HomeMy WebLinkAbout1980 12 03 Minutes MINUTES OF COUNCIL OF LOCAL GOVERNMENT IN SEMINOLE COUNTY 1 December 3, 1980 The regular meeting of the Council of Local Governments in Seminole County was held December 3, 1980 at 7:30 PM in the City Commission Chambers of Sanford City Hall. The meeting was called to order by Chairman Dolores Vickers. Present were: Mayor Owen Sheppard - City of Casselberry Commissioner Dolores Vickers - City of Altamonte Springs Deputy Mayor Wilfred Arnold - City of Winter Springs Councilman David F. Brashea - City of Oviedo Deputy Mayor June Lorman - City of Longwood Commissioner Edwin O. Keith - City of Sanford Asst:. to Ci ty Manager Steven D. Harri ett - City of Sanford Motion was made by Commissioner Keith, seconded by Deputy Mayor Lorman and carried unanimously to approve the minutes of the meeting of November 5, 1980. Treasurer Deputy Mayor Lorman reported a total of $529.76 in the treasury. Ms. Sarah Bilderbeck and Mr. John Hedrick representing the People's Transit, made a pre- sentation on the expansion of mass transportation services in Seminole County. Ms. Bilderbeck and Mr. Hedrick distributed a sample resolution to the membership which called for the support of expanded bus service in Seminole County with the agreement to negotiate for a pro rated share of the cost by the local governments. After explaining that Federal grant money was earmarked to support this project and that Seminole County was studying the proposed expansion, Ms. Bilderbeck and Mr. Hedrick requested that each member approach their legislative bodies with the idea of supporting the concept of mass transportation expansion. It was the consensus of the membership not to take any action regarding this request and the member- ship indicated they needed to see concrete facts and statistics justifying the expansion along with projected costs before recommending participation to their respective local governments. Deputy Mayor Lorman reported that she was to have the CALNO stationery by Friday, December 5, 1980 and would forward it to Chairman' Vickers. . ,.. ~ .. .",--- Chairman Vickers reported on the electrical power rate increase and as to how the City of Clearwater was approaching the situation. It was pointed out that Clear- water was filing suit to force energy conservation measures by F.P.C. Chairman Vickers explained that Clearwater was interested in having other local governments join their suit which would force electrical companies such as Florida Power Corp. to seek innovative means of reducing cities' cost of electrical service'such as the provision of a more energy efficient street light bulb. Chairman Vickers Council of Local Government in Seminole County December 3t 1980 - Page 2 stated that Altamonte Springst which spends considerable funds for street lighting was trying to induce F.P.C. to write specifications for the new energy efficient light bulbs so they might be readily obtainable. Chairman Vickers related that the new bulbs were projected to reduce cost of street lighting from 33% - 60%. An additional point raisedt was the possibility of local governments having the option to buyout their power suppliers and take over the function as a City opera- tion. The suit addressed this situation. Deferring rate increases for electrical use by local government until the end of a fiscal year so the increases can be adequately budgeted for the following year was also suggested. Chairman Vickers indicated that local governments could join this suit at a low cost. She estimated the cost to be approximately $ltOOO. Commissioner Keith informed the membership that Florida Power and Light Co.t which se~vices Sanford, had volunteered to change to the new energy efficient street light bulbs. Chairman Vickers explained that Altamonte Springs is billed for street light usage based on an average hourly use. The suit alleges that F.P.C. may be inflating this hourly average and as such cities may be paying for power they are not receiving. Chairman Vickers related that Altamonte was interested in the energy efficient bulb, and the average hourly use assessment charge. It was the consensus of the membership that arrangements would be made to invite ~- representatives of the power companies and George McMahon, City ~lanager of Maitland who has researched the street light situation regarding its relationship to local government to the next meeting of CALNO to discuss the matter further. Chairman Vickers reported that she had made contact with the legislative delegation to seek sponsorship of legislative action to permit processing of utility fees and franchise fees the same as Ad Valorem taxes for income tax purposes. It was also suggested that the issue should receive national attention through federal legis- lation or participation by other states. Mayor Sheppard reported that the Senior Citizens' site to be located in Casselberry was progressing. De-mucking of the proposed site is to begin January 1981 with the breaking of ground scheCJled for February, 1981. Mayor Sheppard updated the status of IPA Grant for personnel services. Mayor Sheppard explained that he was now coordinating the program as the grant coordinator for the City of Casselberry had terminated employment. Mayor Sheppard related that he has written the U.S. Civil Service Commission to request authorization for a new time table. Original starting date was set for January 6, 1981, but now needs to be postponed. Mayor Sheppard stated that it has been determined that most cities now have an Affirmative Action Plan and as such will not require consultation in this area. Mayor Sheppard requested that participating Cities issue an updated letter indicating their current personnel needs along with their project represen- tative and that employee1s present salary and benefits: It was indicated that CALNO treasurer Deputy Mayor Lorman would administer the IPA Grant funds when received. ___..__.~m.....u..m~ Council of Local Government in Seminole County December 3, 1980 Page 3 Deputy Mayor Arnold proposed that the double-taxation committee should be revised to continue in the research of the double taxation issue. It was the consensus of the membership to have Chairman Vickers contact Bo Simpson to determine the status of the double-taxation committee and its current standing. The next meeting to be held at Seminole County, January 7, 1981. The meeting adjourned at 9:05 PM.
