HomeMy WebLinkAbout1988 09 07 Minutes r.OUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY September 7, 1988 The regular meeting of the Council of Local Governments in Seminole County was held in the City Manager's Conference Room, Sanford City Hall, 300 North Park Avenue, Sanford, Florida, on Wednesday, September 7, 1988 at 7:00 o'clock P. M. Members Present: Commissioner Lee Constantine, Altamonte Springs Mayor OWen Sheppard, Casselberry Mayor Bettye D. Smith, Sanford, Chairman Commissioner Bill Kirchhoff, Seminole County Board Member Nancy Warren, School Board Members Absent: Commissioner Thomas K. Mahoney, Lake Mary Commissioner Hank Hardy, Longwood Councilperson Jane Dees, Oviedo Commissioner Bill Jacobs, Winter Springs 1. Call to Order The meeting was called to order by Mayor Smith. 2. Pledge of Allegiance 3. Approval of Minutes Commissioner Constantine moved to approve the Minutes of August 23, 1988. Seconded by Board Member Warren and carried. 4. Treasurer's Report 5. Old Business 6. New Business a. Discussion of Charter. Ms. Nikki Clayton, Attorney for Seminole County, and Mr. Harry Stewart, Legal Counsel for the Seminole County Charter Advisory Committee, were present and reviewed, discussed and answered questions about the proposed County Charter. They submitted copies of the proposed Charter and copies of the proposed ordinance to adopt same. COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY September 7, 1988 Page 2 of 3 Commissioner Constantine reported that Altamonte Springs is in favor of the concept, but would prefer "pre-exemption" language instead of the "conflict statement." Mr. Stewart reported the proposed Charter's conflict statement provides that cities' ordinances would prevail, and it would allow cities to pass ordinances not in conflict with general law. Further, that it could not be revised because it pertains to more than one subject, it could only be amended, which would be limited to one subject, and it would have to be done by referendum. He reported that under the proposed Charter, the County could charge utility tax in unincorporated areas. Ms. Clayton reported there will be a special meeting on September 20, 1988, to discuss the ordinance to adopt the Charter as it will be proposed to the Seminole County Commission. 7. Reports from Members Altamonte Springs: Commissioner Constantine reported qualification for City Commission begins Friday, the therapeutic pool opens October 1, Altamonte Springs is re-writing the billboard ordinance, and the city has begun airborne traffic patrol. Sanford: Mayor Smith reported Sanford is working on the downtown flooding problem, with short-term help by re-doing the curb at Rand's Mall, on Monday, the Commission will consider approval of a contract with an architect to remodel the Civic Center Youth Wing to provide a Senior Citizen area. Further, qualification for City Commission began at 8:30 A. M. today, and Mayor Smith has qualified to run for Mayor. Seminole County: Commissioner Kirchhoff reported the elections basicly went well considering the weather, however, one race in Oviedo will have to be recounted because of a two vote difference, and the elections computer wouldn't count Precinct 86 ballots and they had to be re-run. School Board: Board Member Warren reported that school started OK, many schools are under construction and/or renovation, the School Board is meeting with Seminole County regarding impact fees, and the School Board heard a presentation from the City of Lake Mary regarding the work Lake Mary is going to be doing on Lake Mary Boulevard at Lake Mary Elementary COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY September 7, 1988 Page 3 of 3 School, and the School Board agreed to support the project in concept. The October meeting will be at Oviedo City Hall, and Procedures for Resolution of Disputes will be an Agenda item. There being no further business, the meeting was adjourned at 8:40 P. M.
