MINUTES OF COUNCIL OF
LOCAL GOVERNMENTS IN SEMINOLE COUNTY
January 13, 1982
The regular meeting of the Council of Local Governments in Seminole County
was held on Wednesday, January 13, 1982, in the City Hall of the City of
Casselberry, Florida.
1. Call to order.
The meeting was called to order at 7:40 p.m. by Chairman Owen Sheppard.
Present: City Manager Jeff Etchberger - Altamonte Springs
Mayor Owen Sheppard - Casselberry
Mayor Walter Sorenson - Lake Mary
Mayor June Lormann - Longwood
Mayor Bob Whittier - Oviedo
Commissioner Bill Kirchoff - Seminole County
Deputy Mayor John Torcaso - Winter Springs
Commissioner Eddie Keith - Sanford

2. Approval of minutes
Motion made and seconded to approve the minutes of December 2, 1981 as written.
Carried unanimously.
3. Election of Officers
Motion was made and seconded to table election of officers until the meeting
of February 3, 1982. Carried unanimously.
4. Treasurer's Report
Mayor Lormann gave the treasurer's report stating that as of December 1
there was a balance of $75.38 in the general account and $614.92 in the
savings account. She noted that dues are going to be due next month.
Motion was made and seconded to approve the treasurer's report. Carried
unanimously.

5. Discussion on County Emergency Operations Condition (disaster plan)
There was a lengthy, very informative discussion on the new County Emergency
Operations Plan by County representatives, Gary Kaiser and Harry Pinkman.
The Plan was reviewed as to content and purpose with information concerning
the forming of a Disaster Prepardeness Advisory Committee at the County
level at which each city should be represented for the purpose of coordinating
local disaster plans with this one overall county-wide plan. General dis-
cussion spoke to the different catagories of disasters. Motion was made
to give support to this County Plan; to recognize that in these catagories
of emergencies or disasters the County Public Safety Officer will be looked
to for coordination and direction; that each city will coordinate their local
plans with the County; and that each city will appoint a responsible person
to act as representative to the Advisory Committee. Motion passed unanimously.
6. Reports from Members

Reports from members revolved generally around the Kelton Double Taxation
Study. Mayor Sorenson refused to be bullied into giving a report. Commissioner
Kircholl spoke about the desicration of graves and the legalities of ownership.
Mayor Lormann discussed the issue of fluoridation in her city. Deputy Mayor
Torcaso noted that his Commission has given consideration to the l~ sales tax.
He also noted that Winter Springs now has a commission form of government
with three year terms rather than a council, and the fire department is now
up to 21 full time paid personnel with the paramedic program in progress.
School sites are also being considered in Winter Springs.
There being no further business, the meeting was adjourned.
