COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY
January 3, 1990
The regular meeting of the Council of Local Governments in Seminole County
was held at Casselberry City Hall Council Chambers, 95 Triplet Lake Drive,
Casselberry, Florida on January 3, 1990 at 7:00 P.M.

CALL TO ORDER
The Meeting was called to order by Chairman Lee Constantine.
APPROVAL OF MINUTES
Moved by Commissioner Mealor, seconded by Commissioner Eckstein to approve
the minutes of December 6, 1989, subject to amendment that reflects the de-
letion of the middle initial "K" in Commissioner Mealor's name under list of
members. Motion carried unanimously.
TREASURER'S REPORT

OLD BUSINESS
a) Insurance Update (Phil Penland, Altamonte Springs)
Chairman Constantine stated that no update was available; the Insurance
Committee did not meet due to the holidays.

NEW BUSINESS
a) Host Presentation
Ms. Valerie Barber / Simpson, Casselberry Senior Citizen Manager, gave a
slide presentation and reported on the progress of the "Seniors For A
Better Community", a corporation formed to raise funds for the expansion
of the Senior Citizens Center. She stated that extra space was desperately
needed due to all the programs and services offered by the Center. The
Center is used by seniors from all cities throughout Seminole County, not
just the City of Casselberry. Ms. Simpson said there are at least 1,000
seniors using the Center weekly. The Center/City of Casselberry would
welcome any support from other cities in Seminole County for this worthy
endeavor.
Chairman Constantine presented a plaque to Owen Sheppard for his
service to CALNO during his tenure as Mayor of the City of Casselberry.
b) Election of Officers
Moved by Councilperson Dees, seconded by Commissioner Eckstein, to
postpone the elections of officers until the next meeting. Motion carried
unanimously. (Next meeting will be held February 21, 1990).
c) Members' Discussion of Local Concerns
Mayor Dennison said the Casselberry Administration was in the process
of establishing an Administrative Leave Policy for Department Heads. She
said she would appreciate receiving input from the various cities re-
garding their policies, Le. vacation/personal days for department heads.
Mayor Dennison said she was also instituting a new evaluation form for
the department heads.
d) Other Business
Mayor Dennison said that Casselberry was the first City to celebrate
April as Arbor Month. She stated that Mr. Ernie Hatton, who spear-
headed Casselberry's Arbor Month, would like to see all the cities in
Seminole County work towards a major Arbor Festival for the month
of April.
Commissioner Constantine said this could be an item for a future CALNO
meeting and possibly having Mr. Hatton make a presentation.
Commissioner Constantine said the County is taking their time in imple-
menting the recycling program and he was disappointed in the direction
of the Solid Waste Task Force. He said they City of Altamonte Springs

was ready to go to full recycling and now they are falling behind because
they were led down the rosy path by a "county-wide pick-up service only"
by the haulers. He stated that garbage collection was a unique service
that may be best served by individual entities rather than a joint endeavor
county-wide.
Mayor Dennison said her concerns were with control, county-wide zones
may split a city in half; also county-wide control could result in cities
not being able to negotiate with the hauler.
Commissioner Constantine said the recyclying issue could be another item
for a future agenda.
e) Discussion of February Agenda
February meeting will be held on the 21st; scheduled meeting on the
7th conflicts with the Legislative meeting in Tallahassee.
REPORTS FROM MEMBERS
Altamonte Springs
Commissioner Constantine reported that Altamonte Springs would be
celebrating it 70th Anniversary this year; a commemorative calendar
was issued.
The City participated in a Tree Lighting Ceremony with Florida Hospital;
700 children attended.
Conducted Operation Santa Claus - Santa rides the Fire Truck through
every community in Altamonte Springs, commencing on December 21
through 24.
The City will be collecting Christmas trees from curb side for recycling.
There are plans to build two 7-story hotels between the Hilton Hotel
and the Interstate Mall.
The last meeting of the year consisted of a three-page Agenda; the
meeting was concluded in 30-minutes.
Casselberry
Mayor Dennison reported that Casselberry would be celebrating its
50th Anniversary this year.
The November election brought two new members to the City Council -
David Henson and Earl McMullen. Mary Lou Miller was re-elected and
elected as Chairman of the Council. Andrea Dennison was elected as
Mayor. The swearing-in ceremony was held on December 12, 1989 with
a standing room only crowd.

CASSLBERRY (Continued)
Mayor Dennison also reported that the City of Casselberry held its third
Annual Tree Lighting Ceremony, approximately 400 attended.
The City also sponsored a Children's Christmas Party through its Recrea-
tion Department.
LAKE MARY
Commissioner Mealor said the City of Lake Mary has an Annual Parade;
this year was dedicated to the memory of Harry Fess, Former Police Chief.
The parade is sponsored entirely by donations.
City Hall plans are progressing, selection of an Engineering firm should
go to Council in June 1990.
OVIEDO
Councilperson Dees said the City of Oviedo held a Christmas Tree Lighting
Ceremony; party with Santa Claus for the children.
City Hall should be completed in March 1990.
SANFORD
No Report.
There being no further business, the meeting was adjourned at 8: 40 P. M.
