SUBJECT: Legislative Priorites for 1989
Included are the five pr ior i ties of the Counc il of Local Governments
in Seminole County for the 1989 Legislative Session. We would very
much appreciate your consideration of these issues. If you have any
questions at all, please feel free to contact anyone of the members
of the Council of Local Governments in Seminole County, which are
included in this memorandum.
CALNO endorses:
1. No State mandates without funding sources.
2. Define the meaning of enclaves in cities.
3. Allow annexation of enclaves without dual referendum.
4. The State place the same planning standards that apply to
local governments. State must fund State facilities such as
roads. If comprehensive planning is to succeed, all levels
of government which provide infrastructure must be fully
accountable to the public. CALNO will oppose any legisla-
tion which attempts to transfer State or Regional responsi-
bilities to the local level.
5. Use of turnpike money to complete Central Flor ida Express-
way.
