Commissioner Constantine reported that Altamonte Springs is
in favor of the concept, but would prefer "pre-exemption"
language instead of the "conflict statement."
Mr. Stewart reported the proposed Charter's conflict
statement provides that cities' ordinances would prevail, and it
would allow cities to pass ordinances not in conflict with
general law. Further, that it could not be revised because it
pertains to more than one subject, it could only be amended,
which would be limited to one subject, and it would have to be
done by referendum. He reported that under the proposed Charter,
the County could charge utility tax in unincorporated areas.
Ms. Clayton reported there will be a special meeting on
September 20, 1988, to discuss the ordinance to adopt the Charter
as it will be proposed to the Seminole County Commission.
