MINUTES OF COUNCIL OF
LOCAL GOVERNMENTS IN SEMINOLE COUNTY
July 6, 1983
Altamonte Springs City Hall
The regular meeting of the Council. of Local Governments in Seminole
County was held on Wednesday, July 6, 1983, in the City Hall of the
City of Altamonte Springs, Florida.
1. Call to Order
The meeting was called to order at 7:30 p.m. by Chairman Lee
Constantine.

2. Pledge of Allegiance
The pledge of allegiance to the flag was led by Chairman Constantine.
3. Approval of Minutes, June 1, 1983
Motion was made by Mayor Lormann to approve the minutes as received,
seconded by Mayor Glascock. Carried.
4. Treasurer's Report
Treasurer, Buck Adkins, reported that the checking account balance
was $4.58 with $.02 interest for this month. The balance in the
savings account is $459.67 with $1.98 interest earned. No checks
were written. Moved by Mayor Whittier, seconded by Mayor Glascock
to approve the Treasurer's Report. Carried.

5. Presentation: Double Taxation/Pete Knowles, Sanford
Pete Knowles, of Sanford, distributed a copy of the report which
was sent to the Double Taxation Study Committee. Mr. Knowles
explained that the Seminole County Commission agreed to a proposed
five point plan to initiate the finalization of the differences
which may exist over the services and tax situation. The County
Commission approved the addition of four new patrol deputies and
one new investigative officer to be funded from non-county-wide
sales tax. The County Commission also approved the sheriff's
base budget which allows the sheriff to offer the following central
services to all municipalities: 1) Central SWAT Team, 2) Central
depository for specialized equipment (bugging, surveillance, night
scopes, etc.), 3) Central technician services for all major crime
scene investigations and 4) Central communications and dispatch
services for law enforcement. He also explained that these are
major steps forward to effect open and cooperative efforts to
resolve differences and that they are not mandatory upon the
municipalities. ---
Mr. Duncan Rose, County Administrator, stated the first concern is
getting a computer dispatch system in the County. Mr. Rose agrees
with Mr. Knowles and feels each City might want to look into the
computer dispatch for fire as well as police and possibly a joint
map project.
Chairman Constantine stated that the meeting was very fruitful and
productive with no objection that we would continue with the bouble
Tax Committee and CALNO would appreciate receiving continued updates
and reports.
5. Discussion: Update Of Legislative Program
Pete Knowles, Sanford, commented that the State Legislature
concentrated on education and transportation. Mr. Knowles stated
that the question of equity being defined under double taxation
was not addressed. Another interesting issue is the desire of
municipalities to withdraw from the Florida Retirement System.
A study was made, it was killed in both committies. Mr. Knowles
suggested that the members look into the impact on local governments
on the issue of death benefits for firefighters and police officers
which has been raised to $50,000. Mr. Knowles discussed the Gas
Tax Refund for Municipal Vehicles in detail and informed the
members that it was passed by legislature.
Chairman Constantine mentioned that Suncom was passed and was a
definite plus for area cities.
5. Discussion: County Gas Tax/T. Duncan Rose III, Seminole County
Mr. Rose, County Administrator, reported on a meeting of the
Transportation Authority. Mr. Rose discussed three major areas of
interest on roadways with regards to the study: 1) major and minor
maintenance consisting of resurfacing and pot holes, 2) enhancing
the existing capacity within the existing network and 3) tying in
activity centers with the existing road network. Mr. Rose clarified

the date of July 1, for the interlocal agreement on the tax issue.
The ability to enter into a interlocal agreement to negotiate the
disbursement of the funds from the County to the separate cities
if the tax was levied, has gone past the date. The County has to
adopt a resolution by July 15 of intent to levy if the County
wishes to pursue the alternative route. In June the County adopted
a resolution of intent to levy for up to 10 years for up to $.04.
Mr. Rose stated that the County Commissioners have set a date of
July 26th to hold a major hearing to either adopt the ordinance or
not which levies the tax up to $.04 up to 10 years. Mr. Rose
encouraged each of the cities to communicate with their commissioners.
He also encouraged that a common set of rules and procedures be set.
Mayor Glascock stated for the record that the City of Casselberry is
against any additional taxes that would burden the people.
Mr. Knowles stated that the cities should look at growth in the
future such as traffic and roads and to inform the public of its
future needs.
Mayor Glascock agrees with Mr. Knowles and feels the public should
be informed by a meeting.
Mr. Leo R. Ware, 402 East Street, Altamonte Springs, Florida, was
present at the meeting as a concerned citizen.
Chairman Constantine stated he was in favor of the Gas Tax because
he felt it was necessary for the future needs of the cities.
Mayor Lormann is opposed to the Gas Tax.
Mayor Whittier stated that he was in favor of the Gas Tax because
he felt it was a user fee for the roads.
Chairman Constantine stated that if the taxes are levied, the Council
of Local Governments and the cities are willing to work together with
the County on priorities and where the dollars should be spent.
6. Report from Members:
ALTAMONTE SPRINGS
Chairman Constantine reported that we will be having discussions on
the Comprehensive Plan at our August 2 meeting. The Transportation
Study which is two years and more from its inception held public
hearings with approval by the Steering Committee and will be sent
to the City Commission on July 26th. He also reported that Altamonte
Springs' Commission adopted a resolution establishing fee schedules
as a result of the adoption of the Land Development Code for the
City. Chairman Constantine reported receiving a letter from the
Seminole Community Action concerning needed representatives and
requested recommendations from CALNO. Chairman Constantine stated
that he will inform Mr. Jones of SCA that the problem was presented
to CALNO.

6. Report from Members: Continued
CASSELBERRY
Mayor Glascock reported that they had their first meeting this
morning with the union for the National Association of Government
Employees. There will be a meeting later in the week with the
firefighters union and another meeting in the middle of the month
with the Police Benevolent Association for a second contract.
LAKE MARY
Mayor Sorenson reported that they are nearing construction of a
water system.
LONGWOOD
Mayor Lormann had no report.
SANFORD
Ned Yancey from Sanford extended sincere wishes for a full and
speedy recovery to Eddie Keith.
WINTER SPRINGS
Commissioner Buck Adkins reported that the City of Winter Springs
appointed Mr. Bill Jacobs to finish Martin Trencher's term as City
Commissioner.
OVIEDO
Mayor Robert Whittier reported that they are getting closer in selecting
the next Chief of Police. He stated that they are down to five
applicants and feels a careful search has been made. He also reported
that his council unanimously voted to have the City Attorney draw up
the necessary ordinance to request voters to vote on a 2 mill
additional tax for a period of one year for road and maintenance
purposes.
7. Next Meeting: Casselberry City Hall, August 3, 1983
Chairman Constantine requested that the possibility of the joint
planning committee be asked to report at the next scheduled CALNO
meeting on August 3, 1983.
