MINUTES OF COUNCIL OF
LOCAL GOVERNMENTS IN SEMINOLE COUNTY
May 6, 1981
The regular meeting of the Council of Local Governments in Seminole County
was held on May 6, 1981, in the City Council Chambers of the Lake Mary
City Hall.
1. Call to Order
The meeting was called to order at 8:00 P.M. by Chairman Owen Sheppard.
Present were: Mayor Owen Sheppard - Casselberry
Commissioner Edwin o. Keith - Sanford
Mayor Walter Sorenson - Lake Mary
Councilman David Brashears - Oviedo
Absent were: Altamonte Springs
Longwood
Seminole County
Winter Springs
2. Approval of Minutes of April 1, 1981
Moved by Walter Sorenson, seconded by Edwin Keith, carried unanimously
to approve the minutes of the meeting of April 1, 1981.
3. Treasurer's Report
Edwin Keith gave the treasurer's report in June Lormann's absence.
He reported the treasurer's report was the same as last month which
was $475.38. Three checks had been received for members' dues--
Casselberry, Longwood, and Lake Mary.
4. Report on Impact Fees - Mayor Sorenson
Mayor Sorenson reported that the major problem with impact fees is that
they are of questionable legality; you have to specifically talk about
what you are assessing the fee for. If you have that sort of fee, it
must be assessed for a specific purpose and used for that purpose.
Mayor Sheppard asked Mayor Sorenson to let him know when he was ready
to present his report on the impact fees and Mayor Sheppard would,
in addition to the agenda, attach a memorandum to all members asking
them to provide information as to what type of impact fees they now
get and their ideas of what the impact fee is.

5. Report on DCA Survey Project - Mayor Sheppard
Mayor Sheppard reported that the $4200.00 that was received as an
advancement from the IPA had been returned, but he is still hoping
to have the survey done among the membership. Mayor Sheppard said
he had called Charles Speights in Tallahassee to inform him that
the Department of Administration would not allow him to keep the
$4200.00 for back-up fees for DCA.
Mayor Sheppard reported Bob Keesey from Department of Community
Affairs will be reporting to him when he is ready to get started
on the project, but the time schedule is behind; therefore, it
won't be in for budget time.
6. Reports from Members:
Altamonte Springs - Absent
Casselberry - Mayor Sheppard reported the new track had opened.
The people at the track have agreed to participate in tha,purchase
of a new traffic signal at a major intersection that is used to
get to the track. He also reported that the City had required
the track to hire 7 off-duty police officer at $12/hour to handle
traffic. They were also required to purchase flourescent vests,
traffic wands and 4 radios for the police officers. The track
purchased 250 reflector buttons that were installed along the
road.
Lake Mary - No Report
Longwood - Absent
Oviedo - David Brashears reported that hearing~ were now taking
place for the expansion of Iron Bridge Plant Phase II with talk
of landspreading the water from Iron Bridge to a tentative location
North of the County line, East of 520, which is South of OviedQ.
He said Oviedo will oppose this because of the location. The land
is high ground and therefore extremely valuable property.
Sanford - No Report
Seminole County - Absent
Winter Springs - Absent
NEXT MEETING: WILL BE HELD IN LONGWOOD CITY HALL ON JUNE 3 AT 7:30 P.M.
Moved by Keith, seconded by Sorenson, carried unanimously to adjourn at
9:00 P.M.
