COUNCIL OF LOCAL GOVERNHENTS MEETING, APRIL 2, 1980
The meeting was called to order by Chainnan Norman C. Floyd at 7:42 p. m.
APPROVAL OF MINUfES - MARCH 5. 1980
Motion by Arnold, seconded by Lormann to approve the minutes of March 5,
1980. Motion carried.
TREASURER'S REPORT
The Treasurer reported a balance of $354.76. Payments received this date
from OViedo, Sanford, Casselberry and Longwood, bringing the balance up to
$454.76. This did not include the dues check received this evening from
Winter Springs.
Motion by Sheppard, seconded by Arnold to approve Treasurer's report.
Motion carried.
CIRCUIT RIDER CONCEPT
Chainnan Floyd explained that it is a program funded by IPA. There are
many different programs and different amounts that are funded to help
cities with their personnel policies, affirmative action plans, preparing
grants or their entire general administrative processes, depending on the
needs of the individual city.
Mr. Knowles explained that the funds are restricted to inter-governmental
personnel relations or personnel administration.
The represel1tatives present asked for assistance in personnel policies,
position classification, affinnative action and pay pla~s.
Motion was made by Arnold, seconded by Sheppard, to authorize the Chainnan
to make application to the IPA for assistance in personnel policies,
position classification, affirmative action and pay plans. Motion carried.
REPORTS
Owen Sheppard asked support. of the admission's tax bill; he asked for
assistance in getting sources for additional revenue.
June Lormann reminded the County and Altamonte Springs to pay their dues.
Oviedo discussed the animal control service provided by the County, and
asked for some improvements to be made in that service, such as picking up
dead animals.

There was general discussion of dual taxation and the possibility of
reactivating the local committee~ No action was taken.
Pete Knowles said he will be going to Tallahassee the second week of
May and he offered to look up any bills and give a report if anyone is
interested.
Sandra Glenn discussed the paving of sidewalks along SR 427. The District
Commissioners wanted to know what other areas might be interested in joint
cooperation and most are related to schools. She said she has heard from
the City of Casselberry. The municipalities would pay for the materials
and the County would furnish labor and equipment. This will be coming
back to a work session next week.
Wilfred Arnold is also looking for ways to increase revenues.
David Evans talked about the franchise agreements with Florida Power, etc.,
asking if there was any possibility of the money coming from the operating
revenues of the companies instead of being charged to the customer. He was
told that this was an action of the PSC.
Motion by Arnold, seconded by Glenn to adjourn. Next meeting will be May 7,
1980, at Altamonte Springs.
