FLORIDA 322.17 (904) 733-4288 Thank you for contacting my office regarding Section 764 of the fiscal year 1980 Defense Appropriations Act, which imposed a 2% surcharge on transfers of surplus property. Your concern over the cost of the surcharge to recipients in these difficult times is clearly understood. Although the surcharge was imposed in order to help offset various administrative expenses associated with the program, it is my belief that the benefit gained is far outweighed by the cost and inconvenience to those who must pay it. Therefore, during ongoing markup of the FY-81 Defense Appropriations Bill, I will certainly endeavor to see that the surcharge is eliminated. Your input is appreci- ated inasmuch as the views of those directly involved will weigh heavily with the Committee. Again, thank you for sharing your concern with me.
