HomeMy WebLinkAbout1983 06 01 Minutes COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY MEETING Wednesday, June 1, 1983 Winter Springs City Hall The meeting was called to order by Chairman Lee Constantine at 7:30 p. m. Present: Altamonte Springs Commissioner and Chairman Lee Constantine Casselberry, Charles Glascock, Mayor Lake Mary, Walter Sorenson, Mayor Longwood, June Lormann, Mayor Oviedo, Robert Whittier, Mayor Sanford, Eddie Keeth, City Commissioner Winter Springs Buck Adkins, City Commissioner and Deputy Mayor Also present: Sanford Herald Donna Estes, reporter Orlando Sentinel Ann Moore, reporter Altamonte Springs Mayor Raymond Ambrose Altamonte Springs City Commissioners Cheney Colardo and Dudley Bates Altamonte Springs City Manager Phillip D. Penland Altamonte Springs City Clerk Bobbi Floyd Chairman Board of County Commissioners Sandra Glenn Seminole County Administrator Duncan Rose Winter Springs City Commissioners Leanne Grove and Jim Hartman The pledge of allegiance to the flag was led by Chairman, Lee Constantine. Approval of Minutes: Motion was made by Keeth, seconded by Lormann to approve the minutes of May 4, 1983. Motion carried. Treasurer's Report, Buck Adkins Treasurer: Balance in the Checking Account, $4.54 and two cents interest. Balance in the Savings Account, $455.65 and $1.96 interest. Motion was made by Glascock, seconded by Sorenson to accept the Treasurer's Report. Motion carried. Reports: Chairman Constantine reported that he received a letter today from Pete Knowles, City Manager of Sanford, to Mr. T. Duncan Rose, County Administrator, concerning the double taxation issue. The County was to have responded by January 15th, in the affirmative, as to a cooperative solution. They have done that. The County was to offer proposals to solve inequities in the law enforcement services in patrol and investigation prior to May 1, 1983. We have not seen that. The cities were to review the County proposals prior to June 1, then the County was to reflect in the County budget any resolutions and notify the cities by August 1, 1983. Council of Local Governments Meeting June 1, 1983 Page 2 Chairman Constantine also reported that all members have been given copies of a letter sent to Bobby Brantley, Chairman of the Seminole County Legislative Delegation concerning the support of legislation and opposed legislation by the Council of Local Governments as directed. Chairman Constantine reported the next meeting will be in Altamonte Springs and the double taxation issue will be on the agenda and also Pete Knowles will be there to discuss the new legislation. There is a possibility the gas tax issue will be discussed. Winter Springs Deputy Mayor reported that Commissioner Martin Trencher resigned today and Winter Springs will be looking for a replacement. Chairman Sandra Glenn reported that the Board of County Commissioners directed her, County Administrator, T. Duncan Rose,and a member of the staff of the Public Works Department to meet with all the cities to discuss the possibility of a gas tax. After meeting with each of the cities, she asked the cities to discuss the issue among their commissions and councils and to report back this evening to the Council of Local Governments Meeting. Commissioner Glenn said she was here this evening to hear the reports. She said she was directed to have Staff prepare a package and corne to each City and tell them these are the type projects the County is interested in if the gas tax goes through. She said she asked the cities to look at their transportation needs and how it would affect and help, because the roads that are being talked about are collector/connector roads that serve all traffic in Seminole County. Chairman Glenn said she wanted to know if each City was willing to write a resolution to support a one cent, two cent, three cent or four cent increase for gas taxes for road improvements. Upon polling of the individual members of CALNO, some members opposed the gas tax but stated that they were not representing their entire commission. Other members stated that they favored the tax but could not speak for their entire commission. It was the general concensus of the members to oppose the gas tax and not transmit a resolution from CALNO supporting the tax. After discussion with all the representatives, Chairman Glenn said she would report back to the Board of Commissioners that the general concensus of the cities showed they were not in favor of any additional gas taxes.
