard Road, and the other one will be built in the Oviedo area near the Caroline subdivision. . The School Board is going to use existing property it owns near Bear Lake Elementary to build a new facility to house the student body of Teague Middle School. The old Teague site will then be used as a ninth grade center to relieve some of the student population at Lake Brantley High School. . Other discussions will held with parents in reference to where to house student bodies of Lake Howell High School and South Seminole Middle School when those schools are renovated. . Another workshop will be held on cultural diversity to make Seminole County schools proactive to the changing demographics of the County and needs of the incoming students. City of Sanford Commissioner Eckstein made the following report: . The City of Sanford is also considering a Community Redevelopment Agency (CRA). The area most likely will include downtown, the waterfront and possibly go as far as Interstate 4. . The City of Sanford initiated a Code Enforcement team to give thorough attention to those problems in the City. . Commissioner Eckstein stated that in his opinion Joseph Hillebrandt, former Mayor of Casselberry, was a very viable and contributing member to the Council of Local Governments and hoped that everything goes well for him personally. City of Winter Springs Commissioner Gennell made the following report: . The City of Winter Springs is looking forward to the building of the new high school and elementary school. . The Winter Springs portion of State Road 434 will be widened within the next several months, which will promote development of that commercially zoned corridor. Bike lanes are being planned for that corridor as well. . The City of Winter Springs is involved in a small area development study with the City of Oviedo and Seminole County. . Several hundred new homes were recently approved by the City of Winter Springs, and will be built in approximately six (6) different subdivisions.
