MINUTES OF THE COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY
meeting held December 1, 1993, at 7:00 P.M, in the Lake Mary
Commission Chambers, 100 N. Country Club Road, Lake Mary.
In Attendance:

I. Call to Order
The meeting was called to order by Chairman Hillebrandt at 7:35
P.M.

III. Treasurer's Report
Commissioner Jore stated that the balance at the last meeting was
$589.25 and there were no transactions this month, leaving the same
balance. He noted that CALNO has not given a plaque to
Commissioner Kaehler.
IV. Old Business
Commissioner Jore asked if the Conflict Resolution final document
has been mailed and Chairman Hillebrandt responded affirmatively.
Mayor Hillebrandt noted he will personally take ten originals to
each City for signatures so that each can be provided with a fully
executed document.

V. New Business
Use of Community Service Labor
Commissioner Jore noted a prior meeting where they discussed the
use of community service labor and that the problem is that those
sentenced can do their service anytime it is convenient for them,
with no accountability. The sheriff is willing to meet with judges
and see about assigning site specific community service, and has
asked for CALNO (as a group) to confirm they will participate if
the problems can be worked out. Commissioner Jore suggested this
could be done at the time of sentencing. Discussion ensued and it
was the consensus of those present that community service workers
could be used in numerous instances but as it is now, it is a joke.
Councilperson Hagood suggested each CALNO member go back to their
individual city Commission's and see if they support this.
City Manager Litton noted there is a Seminole County Manager's
meeting next week and he will bring this item up.
Commissioner Kaehler suggested meeting with the chief judges.
Mayor Hillebrandt suggested that in February they invite Sheriff
Eslinger and the chief judges to attend for further discussion.
Next Meeting Agenda
Mayor Hillebrandt stated that the January meeting will be held at
the City of Longwood and a representative from the Seminole County
Fair & Expo will give a presentation. This event is to be held
February 24th through March 6, 1994 at the Dog Track in Longwood.
Mayor Hillebrandt noted this is not a small project and is a new
direction for a fair to go. He further noted Casselberry has
serious concerns about traffic (ingress/egress). He distributed a
brochure on the event, a copy of which is attached and becomes a
permanent part of these Minutes.
VI. Reports From Members
Lake Mary
Commissioner Jore reported the Lake Mary Boulevard Project is
nearing completion.
He noted Lake Mary's arbor ordinance is strict and he has some
concerns regarding enforcement and this ordinance will be under
review in the near future. While he understands the need for
restrictions he felt that it currently restricts the property
owners rights. A brief discussion followed on various aspects of
the different jurisdictions ordinances.

Oviedo
Councilperson Hagood stated that last month a discussion was held
about the increased rates at the landfill and he received a written
response from Seminole County Manager Ron Rabun. His response was
basically that this was done before he became Manager and that it
may not be done this way in the future. Anyone interested in
obtaining a copy of Mr. Rabun's response may contact Councilperson
Hagood.
Winter Springs
Commissioner Kaehler stated they have two new Commissioner's coming
on board who are to be sworn in December 6th.
She further stated that one of the best things she's done as a
Commissioner is serving on CALNO: it is informative, discussions
are friendly and has proven to be very useful. She is now able to
call other cities and discuss any problems that may arise.
Casselberry
Mayor Hillebrandt stated they are getting a Target store on highway
17-92 where Casselberry Land Company's white building and balloon
factory is currently located. He would like to see the area from
Live Oak Blvd. to Oxford Road redeveloped. They are also getting
a Pizza Hut Delivery at Seminola and Winter Park Drive.
Mayor Hillebrandt stated Casselberry recently redid its alcohol
service hours so they are now in line with most of the county
whereby alcohol can't be sold from"2:00 A.M. to 7:00 A.M.. There
is a "loophole" that unless a business has an "ll-C" license (which
most fraternal organizations have), they cannot operate these
hours. He cautioned that each member may want to check their
ordinances for this clause.
Adjournment
Motion was made by Commissioner Jore, seconded by Commissioner
Hagood, to adjourn. at 8:25 P.M. Motion carried unanimously.
