The regular meeting of the Council of Local Governments in
Seminole County was held at the Sanford City Hall, Sanford,
Florida, on Wednesday, April 1, 1987 at 7:00 P. M.

CALL TO ORDER
The meeting was called to order by Chairman Dees at 7:15
P. M.
PLEDGE OF ALLEGIANCE
Chairman Dees lead the Pledge of Allegiance.
APPROVAL OF MINUTES
Deputy Mayor Lormann requested that the minutes of the
meeting of March 4, 1987 be corrected in the second
paragraph under Legislative Priorities - Update to show
Mayor Frank Borgon of Ocoee, not Belle Isle. The Council
agreed. Deputy Mayor Lormann moved to approve the minutes
as corrected. Seconded by Mayor Smith and carried.
TREASURER'S REPORT
Deputy Mayor Lormann reported that all of the Council's
funds are now in the checking account which totals $354.69.
Chairman Dees stated the report will be held for audit.

SOLID WASTE DISPOSAL
Jim Bible, Director of Environmental Services, Seminole
County, discussed the County's solid waste disposal
operation and the Osceola Landfill. He reported that part
of the landfill site has a life estimate of 50 to 60 years
and other parts have a life estimate of 100 years; that the
site is in an excellent location and the Northern part has a
very thick natural clay layer so it does not require
installation of liners, and the Southern portion of the site
will probably require liners in about 30 years. Further,
the site can be sloped so that rainwater runs off the site
instead of going through the garbage and forming leachate.
Mr. Bible further reported that the County is looking for
land in the Five Points area for a centrally located
transfer station and when one is built there, the Sanlando
and Oviedo Transfer Stations will be closed.
Chairman Dees asked what the County's plans are for
hazardous waste disposal and Mr. Bible explained the
difficulties involved with hazardous waste disposal and
reported that Seminole County has no concerted plan.

Casselberry
No report.
Lake Mary
The City of Lake Mary selected the Orlando
architectural firm of Catalyst to design the
public services complex.
The city is having appraisals done on the property
it will purchase then will start on financing.

Longwood
Basil Craddock passed -- he will be missed by all
who knew him.
The new Police Station will be dedicated April
10th and all are invited to attend.
The City Hall has a new phone system and new phone
number: 260-3440.
Oviedo
There were no serious drainage problems in Oviedo
during the recent heavy rains, although Lo~kwood
Road and a bridge are under water.
The new City Manager came on board March 23rd and
they are very happy with their choice.
Sanford
There was a tragedy in Sanford recently when a
four year old child drowned in a drainage canal
which was full of storm water from the recent
heavy rains.
Seminole County
Several bridges were closed due to the recent
heavy rains and they are taking a careful look at
others to see how much it will cost to fix them
up.
