MEMBERS PRESENT Commissioner Hank Hardy, Longwood Councilperson Jane Dees, Oviedo Commissioner Whitey Eckstein, Sanford Deputy Mayor Cindy Kaehler, Winter Springs MEMBERS ABSENT Commissioner Lee Constantine, Altamonte Springs Mayor Andrea Dennison, Casselberry Commissioner David Mealor, Lake Mary Commissioner Jennifer Kelley, Seminole County Na.ncy Warren, Seminole County School Board CALL TO ORDER ,- The meeting was called to order by Chairman Hank Hardy. :1'1 APPROVAL OF MINUTES NO quorum to approve Minutes of May 2, 1990; to be submitted for approval at the September Meeting. TREASURER'S REPORT No Treasurer's Report. OLD BUSINESS No old business. NEW BUSINESS A) No Host Presentation. FROM:Cittj Clerk TO:LONGWOOD CITY HALL JUL 19, 1990 4:25PM ~223 P.03 B) Jean Kassab, Senior Management Budget Analyst, Seminole County presented a Local Option Gas Tax Distribution Calculation Chart, for the Calendar Year of 1991. She stated that the process is the third administered program under the Interlocal Agreement, that Seminole County has adopted a fixed rate of 63.6% for its portion of Local Option Gas Tax, that the proceeds are divided among the seven Cities. Ms. Kassab also stated that the transporation formula is calculated over a five year period, that proceeds from bonds are not included in the formula, however, local and state expenditures are included, as well as developer credits in lieu of impact fees for special projects, are eligible for inclusion, that the credit would have to be identified separately, that a copy of said credit would have to be submitted with the certification, Hithin the fiscal year, which would be amortized over a three year period. Further, no protests with regard to the calculations have been received, that certification must be submitted to the State by July 1, 1990, otherwise the formula submitted from the previous year would be used automatically. The Consensus of the Council was to approve Seminole County Local Option Gas Tax Proposal. C) MEETING DATE FOR JULY 1990. The Consensus of the Council was to cancel the July and August Meetings; the next Meeting to be held in September, Seminole County. However, if, in the interim, someone requests a meeting prior to September, said request will be considered. r# The Chairman stated that the Seminole County Local Option Gas Tax proposal will be submitted for approval, together with the Minutes of May 2, 1990, and June 6, 1990 Regular Meetings at the Meeting in September. ~PORTS FROM MEMBERS 4 ., OVI~QQ Jane Decs reported that Oviedo has resolved its problem with the School Board, that the City is gearing up for the elections, and is currently preparing for an audit. WINTER SPRINGS . Cindy Kaehler reported that Winter Springs avoided a costly condemnation. FROM:Cit\:j Clerk TO:LONGWOOD CITY HALL JUL 19, 1990 4:26PM ~223 P.04 SANFQRl{ Whi tey Eckstein reported that the hydroplane races held at the Marina, the weekend of May 11, 1990, were a success, that the City of Sanford is in the process coordinating an after school recreation program, which would be staffed by qualified teachers and coaches, and that the City is exploring the use of school facilities for said program. The meeting adjourned at 7:45 P.M. ~
