First St Sanford, Fl 32771 Dear Chairman Warren: During the March 2nd CALNO meeting, the members discussed proposals for adopting a standardized Sign Ordinance for all of Seminole County. The general feeling of the members appeared to be that the existing Sign Ordinance's within the municipalities were appropriate and reflected the desires of each city, and that a standardized code was not necessary or desired. o Although the Council did not support the concept of an all encompassing standard sign code, there was some interest regarding adoption of a standard date for all non- conforming signs to be brought into compliance with each jurisdictions current codes. In that light, the Council requested that County Staff update the sign matrix that had previously been submitted, so as to include the cities of Altamonte Springs and Oviedo. This revised matrix is attached for your review. Without unanimous support for an overall standard Sign Ordinance, it would not be prudent to proceed any further with this proposal, however; should the Council desire to formulate and recommend a standard date for bringing all signs into conformance with existing codes, the following is a brief summary of the various jurisdictions requirements for bringing non-conforming, on-premise signs into compliance: 1. Conformity as to Height- Six jurisdictions have adopted dates ranging from 1991 to 1998, for the lowering of all signs that exceed current height minimums. Two jurisdictions have not adopted any date for lowering non-conforming signs. 2. Conformity to Size and Location. Three jurisdictions have adopted dates ranging from 1991 to 1998, for bringing signs into \ conformance with current size, location or spacing requirements. Five jurisdictions have not adopted any date for bringing signs into conformity with the current size, location or spacing requirements. o If there is a desire of CALNO to formulate and recommend any standard date for bringing non-conforming signs into compliance, I would recommend that 1998 or later be established so as to not conflict with any existing local ordinance. o (1 o I will attend the April 6th CALNO meeting and hopefully be prepared to answer any questions that may arise, and will look forward to working with the Council and staff members of the various municipalities if there is a desire to proceed with any standard sign recommendations. ~ Herb Hardin, Manager Current Planning Division att: Sign matrix cc: Greater Orlando Assn of Realtors Home Builders Association Greater Seminole County Chamber of Commerce Ron Rabun, County Manager Tony Vanderworp, Planning and Development Director
