HomeMy WebLinkAbout1990 05 02 Minutes COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY MAY 2, 1990 The regular meeting of the Council of Local Governments in Seminole County was held at Oviedo City Hall, 400 Alexandria Boulevard, Oviedo, Florida at 7 p.m. on \~ednesday, May 2, 1990. The City of Oviedo was the recipient of a camphor tree given by CALNO in celebration of Arbor Month, 1990, and the tree planting ceremony was held in front of the new City Hall at 6:30 p.m. MEMBERS PRESENT Commissioner Lee Constantine, Altamonte Springs Commissioner David Mealor, Lake Mary Commissioner Hank Hardy, Longwood Councilperson Jane Dees, Oviedo Nancy Warren, Seminole County School Board MEMBERS ABSENT Mayor Andrea Dennison, Casselberry Commissioner Whitey Eckstein, Sanford Commissioner Jennifer Kelly, Seminole County Deputy Mayor Cindy Kaehler, Winter Springs OTHERS PRESENT Altamonte Springs City Attorney Skip Fowler and new member of their firm, Dale Glendening; Oviedo Councilman Gary Gotwalt attended briefly; Outlook representative Brian Federico; Oviedo City Clerk Nancy Cox and a couple of visitors. CALL TO ORDER The meeting was called to order by Chairman Hank Hardy, followed by the Pledge of Allegiance. APPROVAL OF MINUTES Motion made by Lee Constantine, seconded by David Mealor that the minutes of April 4, 1990 be accepted. Motion carried unanimously. TREASURER'S REPORT David Mealor, Secretary /Treasurer, reported the balance of cash in their account as of May 2, 1990, at $452.97, and that all members have paid their 1990 assessment. He presented the bill for the Arbor tree. Councilmember Jane Dees made a motion to pay the bill, seconded by David Mealor. The motion carried unanimously. 1 COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY, MAY 2, 1990,PAGE ~ OLD BUSINESS A) Skip Fowler mentioned briefly the recent ruling regarding the school impact fees and Dale Glendening reported on what had happened to bring this lawsuit about. He reported it has gone to the Supreme Court but they have not yet decided whether to accept the case. B) Skip Fowler reported on the Central Florida Commuter Rail Program. He stated he would send a final version of the program to each city as soon as possible. He encouraged them to review it, give it to their planning staff for review and if there is something they want in it or don't want in it, let him know as this is the time to make any changes. C) Skip Fowler and Lee Constantine discussed an item which came up at Altamonte's last meeting regarding power lines and who pays for what depending on whether the lines are above ground or below ground. NEW BUSINESS A) The host's presentation was a tour of the new Oviedo City Hall and Public Safety buildings at the end of the meeting. B) Upon discussion of their previous decision to go to the School Board for the next meeting, it was agreed to get back to the normal rotation since the impact fee question had been settled. The next meeting will be held in Sanford. They will decide whether to take July or August off at the next meeting. Chairman Hank Hardy requested they call him if they have any items for the next agenda. REPORTS School Board Nancy Warren reported that the Courts had just ruled that lease-purchase revenue bonds are consti tutional for school boards which gives them an option since the bond issue failed. They have a meeting on May 17 at Seminole High School to deal with final recommendations for next year and decide whether it will be double sessions or portables. She was in Tallahassee last week and the outlook is not good for the schools. Same thing is true for transportation. LAKE MARY David Mealor reported that they have contracted with a Tallahassee law firm to assist them with the Public Service Commission to get a rendering on what their status is regarding underground lines. This is the one item Lake Mary residents are unified on and that is the lines are to go underground. They are evaluating comments on the gateway ordinance at this time. 2 COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY, MAY 2, 1990, PAGE 1 Lake Mary City Hall is progressing nicely and open house is scheduled for July 14. Altamonte Springs Lee Constantine reported that in the last 2 to 4 years Altamonte's growth has stabilized and finances are not maintaining pace with expenses. They are doing many things to reduce expenditures. This year they are reorganizing in a number of ways, specifically by combining the fire and building inspections into one inspection. In addition they are also going to do off-month meter reading and eliminating three positions. The APRICOT project is also moving nicely. They have added a number of areas in the city to this and by 1991 they feel the whole city will be covered by the APRICOT project. They had a volunteer banquet during Volunteer Week and the Altamonte Mall was named Corporate Volunteer of the year. Maitland Avenue tree planting is coming along. With the water level down they are able to repair Lake Orienta boat ramp at one-fourth the usual price and got state funds to do it. They have re-districted due to population shifting and instead of representing the southeast section of the city he now represents the northeast section. The police department has been chosen for a computerized traffic citation program so they no longer will hand write tickets. They received $100,000 grant from the Federal Highway Safety Commission to be one of the pilot programs. Upon questioning by Nancy Warren on what is going to happen to Montgomery Road, Lee Constantine reported that Montgomery Road is scheduled to be four-lane improved in 1994. They are working with DOT and Seminole County to put Markham and Douglas Roads together. LONGWOOD Hank Hardy reported they would kick-off recycling tomorrow. OVIEDO Jane Dees thanked CALNO for the camphor tree. Members then went on a tour of Oviedo's new facilities. The meeting adjourned at 8:15 p.m. 3
