The Council of Local Governments in Seminole County
unanimously agreed .to forward to you the following list of
legislative priorities for 1991. As a group or as individual
members, we would be willing to assist in any manner you deem
appropriate. Please feel free to contact me or any member of The
Council if further information is needed.
COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY
Legislative Policy Statement - 1991
The Council of Local Governments in Seminole County encourages you
to:
Support the repeal of Section 166.231 (l)(b) of the Florida
Statutes which exempts the "fuel adjustment charge" from the
Public Service Tax.
Support legislation that allows a local government to receive
revenues via "partial year assessments" or "interim service
feesll on new construction upon issuance of a certificate of
occupancy.
Support increased authority for local option gas taxes so that
local governments can further address current and future
municipal transportation needs.
Support legislation to develop a state water resources
management policy to be implemented within the existing
comprehensi ve planning process and which deals responsibly and
equitably with issues of local government administration.

Insure that schools be included in concurrency requirements
for all growth management plans
Support legislation which promotes urban infill by requiring
more stringent public facility and service provision
requirements in rural areas than required in urban areas.
Insure that lottery funds be used for enhancement of
education.
