COUNCiL OF LOCAL GOVERNMENTS iN SEMiNOLE COUNTY
OCTOBER 2, 1991
The regular meeting of the Council of Local Governments in Seminole county was
held at Winter Springs City Hall, 1126 East State Road 434, Winter Springs,
Florida, on Wednesday, October 2, 1991 at 7:15 P.M.

CALL TO ORDER

The meeting was called to order by Commissioner David K. Mealor.
Commissioner David Mealor, stated that Mayor

Moved by Commissioner Cook, seconded by Commissioner Eckstein to approve the
minutes of September 4, 1991. Motion carried.
TREASURER'S REPORT
Commissioner Eckstein stated the current balance is $430.14. At the last meeting
I reported that there might be a check outstanding, concerning the visitor from
Tallahassee. Several members questioned the dispersement. Commissioner Mealor
asked if it would be acceptable to the group to move this report to later in the
meeting. All were in agreement.
OLD BUSINESS
There was discussion on the payment to the member of the Conflict Resolution
Group, from Tallahassee and was decided to move this to the end of the meeting.
NEW BUSINESS
Gerald Brinton, Seminole County Expressway Authority, gave an update on the
Beltway.

Brinton said the Seminole County segment of the Beltway is about 20% of the
entire system and will have the most traffic use. The southern portion, the Red
Bug Road area is estimated to handle 30,000 cars per day in the first year.
About 10,000 cars are estimated to cross the bridge over Lake Jesup in the
opening year. Bids have been received for the contract over Lake Jesup and the
three to the south of the lake. The bids have come in almost 20% under the
engineering estimate.
Brinton described where the beltway will be built and the locations of the
interchanges.
There was discussion on buffers. Brinton stated that they plan on preserving as
much of the vegetation as they can and will plant low maintenance trees and wild
r:owers. The entire beltway will be lighted. The lighting is designed to have
the light directly on the roadway. The construction should be started by early
December for each phase or the beltway. The segment from 426 through the Red Bug
Road interchange is targeted to be opened by April 1993. The next segment to the
lake and the bridge over to 17/92 is targeted for September 1993. It will take
two years to build the bridge. The beltway will stop six miles short from i-4
in Sanford because of lack of funds. Hopefully the funds will be available
around 1996 to complete the beltway through to 1-4.
There was discussion on the price of the tolls and if people will use the beltway
because of the cost to ride on it.
Brinton stated that the road will be State Road 417, and its secondary name will
be the Greene Way.
Commissioner Mealor thanked Gerald Brinton for giving the presentation.
Commissioner Mealor said item B on the agenda is to discuss his representing
CALNO on the Seminole County Economic Development Steering Committee. He stated
that he was automatically put on the committee. He stated that if the group
would like someone else to represent them he didn't mind. He also mention that
this is a very important committee. He is working on the area of governmental
regulations aspect. The group was all in agreement for Mealor to represent
CALNO.

TREASURER'S REPORT
Commissioner Mealor stated to the best of his knowledge on the payment to the
member of the Conflict Resolution Group member's plane fare. He stated that it
was never absolutely certain that CALNO would pay for the gentleman's ticket.

There has been nothing submitted in writing from them for reimbursement. There
has been no follow up report which was part of the minutes, and after a telephone
conversation was told they would get back to him and as of yet no one has gotten
back to him.
There was discussion on this, and Mealor stated that he would call them and ask
them to submit a bill with the report.
REPORTS FROM MEMBERS
LAKE MARY
The next mee~lng will be held on November 6, 1991, in Altamonte Springs. The
dedication of Liberty Park will be on Saturday, October 12, 1991, at 10:00 A.M.
A citizens initiative was successful, and on the November ballot a referendum
will be placed with the intent for large scale funding for projects not to take
place without voter permission.
OVIEDO
Commissioner Cook stated that the City of Oviedo had a City election and she was
reelected, there is a new city councilman, Phil Hanson, and a new mayor, Dave
Kickerbocker. Round Lake Park has opened which has nature trails and a fishing
dOCK. The City has a community group cf people who is trying to help build the
City a playground and we will be coming to the School Board to request the
opportunity to build the playgroundj"tot lot" adjacent to the Lawton House
complex. We are also requesting a joint meeting between the County and City to
discuss those matters. The City also had a visit from the local chapter of the
American Institute of Architects, who looked at the downtown area and came up
with ideas and diagrams of what we might do to our "old" downtown area. In
November we will have "Great Day in the Country".
SANFORD
The City is having Mr. Duanny, a famous archetic, to look at the downtown
historic district plus the downtown businesses and try to came up with a Master
Plan for the design of the City. The meeting is Friday, October 11, 1991, at
3:00 P.M. to 7:00 P.M. at the Civic Center and Saturday, October 12, 1991, from
9:00 to Noon in the City Hall Chambers.
SEMINOLE COUNTY
Commissioner Pat Warren spoke about the exporte communication. The County
Attorney had a very conservative opinion on the issue.
Warren stated that Mr. Rayburn has presented the Commission with a reorganization
that will be his stamp to try and pull things together. Public works consolation
will have the entire areas of water and sewer, roads and drainage, solid waste,
engineering, traffic engineering. The "soft departments" will be brought under
the Planning Department such as: Comprehensive Planning, development review, land

managem€nt, building inspections, code enforcement, natural resources, capitol

SCHOOL BOARD
Nancy Warren spoke of the impact fee study which came back and said they needed
more time and will be proposing what will be a permanent impact fee. We are
looking for school sites and trying to sell sites that we will not use.
The School Board resolved an issue with the City of Winter Springs without having
to get into any litigation.
Warren also stated that the budget cuts for the schools are true, the schools are
facing serious times.
