COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY
Oc tober 4, 1989
The regular meeting of the Council of Local Governments in Semi-
nole County was held at the district office of the School Board of
Seminole County, Sanford, Florida on October 4, 1989 at 7:00 p.m.

CALL TO ORDER
The meeting was called to order by Chairman Lee Constantine.
PLEDGE OF ALLEGIANCE
APPROVAL OF MINUTES
Chairman Constantine announced that the Minutes of the September
meeting will be available at the next meeting.
TREASURER'S REPORT
Commissioner Mahoney reported a new balance of $340.68.
OLD BUSINESS
a) Discussion - Group Insurance
Additional information on group insurance was not available.
NEW BUSINESS
a) Host Presentation
Mike Martin, Division of Forestry, Department of Agriculture and
Consumer Serv ices, spoke of a new prog ram that he would like to
see started in Seminole County - that of recycling Christmas trees
and diverting them to a use other than land fill. He has con-
tacted all of the municipalities and the response has been favor-
able including a positive response from the refuse haulers. Mr.
Martin w ill coord inate the effort. His ini tial thought was to
have several "drop-off" sites throughout Seminole County with some
type of incentive such as a seedling tree to be given to anyone

who drops off a tree. He feels the program is ready to be mar-
keted but he is waiting for the blessings of the "city fathers."
As of this date he has received endorsement from Altamonte
Springs, Lake Mary, Longwood and Seminole County. Several ideas
were offered as means of publicizing the event; such as, Boy
Scouts, school child ren, a message pr inted on the water bills,
etc. It was the consensus of the members that the program was
good and urged Mr. Martin to con tac t the city managers. Any
questions or offers of assistance should be directed to Mr. Martin
at 323-2500.

The November meeting will be held on November 8 at Winter Springs.
7 . REPORTS F ROM MEMBERS
Altamonte Springs
Commissioner Constantine announced that some members will be
attending the Florida League of Cities Conference to be held in
Jacksonville. The Altamonte Springs Historical Society put out a
calendar commemorating the city's 70th anniversary in 1990. The
City approved the final drawings for the beautification of
Maitland Avenue and signed an interlocal agreement with the county
for impact fees.

The City of Oviedo seated a new commissioner and elected a chair-
man. The City will be meeting with Seminole County on Thursday to
discuss issues of mutual concern.
Lake Mary
School Board
The new public relations person will be appointed at the school
board meeting on October 11th and will be on staff as of November
6th. Mrs. Warren shared the good news of the SAT scores.
Sanford
Seminole County
Commissioner Kelley announced that the Florida Association of
Counties met at Marco Island where Senator George Stewart ad-
dressed the group. Amnesty Days for toxic waste pickup were held.
There being no further business the meeting adjourned at 7:50 p.m.
