R. 434, Winter Springs, Florida, on Wednesday, Sept. 5, 1990 at 7:00 p.m. MEMBERS PRESENT Commissioner Lee Constantine, Altamonte Springs Mayor Andrea L. Dennison, Casselberry Commissioner David K. Mealor, Lake Mary Commissioner Hank Hardy, Longwood Councilperson Jane Dees, Oviedo Commissioner Whitey Eckstein, Sanford Commissioner Jennifer Kelley, Seminole County Nancy Warren, Seminole County School Board Commissioner Cindy Kaehler, Winter Springs x x x X X X CALL TO ORDER The meeting was called to order by Commissioner David K. Mealor. APPROVAL OF MINUTES Moved by Commissioner Kelley, seconded by Commissioner Constantine to approve the minutes of Aug. I, 1990. Motion carried. TREASURER'S REPORT Commissioner David Mealor reported the following: As a follow-up to our last meeting, we do not need a tax number to insure our status of receiving non- fee services from the First Seminole Bank/Lake Mary. This service will continue thanks to the efforts of Mr. Dennis H. Courson. There has been no financial activity since our last report and the current balance as of 9/5/90 is $278.81. OLD BUSINESS There was discussion of the Traffic Enforcement and Management Team Interlocal Agreement. The cities of Sanford, Altamonte Springs and Winter Springs have approved it. NEW BUSINESS Motion was made by Commissioner Eckstein to continue to let Mayor Bettye Smith serve on the Expressway Authority. Seconded by Commissioner Constantine. Discussion. Motion carried unanimously. Mayor Bettye Smith is reappointed to the Expressway Authority. Council of Local Gov. in Seminole County Sept. 5, 1990 Page 2 HOST PRESENTATION Commissioner Kaehler made a presentation of the new 59 acre recreational area that is being developed in Winter Springs. A swimming pool and therapeutic pool are also being planned. Commissioner Constantine made mention of the concern of citizens regarding the high cost of ambulance service, and asked to have a presentation made to the Council at some future date by the ambulance service. REPORTS FROM MEMBERS Sanford There is to be an announcement on Sept. 6th at the City of Sanford Commission Chambers regarding a major tenant for the proposed Mall. Seminole County The garbage franchise has been passed and the recycling is anticipated to begin in November. There was discussion of the improvements made in the Midway area. There will be another clean-up in November. School Board The new school year has begun with approximately 2,000 more students. There was discussion of the salary increase for teachers and the changes in the insurance package. Altamonte Springs Commissioner Constantine asked that the Chairman find out the status of the Committee on joint health insurance. There was discussion of the Winwood area and if some improvements could be made. The Council of Local Governments in Seminole County Meeting will be held next month at the Westmont Park on Spring Oaks Boulevard. Meeting adjourned at 8:30 p.m.
