COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY MEETING
WESNESDAY, SEPTEMBER 1, 1982
The meeting was called to order by Chairman June Lormann, Mayor of the City of
Longwood, Florida.
Present:
Commissioner Lee Constantine, Altamonte Springs
Mayor Owen Sheppard, Casselberry
Mayor June Lormann, Longwood
Commissioner Sandra Glenn, Seminole County
Deputy Mayor John Torcaso, Winter Springs
Councilman David Brashears, Oviedo
Commissioner Edward Yancey, Sanford

Mr. W. E. "Pete" Knowles, City Manager, Sanford
Mr. Greg Drummond
Mr. George Kaplan
Mrs. Pat Southward
Motion was made by Mayor Sheppard, seconded by Commissioner Constantine, to approve
the minutes of June 2, 1982. Motion carried.

Treasurer's Report:
As of July 31, 1982 there is a balance of $633.96 in the Savings Account and $74.13
in the Checking Account.
Motion was made by Mayor Sheppard, Seconded by Deputy Mayor Torcaso to approve the
Treasurer's Report. Motion carried. Treasurer's Report is approved as submitted.
Mr. W. E. "Pete" Knowles, City Manager, Sanford, Florida will report on "New
Federalism - Impact on local governments and how viewed by local officials".
Mr. Knowles talked about the new federalism and the effects on Florida-and local
governments. Of all the programs that have been administered, the main point of
interest on the local level has been sewer plant and sewer line construction,
water plant and water line construction. There have been federal .grants for those
but the only one remaining at this time is for sewer plant construction. A transition
is going on now from Federal to State Governments of the Regulatory Authority governing
sewer plants. One of the basic regulations causing a lot of concern is the Federal
EPA. They have said they will not fund anything beyond secondary treatment. The
State and local governments are wondering how to treat sewage and maintain water
quality. This will mean the local payer is going to pay considerably more. It has
only been in the last 20 years that the local user has had any help at all. Prior
to that time it \'las funded 100% by the local user and "they" are saying let's go
back to that. Conservationists and environmentalists stay away from what is called
'Lthe price tag of environmental protection" because the cost is horrendous.
This next decade is- going to call for some severe economical) social re-adjustments.
OVEr the next 20 years there is going to be rapid adjustments in the availability of
energy resources. The energy of the future will be nuclear; however, the major
problem is safety. We must work on the safety of nuclear energy.

Mayor Lormann - Longwood:
Landclearing has started for Township Plaza on S. R. 434; two industrial parks
are coming in; an 80-bed psychiatric hospital and 100-bed general care hospital
~een approved; and the new City Hall chambers have been completed.
Commissioner Bradshears - Oviedo:
Commissioner Bradshears discussed the reinstatement of their P.U.D. and the
decrease in their Federal Revenue Sharing allocation.
Commissioner Yancey - Sanford:
Commissioner Yancey discussed the St. John's. Hater t~anagement District meeting.
Commissioner Glenn - Seminole County:
Commissioner Glenn discussed monies available for the construction of boat
docks; she discussed the survey completed by UCF and the 4 CiS program.
Deputy Mayor Torcaso - Hinter Springs:
Deputy Mayor Torcaso said that Aug. 31st the City Commission had their
tentative budget hearing and adopted a 1.195 millage rate which is a 42%
reduction and the Commission will be reducing the utility tax from 4% to
2%. Sept. 1 is the first day of qualifying and Seats I, III and V and the Mayor
are up for election. .
The next Council of Local Governments in Seminole County Meeting will be held
in Longwood.
