HomeMy WebLinkAbout1983 04 27 Minutes MINUTES OF COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY April 27, 1983 The Special meeting of Council of Local Governments in Seminole County, was held on Wednesday, April 27, 1983, at the Seminole County Courthouse, Sanford, Florida. The Special meeting was held in lieu of the Regular May 4, 1983 Meeting. 1. Call to Order - 7:30 P.M. The meeting was called to order by Chairman Lee Constantine. Members Present: Commissioner Lee Constantine Mayor Charles Glascock Mayor June Lormann Mayor Robert Whittier Commissioner Eddie Keith Commissioner Bill Kirchhoff Commissioner Bud Adkins - Altamonte Springs - Casselberry - Longwood - Oviedo - Sanford - Seminole County - Winter Springs Others Present: Donna Estes, Evening Herald Councilman Jim Hartman, City of Winter Springs 2. Pledge of Allegiance to the United States Flag. 3. Approval of Minutes, April 6, 1983. Minutes dated April 6, 1983 were approved, as submitted. Chairman commended the City of Sanford Secretary, Doris Harrison, for a job well done. 4. Treasurer - No Report. 5. Report from Members: Chairman advised that Sanford City Manager, Pete Knowles, was in Tallahassee to support the Bill permitting Florida Cities a one-time option to leave the Florida State Retirement System for new employees. Chairman also advised that a request has been made for a presentation on Emergency Communications to be made by the Seminole County Department of Public Safety at the next CALNO meeting. Altamonte Springs - Commissioner Constantine advised that Seminole County Chairman Sandra Glenn will be meeting with the various Cities to present proposal on Gas Tax Use; l~ to the County for roads in unincorporated area; l~ to be returned to the Cities for use on City streets; and l~ to the County for use on County roads that go through Cities. Discussion ensued regarding the various options for the gas tax and equitable distribution of same. Commissioner Kirchhoff noted that the proposed "1-1-1 Plan" is supported by Chairman Glenn and not the majority of the Board of County Commissioners. Commissioner Constantine reported that Phil Penland has been appointed City Manager of Altamonte Springs and will be on board May 16, 1983. Mr. Penland will spend one day a week in Altamonte Springs until he arrives permanently. Commissioner Constantine expressed appreciation to Seminole County for accepting their sludge spread proposal which will mean no increase in sewer and water rates. Casselberry - Mayor Glascock advised the City of Casselberry has a new City Clerk, Linda Zike. He reported that a Charter Study Group has been formed to review the current charter to determine whether to continue with the present form of Government or consider a change. Mayor Glascock noted he could not attend the last CALNO meeting because he performed the swearing in of members of the Study Group. Mayor Glascock announced that the cornerstone dedication of the Casselberry City Hall will be held at 3:00 P.M. on May 8, 1983, and extended an invitation to all City and County Officials. He also advised that the City of Casselberry will be scheduling a work session shortly to discuss the gas tax. Lake Mary - No report. Mayor Sorenson was not in attendance. Longwood - No report. Mayor Lormann extended an invitation to attend the Women's Club of Longwood Talent Show to be held on Saturday, April 30, 1983 at 7:30 PM Lyman High School. Oviedo - Mayor Whittier complimented the South Seminole Chapter 364 of the Free Masons for participating in the Casselberry City Hall corner- stone ceremonies. Mayor Whittier reported on the road situation on 419 going into Oviedo from Sanford. He noted there is one traffic light, the curve is dangerous and travellers do not realize they have reached Oviedo until it is too late. He has put pressure on the State to alleviate this dangerous situation but the State has been reluctant to do anything. He stated this is also a school crossing and there have been at least 20 accidents during the past two years. Mayor Whittier stated the County is cooperating with the City to help correct the problem. He advised the County will be looking at the situation for approval of left turn lane; noting the City is prepared to give up their parking lot and move the City employees over to the fire station. Mayor Whittier announced that two months ago, a group of people wanted to form a Charter Review Committee and the Council unanimously voted for the Committee. A proposal has been made for six Councilmen to serve four-year terms, with the Mayor chosen among the Council and the Mayor to be presiding officer, voting only to break a tie vote. The Council would also appoint an Administrator, reporting to the Mayor. Mayor Whittier advised that the City of Oviedo has hired a second person to operate the water system. CALNO MINUTES APRIL 27, 1983 Page Three Sanford - Commissioner Keith announced that one of Sanford's most famous visitors, Buster Crabb, died of a heart attack. He reported that the Appeals Court has granted Sanford the go ahead on the beautification Program for downtown Sanford. Seminole County - Commissioner Kirchhoff reported that the Adminis- trative Offices of the Board of County Commissioners will be moving to the old hospital. The architects have been advised that the Supervisor of Elections Office must be in the building by the end of the year to prepare for the elections. The BCC staff and some functions related to the BCC, i.e. Building, Planning, etc., will be moving sometime in October. The other Constitutional Offices; Property Appraiser and Tax Collector, will not be moving until later in the spring of next year. These moves will free up the courthouse for use by the Clerk of the Court and the Judiciary. The Annex (old jail) will be renovated for use as the Law Library. The Law Library will be converted into a courtroom. The Public Defender Office, presently located in the Sanford City Hall, will move into the Courthouse Annex. This move will not take place until the other areas have been settled. Commissioner Kirchhoff advised there is a lot of development in the area of West of 1-4 and Lake Mary Boulevard. Paulucci Enterprises will be making an announcement at 10:30 on Tuesday, May 3, 1983, regarding the proposed development. Upon questioning, Commissioner Kirchhoff advised that a meeting room in the west wing of the hospital will be converted into County Commission Chambers. Winter Springs - Commissioner Adkins reported that at last night's meeting, the Council voted to give the City Manager a raise in salary. He advised that negotiations are underway with Florida Land law suit regarding the 305 acres and hope to negotiate a settlement out of court. Commissioner Adkins noted they have put out a bid for a study on the Municipal Complex, the City plans to build. They are also evaluating their roads and look forward to discussing with Commissioner Glenn the proposed gas tax. 6. Presentation: CALNO Legislation Program - Pete Knowles Chairman Constantine advised that although Mr. Knowles was unable to attend this special meeting, he suggested the Council review each bill and take a consensus as to whether to oppose or support the respective bill. A letter will be sent to the Legislative Delegation advising of the Council IS recommendations. The Council reviewed the packet of Senate and House Bills, and by consensus, supported or opposed the following: Local Revenues Building Construction Standards Mandated Certification School Transportation Homestead Exemption (Myers) Water & Sewer (to include Counties) Transportation Funding (Find out what gas tax this is referring to.) Discussion ensued regarding education of the citizens as to the impact this bill would create. Referendum is scheduled for November, 1984. CALNO MINUTES APRIL 27, 1983 Page Five 7. Next Meeting: Chairman Constantine advised the next meeting will be held in Winter Springs on June 1, 1983. Item for discussion will be Seminole County's proposal for the gas tax distribution; if a local gas tax is approved. The presentation of Emergency Communications will be rescheduled for the July meeting. The Department of Public Safety Director, Gary Kaiser will be so notified. Adjourn. mm
