The regular meeting of the Council of Local Governments in Seminole County was held at the City Hall of the City of Winter Springs, Florida, on Wednesday, December 7, 1988 at 7:00 P.M.. MEMBERS PRESENT Mayor Owen Sheppard, Casselberry Commissioner Thomas K. Mahoney, Lake Mary Commissioner Hank Hardy, Longwood Councilperson Jane Dees, Oviedo Mayor Bettye D. Smith, Sanford Mayor Leanne M. Grove, Winter Springs I1EMBERS ABSENT Commissioner Lee Constantine, Altamonte Springs Seminole County School Board Seminole County Commission ALSO PRESENT Mark Andrews of the Orlando Sentinel Brad Church of the Sanford Herald John Horner of the Seminole Outlook CALL TO ORDER The meeting was called to order by the Chairman, Mayor Smith PLEDGE OF ALLEGIANCE APPROVAL OF MINUTES The minutes of the November 2, 1988 meeting were unanimously approved as submitted. TREASURER'S REPORT The Treasurer, Commissioner Mahoney, reported the balance unchanged at $366.68 OLD BUSINESS No report. NEW BUSINESS There was no host presentation. Council of Local Governmemts December 7. 1988 Page 2 . .. . PROCEDURES FOR RESOLU~ION OF DISPUTES Mayor Smith gave out copies of the Dispute Resolution Procedures that she had written. Commissioner Hank Hardy offered to allow his attorney to draft a procedure in an "interlocal agreement form". Discussion. Everyone was in agreement with this. SIGN ORDINANCES Mayor Smith asked if CALNO and the Council of Mayors wish to go on record as saying that they will look toward having uniform sign ordinances. Discussion. It was decided to get the County's information on the sign ordinances. FIRE ARMS LEGISLATION Mayor Smith questioned whether CALNO wanted to take a stand on this. or whether the individual cities should take a stand. Discussion. One thought was that there were too many loop holes in the legislation against the buying of fire arms. There was discussion on the necessity of the three-day waiting period. Mayor Smith questioned whether CALNO had to have a unanimous decision on everything, or just on legislative things. Motion was made to pass a resolution like the one passed by Altamonte Springs, and send it to the Board of County Commissioners to let them know how CALNO feels. Discussion. Mayor Smith said that if the By-laws say this can be done, we will pass a resolution to the County showing what the vote was. If the laws say the vote must be unanimous, we won't send it. Mayor Smith said that she would report back to CALNO. Discussion. Vote on the issue: all ayes with the exception of Commissioner Hank Hardy. REPORTS FROM THE MEMBERS Casselberry - No official report. Lake Mary - Commissioner Mahoney discussed the Lake Mary Boulevard Corridor study. He said that they have what they believe is their final recommendation. It is going to be for what the County is calling the "Overlay Zoning District". The Committee is meeting December 14 to approve the final drafting. Then it will be mailed to developers, published in newspapers, etc.. The Committee is discussing cost sharing with the various entities. Discussion. LONGWOOD Longwood recently established a Charter Advisory Committee. There is a question as to whether they will have an elected Mayor. Council of Local Governments IDecember 7, 1988 Page 3 . .. . Oviedo '. No official report. They will have Christmas tree lighting next Wednesday night. SANFORD Sanford had elections yesterday. Two incumbents returned to office, and in District I there will be a run-off rwo weeks from yesterday. They will have a Christmas parade this next Saturday. The City of Sanford pledged $6,076.00 (in the government division) for the United Way. WINTER SPRINGS Last Monday Winter Springs had their swearing-in ceremony for the City Commission. Commissioner Kaehler was re-e1ected, Commissioner Ku1bes was re-e1ected, and the new Commissioner, Paul Partyka was sworn in. Mayor Smith stated that they asked their city attorney to give them information on how they can change the date of their elections, and how they can shorten the qualifying period. There was discussion concerning the time of year to have elections and campaigning. Other problems with elections were discussed. It was suggested that CALNO have Sandra Goard speak to CALNO. It was decided to ask her to come to the February meeting. The meeting was adjourned at 7:55 P.M..
