COUNCIL OF LOCAL GOVERNMENTS IN
SEMINOLE COUNTY
August 7. 1991
The Workshop on Conflict Resolution for the Council of Local
Governments in Seminole County was held at the District Office of
the School Board of Seminole County. Sanford. Florida. on Wednesday
August 7. 1991. at 6:00 p.m.

CALL TO ORDER:
Chairman Mealor called the meeting to order at 6:14 p.m.
PLEDGE OF ALLEGIENCE:
The Pledge of Allegience was suspended for the evening.
APPROVAL OF MINUTES:
The Minutes of June 5. 1991. were unanimously approved as submitted.
INTRODUCTIONS:
Chairman Mealor asked each member present to introduce themselves
and to convey to everyone what experience they had had in conflict
resolution. After everyone had been introduced and all guests had
been identified. Chairman Mealor introduced Raphael Montalvo and Dr.
Tom Taylor of the Florida Growth Management Conflict Resolution
Consortium. who took over the direction of the evening I s workshop
meeting.
AGENDA:
I. OPENING - Dr. Taylor and Raphel Montalvo introduced themselves
and gave a brief background regarding Florida Growth Management
Conflict Resolution Consortium. Each explained their particular
roles and positions and in particular. where each of their offices
were located. Dr. Taylor gave a background of his experience
beginning in New Orleans as a VISTA Volunteer. He congratulated the
members for their agreement and foresight in trying to create a
structure and purpose.
II. PROGRAM The program began with an introduction to
Collaborative Problem Solving including examples and case studies.
All the characteristics of public disputes and alternative responses
were approached. Members were given sheets to study and to mark.
and they were exercised in examples of hard and soft principles and
how they each individually handled conflict. Questions and comments
were ongoing during the entire program. Stages of negotiations were
discussed. A lot of brain storming and participation was in
evidence. All the members were very vocal in their opinions and
particular situations. Many examples of conflict were discussed and
various approaches were shown. Everyone was very involved and gave
many examples of various conflicts.
III. After a break. the meeting was continued. The rest of the
evening was devoted to discussion of the revision of CALNO's
Mediation Agreement. Dr. Taylor complimented the members on the
document. Again. many concerns were discussed and areas were
examined for possible solutions. Everyone was encouraged to contact
Raphael so he could make revisions. Everyone was also encouraged to
contact the attorney for each municipality or organization for
input. Public Workshops and hearings were discussed. In the end.
it was agreed that a revised Interlocal Agreement would come back to
the Council at a later date.
Chairman Mealor thanked everyone for attending. The next CALNO
meeting will be on September 4. 1991. at the Central Florida
Regional Airport. The October meeting will be at Winter Springs
Express Authority. The meeting adjourned at 8:55 p.m.
