MINUTES OF THE MEETING OF
COUNCIL OF LOCAL GOVERNMENTS IN SEMINOLE COUNTY
The Council of Local Governments in Seminole County held a
regular meeting on Wednesday, June 4, 1980 at 7:30 P.M. in Casselberry
City Hall, 95 Lake Triplet Drive, Casselberry, Florida.
Members present included:
Mayor N. C. Floyd, Sr., Altamonte Springs
Mayor OWen H. Sheppard, Casselberry
Mayor Walt Sorenson, Lake Mary
Deputy Mayor, June Lormann, Longwood
Commissioner Edwin o. Keith, Sanford
Deputy Mayor Wilfred Arnold, Winter Springs
Councilman Frank Salzman, Oviedo
County Commissioner, Bob French, Seminole County
The meeting was called to order by Chairman Floyd.
Second Item of Business
Motion was made by Commissioner Keith, seconded by Deputy Mayor
Arnold to approve the minutes of May 7, 1980 as written. Motion carried
unanimously.
Third Item of Business
The Treasurer, Deputy Mayor Lormann, reported that membership
dues had all been paid, that last month they had $504.76 and they now
have $25.00 more.
Chairman Floyd said he had a letter from IPA, Department of
Administration of State on the program they sent in stating they had
reviewed it, and were asking for a full application no later than 5:00
on June 18, 1980, with twelve (12) copies. Mayor Sheppard said that he
would have his Grants Coordinator take a look at it. Deputy Mayor Arnold
said he would be glad to tackle it if it were not too technical, and if
he found it was he would turn it over to Mayor Sheppard.
Fourth Item of Business
Deputy Mayor Arnold made a motion that the Council continue to
table this (Proposal for Special Prosecutor) until we have a final decision
from the legislature as to the Code Enforcement Board. Commissioner Keith
seconded the motion. Carried unanimously.

Chairman Floyd said he had a copy of a letter from Commissioner
Glenn regarding animal control policies and problem areas in animal con-
trol. There was a short discussion on animal control.
Fifth Item of Business
Casselberry - Mayor Sheppard said he would like to bring up the
matter of Altamonte Springs' proposal for a four day work week. Chairman
Floyd explanied the program and there was discussion on the proposal.
Mayor Sheppard requested that Mayor Floyd report the findings of their
study on the proposal to the Council. Mayor Floyd said he would.
Mayor Sheppard reported that Casselberry has been fighting the
conversion of the horse track which would be coming up before the Senate
Committee tomorrow and that it appeared at this time that it would pass.
He said the City would be trying to get amendments to allow the City some
revenue from the track.
Lake Mary - no report.
Longwood - no report.
Oviedo - no report.
Sanford - no report.
winter Springs - Deputy Mayor Arnold made a motion that the Council
not meet again until September. Deputy Mayor Lormann seconded the motion.
Mayor Sheppard asked if it would be at the call of the Chair. Deputy Mayor
Arnold said he would have no objections. Motion carried unanimously.
Seminole County - no report.
Mayor Sheppard said he thought County Commissioner French would
like to comment on the opportunity that is being given to Central Florida
to pump sewage out to the Atlantic Ocean. There was some discussion on
the matter.
No further business was brought before the Council. Motion was
made by Deputy Mayor Arnold, seconded by Commissioner Keith to adjourn.
Carried unanimously.
