HomeMy WebLinkAbout1985 12 11 Memo Re: Gas Tax Allocation DATE: TO: FROM: SUBJECT: City of Altamonte Springs INTER OFFICE MEMORANDUM December 11, 1985 CALNO Members Commissioner Constantine Gas Tax Allocation The spec i al s ub-commi ttee on gas tax allocation met again on Monday, December 9th to finalize our ideas on the gas tax distribution formula. We could not come up with a unanimous decision, however we did propose four potential alternatives to the current 30- year frozen tax distribution formula, which is: 1st 4 cents of gax tax, Altamonte Springs Casselberry Lake Mary Longwood Ov i ed 0 Sanford Winter Springs cities receive 35.11% 7.46% 6.87% 1.04% 5.41% 1.54% 10.06% 2.74% Additional 2 cents, cities Altamonte Springs Casselberry Lake Mary Longwood Ov i ed 0 Sanford Winter Springs receive 38.91% 11.87% 6.59% .093% 5.31% 1.33% 9.64% 3.24% All of the four formulas are based on 65% of the gas tax distribution going to Seminole County and 35% going to the seven cities. The 35% would be distributed under the four plans as follows: 1. 50% of the 35% allocated would be based on a 5-year floating formula of total transportation expend i tures by each city and 50% would be based on population. 2. 50% of the 35% would be based on a five-year floating formula of total transportation expendi- tures by each city and 50% would be based on the combination of 4 items - current population, transportation expenditures as it relates to each city's general fund, assessed property values and lane miles maintained by the cites. 3. 50% of the 35% would be based on the five-year floating formula of total transportation expendi- tures and 50% would be based on the transportation expenditures as it relates each city's general fund. 4. All of the 35% based on a five-year floating formula as previously agreed upon in the 1983 formula in which the most recent year is added and the first year of the five years is dropped, i.e: 80/81 would be dropped when the 85/86 is added.
